Attention is invited to instructions contained in Railway Boards letter No. E(NG)I/81/PM 1/76 dated 25.04.1981 stipulating that the time spent by a Railway servant under training immediately before appointment to service is to be counted as service for the purpose of appearing in departmental examination. It was further clarified vide letter No. E(NG)I/93/PM 1/4 dated 18.01.1993 that the terrn ‘departmental examination’ used in the aforesaid instruction dated 25.04.1981 includes Limited Departmental Competitive Examination for promotion to Group ‘B’.

In the light of certain — court cases, doubts have been raised as to whether the period of training before regular appointment to a post would count for seniority purposes. It is hereby clarified that the provision of the above instructions are only for the limited purpose of allowing training period to be counted as service for appearing in the examination, and should not be construed to mean that the period spent on training would be counted towards fixation of seniority. 

Fixation of seniority of non-gazetted staff should be as per the provisions of Para 302 to 312 of IREM Volume-I and as per Para 203.5 of IREM Volume-I for promotions from Group ‘C’ to Group ‘B’.

Subject: Exemption of service element and disability element of disability pension granted to disabled personnel of armed forces who have been invalided on account of disability attributable to or aggravated by such service-reg.

Under the existing provisions of clause (J of sub scction 2 of section 297 of the Income-tax Act, 1961 (‘Act)) any notification issued undcr sub -section (1) of section 60 or section 60A of the Indian Income-Tax Act, 1922 (now repealed) and in force immediately before the commencement of the Act shall continue to be in force to the extent to which no provision has been made under the Act. Previously, in exercise of powers conferred under section 60 of the Indian Income-Tax Act, 1922, vide Notification no. 878-F dated 21.03.1922, it was ordered at para 19 that “pensions granted to members of His Majesty’s naval, military or air forces who have been invalided for naval, military or air force service on account of bodily disability attributable to or aggravated by such service would be exempt from tax under the Indian Income-Tax Act, 1922”.

2. In furtherance to the above, instruction no. 136/1970 dated 14.01.1970 in F.No. 34/3/68 IT(AI) and instruction no. 2/2001 dated 02.07.2001 in F.No. 200/51/99-ITA-I have been issued to clarify that the entire disability pension, i.c. “disability clement” and “service clement” of a disabled officer of the Indian Armed Forces continues to be exempt from income tax under the Income-tax Act, 1961.

3. Representations have been received, requesting to clarify whether the exemption is applicable only to the disabled officers of Armed Forces or all disabled Armed Forces Personnel (i.e. including officers and Jawans). Representations have also been received to clarify as to whether the Income Tax exemption would be limited to only such disabled Armed Forces Personnel who are invalided out of service due to disability attributable to or aggravated by military service condition or to even those who retire after full service with some disability.

4, The matter has been examined in the Board. The notification no. 878-F dated 21.03.1922, provides income tax exemption to all members of Armed Forces who have been invalided for naval, military or air force service on account of bodily disability attributable to or aggravated by such service. Thus, income-tax exemption under above clause would be available to all armed forces personnel (irrespective of rank) who have been invalided for such service on account of bodily disability attributable to or aggravated by such service.

2. Further, such tax exemption will be available only to armed forces personnel who have been invalided from service on account of bodily disability attributable to or aggravated by such service and not to personnel who have been retired on superannuation or otherwise.

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-

(a) the sanctioned strength of teachers in higher education institutions of the country, institution-wise and State-wise including Karnataka;

(b) the number of faculty vacancies in higher education institutions, institution-wise;

(c) the steps taken by the Government to fill up these vacancies along with the details and timeline thereof;

(d) whether the Government has received any information/complaints regarding the phenomenon of ‘inbreeding’, where students graduating out of a university are appointed as faculty at the same university affecting merit and diversity and if so, the details thereof; and

(e) the steps taken by the Government to eliminate this practice of ‘inbreeding’?

(a) & (b): As per All India Survey of Higher Education (AISHE) portal 2017-18, the total sanctioned strength and In-position strength of teachers posts in Higher Educational Institutions are as under:-

State-wise faculty (Teaching Posts) Sanctioned Strength in Higher Educational Institutions is available at https://www.ugc.ac.in/pdfnews/0600245_LSPQ-No.-206-Annexure-I.pdf. However, no institution-wise data is centrally maintained.

(c): Occurring of vacancies and filling up is a continuous process. The University Grants Commission (UGC) continuously monitors it with Universities. The UGC vide its D.O. letter No.F.1-14/2019 (CPP-II) dated 4th June, 2019 has prepared the Guidelines for Recruitment of Faculty in Universities, Colleges and Institutions Deemed to be Universities outlining the selection procedure and the time frame for recruitment.

These guidelines have been circulated to all Universities to adhere to them. The Universities has also been requested to take steps to ensure that the vacancies in the University as well as in the Colleges affiliated to University are filled up at the earliest. A copy of the Guidelines circulated to all Universities is available at

Further, this Ministry has requested all Higher Educational Institutions (HEIs) to fill up faculty related data on National Higher Education Resource Centre (NHERC) portal at https://nherc.in in order to fill up all vacancies in various higher educational institutions on an urgent basis.

(d) & (e): The UGC has informed that no such complaint has been received.The inbreeding is discouraged which may also be seen from UGC reports available at http://www.ugc.ac.in/. Further, UGC has laid down UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018 which prescribes for minimum qualifications for appointment and other service conditions of University and College teachers. These minimum standards are merit based and discourage inbreeding.

Consumer Price Index for Industrial Workers (CPI-IW) — May, 2019

The All-India CPI-IW for May, 2019 increased by 2 points and pegged at 314 (three hundred and fourteen). On 1-month percentage change, it increased by (+) 0.64 per cent between April, 2019 and May, 2019 when compared with the increase of (+) 0.35 per cent between the corresponding months of previous year.

The maximum upward pressure in current index came from Food group contributing (+) 1.64 percentage points to the total change. At item level, Wheat Atta, Arhar Dal, Groundnut Oil, Poultry (Chicken), Milk Buffallo, Chillies Green, Garlic, Ginger, Onion, Banana, Brinjal, Carrot, French Bean, Green Coriander Leaves, Lemon, Potato, Tomato, Electricity Charges, Medicine-Allopathic, etc. are responsible for the increase in index. However, this increase was checked by Bitter Gourd, Coconut, Lady Finger, Mango (Ripe), Parval, Torai, Petrol, etc., putting downward pressure on the index.

The year-on-year inflation based on CPI-IW stood at 8.65 per cent for May, 2019 as compared to 8.33 per cent for the previous month and 3.96 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (+) 5.21 per cent against (+) 4.92 per cent of the previous month and (+) 1.66 per cent during the corresponding month of the previous year.

At centre level Quilon reported the maximum increase of 8 points followed by Warangal (7 points) and Godavarikhani (6 points). Among others, 5 points increase was observed in 6 centres, 4 points in another 6 centres, 3 points in 9 centres, 2 points in 17 centres and 1 point in 21 centres. On the contrary, Goa recorded a maximum decrease of 3 points followed by Ghaziabad (2 points). Among others, 1 point decrease was observed in 4 centres. Rest of the 10 centres’ indices remained stationary.

The indices of 35 centres are above All-India Index and 43 centres’ indices are below national average.

The next issue of CPI-IW for the month of June, 2019 will be released on Wednesday, 31st July, 2019. The same will also be available on the office website www.labourbureaunew.gov.in.

Sub: Extension of validity period of empanelment of already empanelled Health Care Organizations under CGHS.

With reference to above mentioned subject attention is drawn to office order dated 27.03.2019 whereby empanelment of all existing empanelled health care organizations under CGHS was extended till 30.06.2019.

In this regards it has been now decided to extend empanelment of all Health Care Organizations already empanelled under CGHS for a further period of three months w.e.f. 01.07.2019 till 30.09.2019 or till next empanelment whichever is earlier on same terms conditions and rates on which they are presently empanelled. However, all hospitals and diagnostic centres shall charge NABL rates only for those investigations conducted by them which are NABL accredited . For all other investigations they shall claim Non-NABL rates.

Subject: Reiteration of guidelines regarding 'No-requirement of Registration to Collect Indented medicines and other Issues·

With reference to the above mentioned matter the undersigned is to state it is learnt that some CGHS Wellness Centres are Insisting on registration before collecting the Indented medicines. It is hereby reiterated to all the Chief Medical Officers i/c and other Staff members of CGHS Wellness Centres that there is no need for registration at the counter to collect Indented Medicines. The CGHS in charge and other staff are hereby instructed not to deviate from the guidelines issued by this Ministry/Directorate from time to time.

It is also reiterated that CGHS Cards are valid in all CGHS wellness Centres in the country for consultation, issue and indent of Medicines including the Life Saving Medicines. Similarly, CGHS beneficiaries can be referred for consultation at hospitals empanelled under CGHS from any CGHS Wellness Centres and endorsement of advice of Specialist of empanelled hospital should also be made at any CGHS Wellness Centre.

Subject: - Clarification on Department of Posts Postman and Mail Guard (Group 'C') Recruitment Rules, 2018.

Madam / Sir,

I am directed to refer to Department of Posts Postman and Mail Guard (Group 'C') Recruitment Rules (RRs), 2018 notified on 20.09.2018 which superseded Department of Posts (Postman and Mail Guard) Recruitment Rules, 2010. In this regard, a few Circles have sought clarification on certain points, which are clarified as under:-

1. Circle/ Issue
Andhra Pradesh, Haryana, Karnataka: Whether the educational and other qualifications (Knowledge of computer Language and possessing valid driving license of two-wheeler) required for direct recruits detailed in column 7 of RRs of Postman/Mail Guard is applicable for GDS candidates (direct recruitment).
Andhra Pradesh: Whether the candidates having two wheeler license only should be allowed for examination/ selection OR can license be obtained afterwards. 

Clarification 
Provisions of Column 7 of Postman/ Mail Guard RRs have been relaxed for existing GDS (who have been engaged prior to notification of new RRs) as per letter no. 03-02/2019-SPN-I dated 26.03.2019. Following relaxations have been provided to the GDS candidates:

a) GDS with 10th standard pass shall be allowed to appear in the competitive examination, if otherwise found fit;

b) GDS without license to drive two wheeler or light motor vehicle shall also be allowed to appear in the competitive examination. However, a candidate not having valid driving license at the time of appointment shall not earn periodical increment in pay till production of such license or for a period of five years from the date of appointment whichever is earlier and after production of such license or expiry of such five years period, pay shall be restored prospectively to the level pay would have reached had the periodical increment in pay was not withheld and no arrears of pay shall be paid for the intervening period.

Andhra Pradesh: Keeping m view, work involved and time sensitivity for conducting separate examinations for filling the vacancies of Postman / Mailguard among both MTS and GDS, whether a common examination may be conducted for filling the postman / mailguard vacancies by both MTS and GDS. 

Clarification
A common examination may be held across the Circle for filling up of vacancies of Postman/ Mailguard from both MTS and GDS.

Seeking Option from Candidate
  1. At the time of inviting application for appearing in examination, candidates may be asked to exercise order of preference for Recruiting Units (All Divisions).
  2. The candidates belonging to postal divisions shall indicate order of preference for postal divisions excluding parent division (s) followed by RMS divisions.
  3. The candidates belonging to RMS divisions shall indicate order of preference for RMS divisions excluding parent division (s) followed by postal divisions.
  4. It should be clarified that candidates should exercise preference for all Recruiting Units for consideration. In case preference is exercised for a limited number of units and could not be allocated to one of those units as per merit vis a vis vacancy in the category he/ she belongs to, he/ she will not be considered for other recruiting units not preferred even though a candidate lower m rank to him/ her is considered who has opted for that unit.
  5. Order of preference once exercised shall not be changed.

Preparation of Merit List and allocation of Division

  1. At first, two merit lists for each division/recruiting unit shall be prepared for Qualified candidates
    (i) One of MTS candidates, and
    (ii) One of GDS candidates.
  2. Qualified candidates shall be allocated to their respective parent recruiting unit in the order of merit vis a vis category in which selected vis a vis availability of vacancy in the respective category (for the purpose of vertical I horizontal reservation).
  3. After allocation of candidates to their respective Parent Unit (Postal Divisions I RMS Divisions), four separate merit lists for the entire Circle shall be prepared for all such candidates who could not be adjusted/ allocated against their Parent Unit (s), viz.
    (i) MTS of all Postal divisions
    (ii) MTS of all RMS divisions
    (iii) GDS of all Postal divisions
    (iv) GDS of all RMS divisions
  4. A reserve category candidate selected against an unreserved vacancy on •own merit shall have choice to migrate to reserve category if by doing so he/she can be allocated to a Unit, which is higher in the order of preference exercised by him/her. Therefore, an undertaking to this effect shall be included m the application for appearing m examination.
Publication of Results

The Circle shall publish separate results for both Postman and Mailguard.

a) Postman: Division wise lists of candidates in order of merit who have been allocated to parent unit followed by list of surplus qualified candidates, who were not allocated to Parent Unit/ Division and allocated to other Recruiting Units/Divisions based on merit, shall be published for each division.

b) Mailguard: Division wise lists of candidates in order of merit who have been allocated to parent unit followed by list of surplus qualified candidates, who were not allocated to Parent Unit I Division and allocated to other Recruiting Units/Divisions based on merit, shall be published for each division.

4. Circle/ Issue -
Andhra Pradesh and Karnataka: The revised syllabi and pattern for LDCE for the cadre of Postman I Mailguard as per the educational qualification I.e. 12th standard, prescribed m the Revised Recruitment Rules of Postman I Mail Guard, 2018.

Clarification: 
Syllabus and pattern of LDCE examination has been revised as per Directorate's letter no. 17-08/2018- SPB-I dated 10.05.2019.

5. Circle/ Issue -
Andhra Pradesh: Whether the DR vacancies of the year 2017-18 can be offered to GDS surplus qualified candidates as per the provisions of New RRs under Rules 10(iii)(b) & (c) OR these vacancies can be included in the vacancy position of 2018 to fill up as per new Recruitment Rules.
North East: Whether vacancy of Postman to be calculated from 01.04.2018 to date of publication of above said Gazette as per old RRs or as per new RRs. 
Telangana : Whether the DR vacancies of the year 2017-18 can be offered to GDS surplus qualified candidates as per the prov1s10ns of New RRs under Rules 10(iii)(b) & (c) OR these vacancies can be filled up by issuing open notification as per old Recruitment Rules.

Clarification: 
O.M No. AB.14017/13/2013-Estt.(RR)(1349) of Department of Personnel & Training (DOPT) states as under:-

"The legal position is that the posts are to be filled up as per - the eligibility conditions prescribed in the Recruitment Rules in force at the time of occurrence of vacancies unless the Recruitment Rules are amended retrospectively. The practice has however been to give effect to the Recruitment Rules prospectively."

Further, clarification has already been issued vide letter number 37-10/2002-SPB-I dt. 14.11.2002 which states as follows-
"According to cannons of la w, the recruitment rules in force at the time of occurrence of vacancies whatsoever be the date of notification, should be followed. " 

Accordingly , vacancies upto the vacancy year 2017 (April 2017 . March 2018) are required to be filled up as per the Postman and Mailguard, Recruitment Rules, 2010, and vacancies occurring in 2018 vacancy year (April - December 2018) and thereafter are required to be filled up as per Recruitment Rules of 2018 notified on 20.09.2018.

6. Circle/ Issue -
Haryana: As per old RRs of Postman/Mail Guard, 2010 service conditions for GDS is five years of regular service m the grade as on 1st April of the year. But in new RRs of PMJM:G, 2018, nothing has been mentioned about the service condition for GDS to apply for the post of PMJM:G.

Clarification: 
Point No. (iii) under column 10 of the Schedule of Department of Posts (Postman and Mailguard) Recruitment Rules, 2018 may be referred to in this regard. Only those GDS who have worked regularly for five years in that capacity as on the 1st day of January of the year to which the vacancy (ies) belongs are eligible.

7. Circle/ Issue -
Rajasthan Circle: In the RRs of Postman and Mail Guard, it is mentioned that age and educational qualifications prescribed for direct recruits will not apply in the case of promotees. However, there is no mention about the other qualifications in the column no. 8 of RRs as mentioned in column no. 7.

Clarification: 
 Observations of the Circle have been noted. Amendment of Department of Posts Postman and Mail Guard (Group 'C') Recruitment Rules (RRs), 2018 to this extent is under consideration.

Till further revision of RRs, other qualifications may not be made applicable for considering promotion.

8. Circle/ Issue -
Karnataka Circle: To provide SOP for departmental examination.

Clarification: 
SOP for Departmental Examinations is under process.


2. The above clarifications may be brought to the notice of all concerned and action taken to conduct DPC/Examination for promotion/appointment to the cadre of Postman/ Mail Guard at the earliest.

When an officer in a post (Whether within the cadre of his service or not) is for any reason prevented from officiating in his turn in a post on higher scale or grade borne on the cadre of the service to which he belongs, he may be authorized by special orders of the appropriate authority pro forma officiating promotion into such scale or grade and thereupon be granted the pay of that scale or grade, if that be more advantageous to him, on each occasion on which the officer immediately junior to him in the cadre of his service (or if that officer has been passed over by reason of inefficiency or unsuitability or because he is on leave or serving outside the ordinary line or forgoes officiating promotion of his own volition to that scale or grade, then the officer next junior to him not so passed over) draws officiating pay in that scale or grade.

Proforma Promotion is granted subject to fulfillment of certain conditions under the relevant instructions issued from time to time keeping in view the vacancy position.

To obviate the hardship caused in cases where all the seniors of the officer outside the line are promoted and there is no junior officer eligible for promotion within the cadre despite clear regular vacancies available for making promotions, the benefit of ‘Next Below Rule’ is allowed to the officers working outside their regular line in dispensation of the requirements of ‘one for one’ and ‘promotion of atleast one junior’, subject to the fulfillment of the following further conditions: (a) that a post within the cadre remains unfilled for want of an approved person junior to the officer; and (b) the vacancy caused in the cadre is not filled up by making promotion on ad-hoc basis till the release of the next panel when some juniors become eligible for promotion. OM No. 8/4/84-Estt (Pay-I) dated 15th July, 1985, issued in this regard is still in force.

The total sanctioned strength of CAPFs (CRPF,BSF,CISF,SSB, ITBP & AR) is 9,99,795. Vacancies keep arising in the forces due to retirement, voluntary retirement, death etc. On an average 10% of vacancies in different grades arise every year and there exists a well established procedure to fill up these vacancies. Currently there are 84,037 vacancies. Government has taken expeditious steps to fill up the vacancies in Central Armed Police Forces (CAPFs) including the posts created. This is a continuous process. In the year 2017, 57268 vacancies of Constable (General Duty) for the recruitment cycle 2015-16 have been filled through recruitment by Staff Selection Commission (SSC). For the recruitment year 2018, 58373 vacancies of Constable (GD) were notified for which computer based written examination has been conducted by the SSC. Similarly, in respect of other ranks, 1094 vacancies of Sub-Inspector (GD) for the year 2018 were reported to SSC and SSC has since declared the result. For Assistant Commandant (GD), written examination for 466 vacancies for the year 2018 was conducted by the Union Public Service Commission (UPSC) and result has since been declared. 1412 candidates have been shortlisted for interview/personality test. Notification for Assistant Commandant (GD) Exam,2019 has since been published for filling up of 323 vacancies.

(a) & (b) Postal Circle-wise and cadre-wise sanctioned strength and vacancies are given in enclosed statement. Shortage of staff is due to vacancies arising on account of retirement, promotion, death and deputation. Recruitment to fill up vacant posts is done periodically by holding departmental examination, direct recruitment through Staff Selection Commission and also by individual Circle as per the provisions of the relevant recruitment rules. Further, Departmental Promotion Committee is convened regularly for filling up vacancies on the basis of seniority-cum-fitness. Recruitment to fill up vacant posts is a continuous process. 

(c) & (d) Up-gradation of technological and physical infrastructure is a continuous process. All the Departmental Post Offices are computerized. So far total 23692 Post Offices have been migrated under Core Banking Solution (CBS) and 25,573 Post Offices have been migrated under Core Insurance Solution for Postal Life Insurance. 996 ATMs have been made inter-operable. Installation of 202 Solar Power Packs, construction of 252 Rain Water Harvesting structures, installation of ramps & rails in 287 post offices, construction of 2437 toilets and installation of LED lights in 4614 offices have been completed for up-gradation of physical infrastructure

(a): Yes, Sir. Suspected cases of fraud have been detected in granting Maternity benefit under Employees’ State Insurance (ESI) Act, 1948.

(b): The Internal audit while conducting the regular audit observed irregularities in maternity benefit payments in Sector 23 & 27 Branch offices of Faridabad in Haryana Region. Prima-facie, the fraud was detected to have been done in collusion with the ESIC staff and some Employers for availing maternity benefit under ESI Act. A complaint has been registered with the Central Bureau of Investigation, Chandigarh for further investigation. Thirteen officials including Managers of the Branch offices and other staff in question, have been placed under suspension so far.

(c): The ESIC has already taken the following actions in the aftermath of detection of this suspected fraud: -

i) Special Audit of all the maternity benefit payments made in all Branch offices of ESIC during last three years has been ordered.
ii) Instructions have been issued to all Regional Directors and Sub-Regional office-in charges to ensure strict adherence with the established procedure/Rules/Regulations while making maternity benefit payment. They have also been directed to keep strict vigil on the payments being made through the Branch Offices under their jurisdiction.

Subject: Setting up of NPS oversight mechanism.

The undersigned is directed to say that the Committee, as set-up by Department of Financial Services in terms of their OM No. 1/3/2016-PR dt. 21.10.2016 under the Chairmanship of Secretary (Pension) and comprising Secretary, Department of Financial Services and Secretary (Department of Personnel and Training), had submitted its report on 28.2.2018, containing its recommendations for streamlining implementation of the National Pension System (NPS).

2. One of the recommendations contained in para 8.7.1 of its report relating to grievance redressal is as under:- 
“Three-tiered NPS oversight mechanism of the DDO/Head of Office, Joint Secretary (Admin)/Chief Controller of Accounts and the Financial Advisor set up vide Department of Expenditure’s OM No.1(2)/EV/2008, dated 03.02.2009 may be strengthened/streamlined to monitor grievances as well as timely registration and credit of contributions to subscribes’ accounts. Fresh instructions to this effect and for strict compliance of instructions may be issued by Department of Expenditure.”
3. In the OM of this Department No. 1(2)/EV/2008 dated 3.2.2009, it was provided, inter-alia, that Ministries/Departments may constitute a Committee headed by JS (Admin) and Principal CCA/CCA to monitor registration/regular upload of data and transfer of NPS contributions in respect of Central Government employees to ensure that no delay therein occurs. Subsequently, in terms of instructions of this Department vide OM No. 1(5)/EV/2011 dated 10.7.2011 the Committee was broad-based to include the concerned Financial Advisors and the said instructions dt. 10.7.011 also provided, inter-alia, that the implementation of NPS, with its various attendant parameters, in each Central Ministry/Department, shall be a “key performance area” of the Financial Advisors.

4. The Department of Pension and Pensioners’ Welfare, which is the nodal Department in respect of pension related matters of Central Government employees, is separately in the process of framing statutory rules to regulate the matters of National Pension System in case of Central Government employees. These Rules would also cover the issue relating to timely credit of contributions of Central Government employees and the Central Government, as deducted from the salaries of the concerned Government employee, to NPS architecture.

5. However, since timely credit of deduction made from the salary of Central Government employees towards their contribution to NPS, as also the applicable contribution of the Central Government, to the NPS financial architecture is of paramount importance for availability of due and timely returns thereon towards generation of pension corpus, it has been decided that a Committee in each Ministry/Department shall be constituted as under to ensure oversight over the NPS contributions crediting:-
(i) Financial Advisor – Head of the Committee
(ii) Joint Secretary (Administration)
(iii) Principal CCA/CCA
(iv) The concerned Head of the office
(v) The concerned DDO

6. The Committee shall be responsible for the following actions:-
(i) Ensuring that the contribution of employees and the Government are credited without delay to the NPS financial architecture both in case of existing employees and employees newly recruited from time to time and the existing system and procedure being followed for the purpose shall be monitored effectively to ensure that no delay in credit of the contributions takes place.

(ii) Ensuring that in case any grievance by any employee is received in regard to delay in credit of contribution, either directly from the employee or through PFRDA, the same has been looked into and disposed of in a manner to the satisfaction of the concerned employee.

(iii) Any other matter as having a bearing on the issue of crediting/remittance of NPS contributions.

(iv) The Committee shall devise its own mechanism as also appropriate checks & balances to ensure that NPS contributions are credited on time in respect of all employees under NPS system.

(v) The Committee shall meet at least once in 3 months to review the progress and in case any slippages are noticed, it shall take immediate corrective action. However, the concerned Principal CCA/ CCA shall keep a watch over the progress on a regular basis.

7. While the above Committee shall be set-up in each Ministry/Department, appropriate mechanism for keeping a watch in respect of attached and subordinate offices under that Ministry/Department shall be put in place by the concerned Financial Advisor, so that the overall oversight in respect of the entire Ministry/Department as a whole is exercised by the Committee as mentioned in para 5 above.

8. The concerned Financial Advisor shall send a status report every six month to the Department of Pension and Pensioners’ Welfare about the result of the monitoring carried out through the above oversight mechanism with concluding remarks whether the NPS contributions are being credited on time and in case of any slippages, the details of the action taken.

With reference to the above mentioned subject the undersigned is directed to draw attention to Office memorandum of even number dated 29.05.2009 and to state that with a view to facilitate ease of availing direct consultation facility, it has now been decided that while availing direct consultation from specialists of empanelled hospitals, the CGHS beneficiaries shall fill up the form provided at the Reception by the empanelled hospitals mentioning the Specialist (Specialty) he/she seeking consultation .

In case of pensioner CGHS beneficiaries aged 75 years and above , the hospitals shall enclose the form and submit along with the hospital bill to CGHS. The format for the same is enclosed herewith.

Subject : Implementation of recommendations of GDS Committee on Social Security Benefits for Gramin Dak Sevaks (GDS).
The undersigned is directed to refer to this Directorate O.M of even number dated 27.06.2018, wherein approval of Competent Authority on the above noted subject was conveyed.

2. The Competent Authority has now approved the following modification in payment of Severance Amount and GDS Gratuity with effect from 01.01.2016 instead of 01.07.2018 as mentioned below:-

2.Severance AmountThe Severance Amount shall be paid at the rate of Rs.4,000/- for every completed year from 01.01.2016.
Maximum ceiling on Severance Amount shall be Rupees One Lakh fifty thousand (Rs.1,50,000/-)
Severance Amount would be applicable only in case of those GDS who have opted to remain with Severance Amount and have not shifted to Service Discharge Benefit Scheme (SDBS), and has completed 10 years of continuous service.
No change in nomenclature and other conditions mentioned in Department of Posts OM of even number dated 27.06.2018.
The Severance Amount shall be paid at the rate of Rs.4000/- for every completed year of engagement w.e.f 01.01.2016 **
Revised rate of Sevarance Amount (i.e Maximum ceiling of Rs.150000/- ) shall be paid w.e.f 01.01.2016 instead of 01.07.2018

* Difference Amount of GDS Gratuity (i.e RS.150000/ – RS.60000/-)= @ Rs.90,000/-shall be paid to those GDS who were discharged between 01.01.2016 to 30.06.2018, as they have been paid old. rate of GDS Ex-Gratia Gratuity i.e @ Rs.60,000/-.

** Difference Amount. of Severance Amount (i.e Rs.4000 – Rs.15000= @ Rs.2500/- for every completed year of engagement we.f. 01.01.2016 shall be paid to those GDS who were discharged between 01.01.2016 to 30.06.2018, as they have been paid old rate of Severance Amount i.e @ Rs.1500/- for every completed year of engagement we.f. 01.01.2016 subject to a maximum Ceiling of Rs.1,50,000/-

3. All other existing eligibility conditions for the aforesaid schemes have undergone no change and will be applicable to all GDSs

4. This issues in consultation with Ministry of Finance, Department of Expenditure vide their ID Note No. 3(1)/E-V/2018 dated 05.04.2018 and AS &FA Diary No 37/2019-FA-CS Dated 01.07.2019.

MOD Decides to Give Special Family Pension/Liberalised Family Pension to NOKs of Pensioner on Death Attributable to Military Service

Prior to 17.01.2013, the Next of Kins (NOKs) of Armed Force Pensioner who got re-employed in civil department after getting retired from military service were authorised to draw Ordinary Family Pension (OFP) either from military side or from civil side whichever was beneficial to them in terms of GoI, MoD letter No. 10(6)/92/D(Pens/Sers) dated 28.09.1992.

Vide GoI, MoD letter dated 17.01.2013 & 21.03.2013, it was decided that the families of Armed Forces pensioners who got re-employed in civil departments/military after getting retired from military service and were in receipt of military pension till death, shall be allowed to draw family pension from military side in addition to the family pension, if any, authorised from the re-employed civil department.

The Government has been receiving grievances from various quarters for grant of dual family pension including Special Family Pension/Liberalised Family Pension where death of the re-employed government servant is attributable to government service.

The matter has been examined in the Ministry and now, it has been decided by the Ministry of Defence that Special Family Pension (SFP)/Liberalised Family Pension (LFP), would be admissible on death of a pensioner who was re-employed in military service and if his death is attributable to military service, in addition to Ordinary Family Pension in respect of the previous military/civil service subject to fulfilment of other condition as mentioned in the said Government letter.

Increase in retirement age could be considered, says Economic Survey

India is set to witness a sharp slowdown in population growth in the next two decades, the Economic Survey report has flagged. It says that although the country as a whole will enjoy the “demographic dividend” phase, some states will start transitioning to an ageing society by 2030s.

With life expectancy for both males and females is likely to continue rising, increasing the retirement age for both men and women going forward could be considered in line with the experience of other countries.

Population growth in India has been slowing in recent decades from an annual growth rate of 2.5 per cent during 1971-81 to an estimated 1.3 per cent as of 2011-16. Going with the trend, the Survey suggests that policy makers need to prepare for ageing, which will need investments in health care as well as a plan for increasing the retirement age in a phased manner.

Annual population growth rates of states

Annual population growth is expected to come down to 0.46% between 2031 and 2041 from 1.77% during 2001-11. In fact, Tamil Nadu is projected to see an annual decline in population by 0.05% in the decade ending 2041, Andhra Pradesh to barely grow at a rate of 0.02%.

आर्थिक समीक्षा में समग्र विकास के लिए भारत में न्‍यूनतम मजदूरी प्रणाली का नया प्रारूप तैयार करने की बात कही गई 


न्‍यूनतम मजदूरी प्रणाली का एक प्रभावी प्रारूप तैयार करने के लिए नीतिगत सिफारिशों का सुझाव न्‍यूनतम मजदूरी के बेहतर और प्रभावी कार्यान्‍वयन से मजदूरी में असमानता कम करने में मदद मिलेगी न्‍यूनतम मजदूरी को नियमित रूप से अनुकूल बनाने के लिए एक नई प्रक्रिया विकसित की जाए श्रम और रोजगार मंत्रालय के अंतर्गत राज्‍य सरकारों तक पहुंच वाला एक राष्‍ट्रीय स्‍तर का डैश बोर्ड स्‍थापित किया जा सकता है काननूी रूप से निर्धारित न्‍यूनतम मजदूरी का भुगतान नहीं होने पर शिकायतें दर्ज करने के लिए एक टोल फ्री नम्‍बर स्‍थापित करने की सिफारिश 

न्‍यूनतम मजदूरी के बेहतर और प्रभावी कार्यान्‍वयन से मजदूरी की, खासतौर से निचले स्‍तर पर असमानता कम करने की दिशा में मदद मिलेगी। आज के परिप्रेक्ष्‍य में यह महत्‍वपूर्ण है, क्‍योंकि मजदूरी वितरण के मामले में महिलाएं निचले पायदान पर हैं। केन्‍द्रीय वित्‍त एवं कॉरपोरेट मामलों की मंत्री श्रीमती निर्मला सीतारमन द्वारा आज संसद में पेश आर्थिक समीक्षा 2018-19 में यह बात कही गई है।

आर्थिक समीक्षा 2018-19 में कहा गया है कि एक प्रभावी न्‍यूनतम मजदूरी नीति, जिसमें कम मजदूरी वाले निचले पायदान के लोगों को लक्षित किया गया है, वह औसत मांग बढ़ाने में मदद कर सकती है और मध्‍यम वर्ग को मजबूती प्रदान कर सकती है, जिसके परिणामस्‍वरूप निरंतर और समग्र विकास होगा।

आर्थिक समीक्षा 2018-19 के अनुसार न्‍यूनतम मजदूरी प्रणाली का एक प्रभावी प्रारूप तैयार करने के लिए निम्‍नलिखित नीतिगत सिफारिशें की गई हैं :

सरल और युक्तिसंगत बनाना : मजदूरी विधेयक कोड के अंतर्गत प्रस्‍तावित न्‍यूनतम मजदूरी को युक्तिसंगत बनाने के लिए सहयोग की आवश्‍यकता है। यह कोड न्‍यूनतम मजदूरी कानून 1948, मजदूरी भुगतान कानून 1936, बोनस भुगतान कानून 1965 और समान पारिश्रमिक कानून को एक करता है। नये विधेयक में ‘मजदूरी’ की परिभाषा में विभिन्‍न श्रम कानूनों में मजदूरी की 12 विभिन्‍न परिभाषाओं के संबंध में वर्तमान स्थिति को शामिल किया जाए।

न्‍यूनतम मजदूरी के लिए एक राष्‍ट्रीय स्‍तर के मंच की स्‍थापना :केन्‍द्र सरकार को ‘न्‍यूनतम मजदूरी के लिए एक राष्‍ट्रीय स्‍तर का एक मंच’ अधिसूचित करना चाहिए, जो पांच भौगोलिक क्षेत्रों में विस्‍तृत रूप से फैला हो। इसके बाद राज्‍य विभिन्‍न स्‍तरों पर अपनी न्‍यूनतम मजदूरी तय कर सकते हैं, जो ‘इस मंच में निर्धारित मजदूरी’ से कम नहीं होनी चाहिए। इससे देश भर में न्‍यूनतम मजदूरी में कुछ समानता लाई जा सकेगी और निवेश के लिए श्रम लागत की दृष्टि से सभी राज्‍यों को समान रूप से आकर्षित बनाया जा सकेगा, साथ ही कठिनाई की स्थिति में होने वाले पलायन को कम किया जा सकेगा।

न्‍यूनतम मजदूरी तय करने के लिए मानदंड :मजदूरी विधेयक के बारे में कोड में न्‍यूनतम मजदूरी तय करने के दो कारकों यानी (i) कौशल युक्‍त श्रेणी, जिसमें अकुशल, अर्द्ध कुशल, कुशल और अत्‍याधिक कुशल लोग होंगे; और (ii) भौगोलिक क्षेत्र, अथवा अन्‍यथा दोनों पर विचार किया जाना चाहिए। इस महत्‍वपूर्ण परिवर्तन से देश में न्‍यूनतम मजदूरी लेने वाले लोगों की संख्‍या में पर्याप्‍त कमी आएगी।

कवरेज: मजदूरी विधेयक पर प्रस्‍तावित कोड में सभी क्षेत्रों में रोजगारों/श्रमिकों के लिए न्‍यूनतम मजदूरी की उपयुक्‍तता का विस्‍तार किया जाए और इसमें संगठित तथा असंगठित दोनों क्षेत्रों को शामिल किया जाए।

नियमित रूप से सुधार और प्रौद्योगिकी की भूमिका : न्‍यूनतम मजदूरी का नियमित रूप से और अधिक तेजी से तालमेल करने के लिए एक प्रकिेया विकसित की जानी चाहिए। केन्‍द्र में एक राष्‍ट्रीय स्‍तर का डैश बोर्ड बनाया जा सकता है, जिसकी पहुंच राज्‍य सरकारों तक हो, जब‍कि राज्‍य न्‍यूनतम मजदूरी के संबंध में अधिसूचनाओं को नियमित रूप से अपडेट कर सकते हैं। यह पोर्टल कॉमन सर्विस सेंटरों (सीएससी), ग्रामीण हाटों आदि में अवश्‍य उपलब्‍ध हो, जिसमें आवश्‍यक जनसंचार कवरेज हो, ता‍कि श्रमिकों को अपने सौदेबाजी के कौशल की पूरी जानकारी रहे और उसकी निर्णय करने की शक्ति मजबूत हो।

शिकायत निवारक :कानूनी तौर पर निर्धारित न्‍यूनतम मजदूरी का भुगतान नहीं होने पर शिकायत दर्ज करने के लिए आसानी से याद रखने लायक एक टोल फ्री नम्‍बर होना चाहिए और इसका काफी प्रचार किया जाना चाहिए, ता‍कि कम मजदूरी लेने वाले श्रमिकों को अपनी शिकायत दर्ज कराने के लिए एक मंच मिल सके।

आर्थिक समीक्षा में कहा गया है कि एक प्रभावी न्‍यूनतम मजदूरी प्रणाली की स्‍थापना एक तात्‍कालिक आवश्‍यकता है, जिसका विकास के विविध आयामों पर लाभकारी प्रभाव पड़ेगा।
