Attention is invited to above cited circulars under which instructions were issued for implementation of e‐PPO in respect of Defence civilians. LPC‐cum‐Data Sheet containing new fields 1(A). HOO Code and 1(B). Email ID of HOO Code was circulated under circular no. C‐181 dated 22.01.2018. Of late, it is being noticed that column 1(A) & 1(B) are not being filled by the most of the HOOs while forwarding the pension claim to this office. Competent authority has directed that above said fields are mandatory and should be filled by HOO otherwise from 01.04.2019, claim will be rejected/ returned. Head of offices which still have not unique 6 digits HOO code, follow the procedure mentioned at Para 20 of circular C‐164 dt. 30.5.17 to get themselves registered. 

2. Now soft copy of digitally signed e‐PPOs are being forwarded to HOO by email on email address registered under HOO code. The concerned HOO, after scrutinizing and checking the e‐PPO, is requested to forward a copy of the e‐PPO along with Descriptive Roll of the pensioner to PDA concerned. HOOs are also requested to kindly provide a copy of the e‐PPO to the Pensioners/ Family Pensioners for their record. If any discrepancy is observed by the HOO in e‐PPO or death occurs before the date of retirement/discharge, then this fact may be immediately brought to the notice of PSA and PDA for remedial measures. PDAs are advised to affect payment based on e‐PPO directly received in XML/PDF file, after confirmation from Head of Offices concerned in the form of receipt of Descriptive Roll, undertaking & non/re‐ employment certificated etc. 

3. In view of e‐PPO concept there is no requirement of PENSION CERTIFICATE, hence concept of Pension Certificate may be treated as deleted. Now, HOO will forward only one copy of Descriptive roll to this office for office record and other two copies will kept at their end for onward forwarding to PDA with e‐PPO(on receipt of e‐PPO through email).

4. In view of the above, HODs are requested to issue suitable instructions (along with copy of this circular) to all the Head of the Offices under your administrative control to ensure that these additional information should be filled in LPC‐Cum‐Datasheet in r/o Post‐2016 of Pensioners/Family Pensioners to this office.

Sir,

Proposal for alternative pension scheme in lieu of existing CPF scheme is under consideration of the Ministry. It has been intimated by the Ministry that in the context of the feasibility of extending the benefits of the GPF-cum-Pension Scheme, 1972 not being there, one of the options would be to explore the possibility of having an annuity based alternative pension scheme in lieu of the existing CPF scheme. It has been desired that a comprehensive proposal based on willingness of the eligible employee to opt for the alternative scheme is annuity based pensionary benefits in lieu of existing scheme may be submitted.

Accordingly, you are requested to submit the consent of employees on shifting form existing scheme to annuity based pensionary scheme.

In this regard, you are, therefore, requested to kindly obtain willingness of the eligible employees who have joined the services before 1.1.2004 (including those who have retired) to opt for the alternative scheme in lieu of the existing CPF scheme.

The consolidated data in respect of RO and JNVs may be submitted to this office latest by 30.12.2018.

This may kindly be treated as most urgent.

Standard Operating Procedure on Transfer / Promotion / Retirement / Death / Punishment / Training and Leave of Department of Posts staff and Grameen Dak Sewaks (GDS) with reference to India Post Payments Bank (IPPB) Operations

I.Introduction

1.1 India Post Payments Bank Limited (“IPPB”) was incorporated as a Public Limited company on August 17, 2016 under the Companies Act, 2013, under Department of Posts with 100% Government of India equity and as a payments banking company under Section 22 (1) of the Banking Regulation Act, 1949.

1.2 IPPB as an organization, is designed to leverage the field network of the DoP and is required to carry out its sales and operations through the workforce of the DoP. IPPB will be responsible for designing the products and services, defining the technology and service delivery platforms, undertaking marketing and third-party tie-ups, setting and monitoring the service quality standards, handling customer grievances, managing the risks of the banking operations and dealing with statutory and regulatory compliances, etc.

II.Background

2.1 It was envisaged that IPPB to be a lean organization which will largely leverage existing DoP infrastructure including physical infrastructure and human resources for its operations. IPPB would have physical access points only through post offices. The post office staff including Gramin Dak Sewaks etc. would be used by IPPB to provide door step banking services to its customers.

2.2 IPPB would be offering the payments bank services using door step (assisted) banking through the Postmen & Grameen Dak Sewaks (‘GDS’) and counter services through Postal Assistants across the post offices. DoP staff and GDS involved in providing IPPB services are prone to transfer/leave/ retirement etc. due to which some procedural aspects need to be defined which will be followed by DoP and IPPB in case of transfer/leave/ retirement etc.

III.Definitions:

(i) End User – Postal Assistant, Postmen, GDS who are entrusted with IPPB operations and / or assigned IPPB AMS ID.

(ii) Super User – ASP/IP of the Sub Division, Head Postmaster, Sub Postmaster, Branch Postmaster who are entrusted with supervision of IPPB operations and / or assigned IPPB AMS ID.

(iii) Controlling Officer – DoP officer controlling the end user or super user, for example – Sub- Divisional IP/ASP, Division Head, in-charge of GPO or Gazetted Head Post Office, DPS or any other officer as the case may be.

(iv) IPPB Branch Manager – IPPB officer functioning as in charge of IPPB Branch.

(v) IPPB Circle Manager – IPPB officer functioning as in charge of IPPB Circle.

IV. Action Points by DoP

(a) Transfer & Promotion – (i) Generally there shall be no transfer in case of postmen and GDS. In case of transfer or promotion of Postal Assistants /Postmaster /IPs /ASPs including postmen and GDS etc., who are working as end users / super users, copy of the transfer or promotion order to be marked to respective IPPB branch manager in case of intra branch transfer/promotion (i.e. within jurisdiction of one IPPB Branch), to both IPPB Branch Managers in case of inter branch transfer/promotion (i.e. from jurisdiction of one IPPB Branch to another IPPB Branch) and to both IPPB Circle Managers in case of inter circle transfer/promotion as the case may be. The details (name & designation, employee CSI ID, present office facility ID along with facility id of new office of posting) of the official/officer transferred and new incumbent posted if any should be mentioned along with the name of the Access Point/Sub Division.

(ii) In case of Postman or GDS end user, the Smartphone and biometric device provided to end user should be taken back from the transferred / promoted official and handed over to IPPB Branch manager who will assign these devices to next incumbent posted in that place. Before handing over to IPPB Branch manager, controlling officer will check the condition of the devices received back and in case if any damage is noticed then it should be confirmed from the official and if the damage has occurred due to the negligence of the official then necessary charges should be recovered from the official.

(b) Retirement – In case of retirement of end user or super user, the information containing details of the end user or super user due for retirement, i.e. Name & designation, employee CSI ID, facility ID of the Access Point where official is posted and due date of retirement where official is posted should be provided at least 2 months in advance to the respective IPPB branch manager.

In case of Postman or GDS end user, the Smartphone and biometric device provided to end user should be taken back from the retired official and handed over to IPPB Branch manager who will assign these devices to next incumbent posted in that place. Before handing over to IPPB Branch manager, controlling officer will check the condition of the devices received back and in case if any damage is noticed then it should be confirmed from the official and if the damage has occurred due to the negligence of the official then necessary charges should be recovered from the official.

(c) Death / Termination / Suspension of DoP Staff and Put Off duty for GDS – In case of the death / termination / suspension of DoP officials and put off duty of GDS, the same procedure as of retirement would be followed however, the date of effect would be the date of the death/order issued.

(d) Training & Leave- In case of training or leave of IPs/ASPs/ Postmaster/Postal Assistant/Postmen/GDS- Copy of the training order or intimation of leave sanctioned containing the details of the officer/official deputed for training, i.e. Name & designation, CSI ID, period of training / leave, facility ID of the Access Point where official is posted and similar details of the substitute deputed during the training / leave period should be provided to respective IPPB branch manager or Circle Manager as the case may be (preferably through email).

Note: A system should be in place to inform the IPPB Branch manager/ Circle Manager through electronic mode like e-mail about all of above i.e. (a) to (e) with emphasis on joining, relieving, leave etc. of the end user/super user by controlling officer and the in-charge of the Access Point.

V. Action Points by IPPB.

(a) Transfer/Promotion-. On receipt of information from DoP about transfer of any officer/official, IPPB Branch Manager of outgoing branch will push the Agent ID of the official in AMS-Pool after getting the confirmation (preferably through email) from transferor Access Point. IPPB Branch Manager of incoming branch will on board the same Agent ID of the official from AMS-Pool after obtaining the confirmation (preferably through email) of joining along with joining date from transferee Access Point with its facility ID. (IPPB Branch manager of incoming branch will provide the details of change in facility ID and teller account as per format of Finacle user ID to respective Circle SPOC which in turn will forward to Zonal SPOC, who will get the Finacle ID mapping changed to new Access Point with new teller account creation.)

IPPB Branch Manager will receive the Smartphone and biometric device from controlling officer of the transferred end user (in case of Postman or GDS) and deposit under branch’s custody till assigning these devices to other incumbent.

(b) Retirement – In case of retirement of end user/ super, IPPB Branch Manager will push the details in AMS pool, indicating the Access Point with the facility ID and delete the Agent ID/ Finacle ID. Branch Manager will receive the Smartphone and biometric device from controlling officer of the retired end user (in case of Postman or GDS) and deposit under branch’s custody till assigning these devices to other incumbent.

(c) Death / Termination / Suspension of DoP Staff and Put Off duty for GDS– In case of the death / termination / suspension of DoP officials and put off duty of GDS, the same procedure as of retirement would be followed however, the date of effect would be the date of the death/order issued. Concerned IPPB branch manager will push the details in AMS pool, indicating the Access Point with the facility ID and delete the Agent ID/ Finacle ID in case death / termination and put in standby mode in case of suspension of DoP officials and put off duty of GDS.

(d) Training & Leave – Concerned IPPB branch manager will push the Agent ID of the official in AMS in standby mode after getting the confirmation of training / leave commencement from the Access Point (preferably through email). Branch Manager will mark the same standby Agent ID as active in AMS after joining of the official and confirmed by the Access Point (preferably through email).

Sir,

In continuation to this office letter of even number dated 06.12.2018 seeking willingness of the employees with regard to introduction of alternate annuity based pension, it is to clarify the following:-

1. Own share of employee in the existing CPF scheme shall remain intact. It will not be utilized for creating the corpus fund of the alternate pension plan.

2. However, the management share of the existing CPF scheme will be utilized to form the corpus fund for the proposed annuity based pension scheme.

3. Proposed basic pension is 50% of the basic pay at the time of retirement and there is no provision for DA thereon.

4. Provision for commutation of pension upto 1/3rd of the basic pension exists..Employee at the time of retirement can get the commutation value. It would be more or less equal to the management share. Besides 2/3rd of basic pension per month fixed at the time of retirement is payable.

5. The pension is payable till the pensioner is alive. There is no provision for family pension after death of the employee.

6. However, proposal for provisioning of DA and family pension is also being sent to the Ministry for consideration.

7. In case of death of the eligible employees during service, Provision for a lump sum insured amount payable to their dependents is proposed to be covered under group term Insurance Scheme.

The afore mentioned information may be widely circulated amongst the eligible employees to enable them to franchise their options/willingness for the proposed annuity based pension.

This issues with the approval of Competent Authority.

Sub: Introduction of 100% - Objective Paper for promotional examination to expedite and simplify examination process.

The promotion of staff within Group ‘C’ by “Selection" or “non-selection” process and Group ‘D’ to ‘C’ is regulated by provision contained in Section ‘B’ of Chapter-II of Indian Railway Establishment Manual Volume I; and instructions contained in Board’s letter No.E(NG)l/98/PM l/l7 dated 20.10.1999 and other instructions issued from time to time.

2. The existing system of' examination conducted for filling up promotional posts has been reviewed by the Board and to bring objectivity to the selection process it has been decided as under:- 

(i) The question paper will henceforth be 100% Objective Type; 

(ii) All the questions will be of muitiple choice only; 

(iii) A large Question Bank may be created from which the questions can be selected randomly for conducting a Computer Based Test; 

(iv) Railways may conduct examination in CBT mode or pen and paper depending on their preparedness; 

(v) If computer based Test takes time to implement, the tests may be conducted on OMR sheets, which shall have a carbon copy, kept in safe custody of officer nominated by the authority nominating the Selection Committee at HQ/Division/PU/Workshop; 

(vi) OMR can be evaluated manually. A model Answer Sheet shall be given by the paper setter in a separate cover on conclusion of the examination; 

(vii) To ensure the authenticity of the answers, cutting, overwriting, erasing or alteration of any type in the answer will not be accepted. Zero marks will be given for Answer having correction/ over writing; 

(viii) There shall be negative marking for incorrect Answers. One third of the marks allotted for each question will be deducted for wrong Answers; 

(ix) Responsibility for evaluation shall be with the Officer nominated for evaluation; 

(x) The system of coding & decoding of answer sheets will continue; 

(xi) Any selection which has already been notified will be conducted as per the existing instructions only and the new instructions would apply for those selections which are notified after the date of issue of these instructions;

3. The above changes would be applicable to all Departments, except Accounts and RPF, who deal with their own establishments.

वरिष्ठ वेतनमान (7वें केन्द्रीय वेतन आयोग पे मैट्रिक्स में लेवल -11/पीबी-3 + ग्रेड पे 6600/- रु., पूर्व संशोधित) के मूल पद वाले सभी अधिकारी यात्रा भत्ता जर्नल पर प्रतिहस्ताक्षर करने के लिए स्वयं अपने नियंत्रक अधिकारी होंगे.

“महाप्रबंधक/मंडल रेल प्रबन्धक एवं विभागाध्यक्ष अपने स्वयं के नियंत्रण अधिकारी होंगे. वरिष्ठ वेतनमान (7वें केन्द्रीय वेतन आयोग पे मैट्रिक्स में लेवल -11/पीबी-3 + ग्रेड पे 6600/- रु., पूर्व संशोधित) के मूल पद वाले सभी अधिकारी यात्रा भत्ता जर्नल पर प्रतिहस्ताक्षर करने के लिए स्वयं अपने नियंत्रक अधिकारी होंगे। विभागाध्यक्ष यह घोषित करेगा कि उसके अधीन नियोजित रेल सेवकों या रेल सेवकों के वर्गों के यात्रा भत्ते के प्रयोजन के लिए कौन प्राधिकारी नियंत्रक अधिकारी हैं। वह किसी भी प्राधिकारी को रेल मंत्रालय कि पूर्व मंजूरी के बिना स्वयं अपना ही नियंत्रक अधिकारी घोषित नहीं करेगा .“

Rule 1697 of IREC Vol.II (Second Reprint, 2005) may be read as under:

“General Managers / Divisional Railway Managers and Heads of the Departments shall be their own Controlling Officers. All Officers holding substantive post of Senior Scale (Level-11 in 7th CPC Pay Matrix / PB-3 + Grade Pay Rs.6600/-, pre-revised) shall be their own Controlling Officers for countersignature on TA journals. A Head of Department may declare what authorities subordinate to him shall be the Controlling Officers, for the purpose of travelling allowance of railway servants or classes of railway servants employed under him. No authority shall be declared by him to be his own Controlling Officer without the previous sanction of the Ministry of Railways.”

OFFICE MEMORANDUM

Subject: Rule 18 of the CCS (Conduct) Rules, 1964- regarding standard forms for intimation/ permission under the rules and expenditure incurred on repairs or minor construction work in respect of immovable property - regarding.

The undersigned is directed to say that in accordance with the provisions of sub­ rule (2) of the Rule 18 of the CCS (Conduct) Rules, 1964, all Government servants coming within the purview of these Rules are required to make a report to the prescribed authority before entering into any transaction of immovable property in their own name or in the name of a member of family. If the transaction is with a person having any official dealings with the Government servant, the Govt. servant is required to obtain prior sanction of the prescribed authority. Sub-rule (3), ibid provides that all Govt. servants should give an intimation to the prescribed authority within one month of entering into any transaction of movable property, the value of which exceeds the monetary limits prescribed in that Rule. In case any such transaction is with a person having official dealing with the Government servant, prior sanction of the prescribed authority is necessary. All requests for obtaining prior sanction and making intimation about transactions in immovable and movable property may be made in the enclosed standard Form I and Form II, respectively.

2. Further, this Department's O.M. No. 11013/9/89-Estt.(A) dated 27/11/1990 provides, inter-alia, that where the expenditure incurred on repairs or minor constructions work in respect of any immovable property belonging to a Government servant is estimated to exceed Rs. 10,000/ -, intimation to the prescribed authority was necessary. These instructions have been reviewed and in supersession of the said O.M., it has now been decided that in respect of the expenditure incurred on repairs and minor additions to an immovable property by a Government servant, an intimation shall be necessary to be given to the prescribed authority only if the estimate exceeds the limit prescribed in Rule 18(31) of CCS (Conduct) Rules, 1964. However, prior sanction of the prescribed authority should be obtained in all cases regardless of amount involved, where the transaction regarding the material purchases or contract for such repairs or minor construction, is with a person with whom the Government servant concerned has official dealings.

3. All Ministries/ Departments/Offices are requested to bring the above guidelines to the notice of all administrative authority under their control.

4. In so far as the employees of Indian Audit and Accounts Departments are concerned, this O.M. issues after consultation with Comptroller & Auditor General of India.

G.S.R. 1182(E).—In exercise of the powers conferred by section 5 read with sub-section (1) of section 7 of the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 (19 of 1952), the Central Government hereby makes the following Scheme, further to amend the Employees’ Provident Funds Scheme, 1952, namely:-

1. (1) This Scheme may be called the Employees’ Provident Funds (Amendment) Scheme, 2018.
(2) It shall come into force from the date of its publication in the Official Gazette.

2. In the Employees’ Provident Funds Scheme, 1952, after paragraph 68H, the following shall be inserted, namely:-

“68HH. Non-refundable advance to a member in case of continuous un-employment for a period of not less than one month.- The Commissioner or, where so authorised by the Commissioner, any other officer subordinate to him, may permit a member, on ceasing to be an employee in any factory or establishment to which the Act applies, a non-refundable advance upto seventy-five percent of the amount standing to his credit in the Fund, if he has not been employed in any factory or other establishment for a continuous period of not less than one month immediately preceding the date on which he makes an application for such non-refundable advance.”.

The matter regarding pay fixation on Grant of Grade Pay of Rs. 5400/- (7th CPC level 9) to Sr. Private Secretary upon completion of 4 years of regular service in the grade pay of Rs. 4800/- was taken up with MoF/DoP&T.

2.  In view of the guidelines received from the Ministry, it is clarified that upon completion of four years regular service in Grade pay of 4800 (i.e. Level 8), SPS will be placed in Level 9 corresponding to Grade Pay of Rs.5400 at equal or next available cell.  Further, in case the official has been granted Grade Pay of Rs. 5400 between January to June he/she will be granted annual increment of July in that year in the Grade Pay of 4800 and will accordingly be placed under Level 9 at equal or next available cell.

3.  An illustration to the above effect is given below for better implementation.

Mr. X promoted to SPS grade in April 2012 is drawing Rs. 53600/- in Level 8 as on 01.01.2016.  Upon completion of four years in the Grade Pay of Rs. 4800/-, he becomes eligible for placement in the higher Level 9 corresponding to Grade Pay of Rs.5400/- w.e.f. 04/2016.  Since the same cell is not available in level 9, his pay will be fixed at Rs.54700/- i.e. the next available cell under Level 9 and he will continue to draw pay at the same rate upto 30.06.2016.  Subsequently, upon pay will be fixed at Rs.55200/- (L-8).  However, as he needs to be placed in Level 9 i.e. higher pay level his pay will be fixed at 56300/- with DNI as 01/07/2017.

Necessary action may be taken accordingly.

NOTIFICATION

New Delhi, the 11th December, 2018

G.S.R. 1209(E).— In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:-

1. (1) These rules may be called the Central Civil Services (Leave) (Fourth Amendment) Rules, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Civil Services (Leave) Rules, 1972,

(A) in rule 28, in sub-rule (1) for clauses (a), (b) and (c), the following clauses shall be substituted, namely:-

“(a) The leave account of every Government servant (other than a military officer) who is serving in a Vacation Department shall be credited with earned leave, in advance’ in two installments of five days each on the first day of January and July of every calendar year.

(b) In respect of any year in which a Government Servant avails a portion of the vacation, he shall be entitled to additional earned leave in such proportion of twenty days, as the number of days of vacation not taken bears to the full vacation, provided the total earned leave credited shall not exceed thirty days in a calendar year.

(c) If, in any year, the Government servant does not avail any vacation, earned leave will be as per Rule 26 instead of clauses (a) and (b).”;

(B) in rule 29, for sub-rule (1), the following sub-rule shall be substituted, namely:—

“(1) The half pay leave account of every Government servant (other than a military officer and a Government servant serving in a Vacation Department) shall be credited with half pay leave in advance, in two installments of ten days each on the first day of January and July of every calendar year.”;

(C) in rule 43-C. (a) for sub-rule (1), the following sub-rule shall be substituted, namely”;

“(1) Subject to the provisions of this rule, a female Government servant and single male Government servant may be granted child care leave by an authority competent to grant leave for a maximum period of seven hundred and thirty days during entire service for taking care of two eldest surviving children, whether for rearing or for looking after any of their needs, such as education, sickness and the like.” ;

(b) for sub-rules (3) and (4), the following sub-rules shall be substituted, namely:-

“(3) Grant of child care leave to a female Government servant and a single male Government servant under sub-rule (1) shall be subject to the following conditions, namely:-

(i) it shall not be granted for more than three spells in a calendar year;

(ii) in case of a single female Government servant, the grant of leave in three spells in a calendar year shall be extended to six spells in a calendar year.

(iii) it shall not ordinarily be granted during the probation period except in case of certain extreme situations where the leave sanctioning authority is satisfied about the need of child care leave to the probationer, provided that the period for which such leave is sanctioned is minimal.

(iv) child care leave may not be granted for a period less than five days at a time.

(4) During the period of child care leave, a female Government servant and a single male Government servant shall be paid one hundred percent of the salary for the first three hundred and sixty five days, and at eighty percent of the salary for the next three hundred and sixty five days.

Explanation.—Single Male Government Servant’ means – an unmarried or widower or divorcee Government servant.”;

(D) for rule 44, the following rule shall be substituted, namely:- “44. Work Related Illness and Injury Leave:-

The authority competent to grant leave may grant Work Related Illness and Injury Leave ( herein after referred to as WRIIL) to a Government servant (whether permanent or temporary), who suffers illness or injury that is attributable to or aggravated in the performance of her or his official duties or in consequence of her or his official position subject to the provisions contained in sub-rule (1) of rule 19 of these rules, on the following conditions, namely :

(1) Full pay and allowances shall be granted to all employees during the entire period of hospitalisation on account of WRIIL.

(2) Beyond hospitalization, WRIIL shall be governed as follows:

(a) A Government servant (other than a military officer) full pay and allowances for the six months immediately following hospitalisation and Half Pay for twelve months beyond the said period of six months. The Half Pay period may be commuted to full pay with corresponding number of days of Half Pay Leave debited from the employees leave account.

(b) For officers of Central Armed Police Forces full pay and allowances for six months immediately following the hospitalisation and full pay only for the next twenty four months.

(c) For personnel below the rank of officer of the Central Armed Police Forces full pay and allowances, with no limit regarding period.

(3) In the case of persons to whom the Workmen’s Compensation Act, 1923 applies, the amount of leave salary payable under WRIIL shall be reduced by the amount of compensation paid under the Act.

(4) No Earned Leave or Half Pay Leave shall be credited during the period that employee is on WRIIL.”.

सा.का.नि. 1209(अ).-राष्ट्रपति, संविधान के अनुच्छेद 148 के खंड (5) के साथ पठित अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के लेखा परीक्षा और लेखा विभाग में कार्यरत व्यक्तियों के संबंध में भारत के नियंत्रक और महालेखा परीक्षक से परामर्श करने के पश्चात्‌ केंद्रीय सिविल सेवाएं (छुट्टी) नियम, 1972 का निम्नलिखित और संशोधन करती है, अर्थात्‌ :-

1. (1) इन नियमों का संक्षिप्त नाम केंद्रीय सिविल सेवाएं (छुट्टी) (चौथा संशोधन) नियम, 2018 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. केंद्रीय सिविल सेवाएं (छुट्टी) नियम, 1972 में,

(अ) नियम 28 के उपनियम (1) के खंड (क), (ख) और (ग) के स्थान पर निम्नलिखित खंड रखे जाएंगे, अर्थात्‌:-

“(क) प्रत्येक सरकारी सेवक (मिलिट्री अधिकारी से भिन्न2) जो प्रावकाश विभाग में कार्य कर रहे हैं के छुट्टी खाते में प्रत्येक कलैंडर वर्ष के जनवरी और जुलाई के प्रथम दिन पांच दिनों की दो किश्तों में अर्जित छुट्टी अग्रिम में जमा की जाएगी।

(ख) किसी ऐसे वर्ष के संबंध में जिसके लिए कोई सरकारी सेवक अवकाश के एक भाग का उपभोग कर लेता है तो वह पूर्ण अवकाश दिनों में से उपभोग नहीं किए गए अवकाश दिनों के बीस दिन के अनुपात में अतिरिक्त अर्जित छुट्टियों का हकदार होगा, परंतु एक कलैंडर वर्ष में जमा की गई कुल अर्जित छुट्टी तीस दिन से अधिक नहीं होगी।

(ग) यदि, किसी वर्ष में किसी सरकारी सेवक ने कोई अवकाश नहीं लिया है, तो अर्जित छुट्टी खंड (क) और (ख) के बजाए नियम 26 के अनुसार होगी।”;

(आ) नियम 29 के उपनियम(1) के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्‌:-

“(1) प्रत्येक सरकारी सेवक (मिलिट्री अधिकारी और प्रावकाश विभाग में कार्यरत सरकारी सेवक से भिन्न) के अर्द्धवेतन छुट्टी खाते में प्रत्येक कलैंडर वर्ष के जनवरी और जुलाई के प्रथम दिन दस दिनों की दो किश्तों में अग्रिम में अर्द्धवेतन छुट्टी जमा की जाएगी।”

(इ) नियम 43-ग,-

(क) के उपनियम (1) के स्थान पर निम्नलिखत उप-नियम रखा जाएगा, अर्थात्‌:-

“(1) इस नियम के उपबंधों के अध्यधीन किसी महिला सरकारी सेवक और एकल पुरुष सरकारी सेवक को अपने दो ज्येष्ठ जीवित बालकों की देखभाल के लिए चाहे वह पालनपोषण के लिए हो अथवा उनकी किसी भी जरुरत जैसे कि शिक्षा, बीमारी और ऐसी ही अन्य जरुरत के लिए उसके संपूर्ण सेवाकाल में छुट्टी स्वीकृत करने वाले सक्षम प्राधिकारी द्वारा अधिकतम सात सौ तीस दिनों की संतान देखभाल छुट्टी स्वीकृत की जा सकती है।”

(ख) उपनियम (3) और (4) के स्थान पर निम्नलिखित उप-नियम रखा जाएगा, अर्थात्‌:-

(3) उपनियम (1) के अधीन किसी महिला सरकारी सेवक और एकल पुरुष सरकारी सेवक को संतान देखभाल की स्वीकृति निम्नलिखित शर्तों के अधीन होगी, अर्थात्‌:-

(i) यह किसी कलैंडर वर्ष में अधिकतम तीन बार स्वीकृत की जाएगी;

(ii) एकल महिला सरकारी सेवक की दशा में एक कलैंडर वर्ष में तीन बार में छुट्टी को प्रदान करने को एक कलैंडर वर्ष में छह बार तक बढ़ाया जायेगा;

(iii) कतिपय विशेष परिस्थितियां जिसमें छुट्टी मंजूरी प्राधिकारी परिवीक्षार्थी को संतान देखभाल छुट्टी देने के बारे में संतुष्ट हो, को छोड़कर सामान्तया परिवीक्षा के दौरान स्वीकृत नहीं की जाएगी परंतु अवधि जिसके लिए छुट्टी स्वीकृत की जाती हो, न्यूनतम हों।

(iv) संतान देखभाल छुट्टी एक साल में पांच दिन से कम की अवधि के लिए नहीं प्रदान की जाएगी

‘(4) संतान देखभाल छुट्टी के दौरान, महिला सरकारी सेवक और एकल पुरुष सरकारी सेवक को पहले तीन सौ पैंसठ दिन के लिए वेतन के सौ प्रतिशत, लेकिन अगले तीन सौ पैंसठ दिन के लिए वेतन के अस्सी प्रतिशत का भुगतान किया जाएगा’

स्पष्टीकरण :एकल पुरुष सरकारी सेवक से - एक अविवाहित या विधुर या परित्यक्त सरकारी सेवक अभिप्रेत है

(ई) नियम 44 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्‌

‘44- कार्य से संबंधित बीमारी और क्षति (डब्ल्यू आर आई आई एल):-

यह किसी सरकारी सेवक (चाहे स्थायी हो या अस्थायी), जो ऐसी बीमारी या क्षति से पीड़ित है कि जो उसकी शासकीय कर्तव्यों के पालन के कारण हुई है या गम्भीर हुई है या उसकी शासकीय स्थिति के परिणामस्वरुप हुई है को निम्नलिखित शर्तों पर, इन नियमों के नियम 19 के उपनियम (1) में अंतर्विष्ट उपबंधों के अध्यधीन रहते हुए ऐसे प्राधिकारी जो छुट्टियां प्रदान करने के लिए सक्षम है, द्वारा कार्य से संबंधित बीमारी और क्षति छुट्टी (जिसे इसे इसमें इसके पश्चात्‌ डब्ल्यूआरआईआईएल कहा गया है) प्रदान की जा सकेगी, अर्थात्‌ 

(1) डब्ल्यूआरआईआईएल के कारण अस्पताल में भर्ती होने की संपूर्ण अवधि के दौरान सभी कर्मचारियों को पूर्ण वेतन और भत्ते प्रदान किए जाएंगे।

(2) अस्पताल में भर्ती के पश्चात्‌, डब्ल्यूआरआईआईएल निम्न प्रकार शासित होगी:

(क) एक सरकारी कर्मचारी (मिलिट्री अधिकारी से भिन्नल)- को अस्पताल में भर्ती के परे अव्यवहित छह माह के लिए पूर्ण वेतन और भत्ते और उक्त छह माह की अवधि के पश्चात्‌ बारह माह के लिए आधा वेतन दिया जाएगा । अर्द्धवेतन अवधि को कर्मचारी छुट्टी खाते से विकलित अर्द्धवेतन छुट्टी के दिनों की तत्स्थानी संख्या के साथ पूर्ण वेतन में परिवर्तित किया जा सकेगा। 

(ख) केंद्रीय सशस्त्र पुलिस बलों के अधिकारियों के लिए - अस्पताल में भर्ती के परे अव्यवहित छह माह के लिए पूर्ण वेतन और भत्ते, और केवल अगले चौबीस माह के लिए पूर्ण वेतन।

(ग) केंद्रीय सशस्त्र पुलिस बलों के अधिकारियों की पंक्ति से नीचे के कार्मिकों के लिए- पूर्ण वेतन और जिनकी अवधि के संबंध में कोई सीमा नहीं है।

(3) ऐसे व्यक्तियों की दशा में जिन पर कर्मकार प्रतिकर अधिनियम, 1923 लागू होता है को डब्ल्यूआरआईआईएल के अधीन संदत्त छुट्टी वेतन की रकम में से अधिनियम के अधीन देय प्रतिकर की रकम घटा दी जाएगी। 

(4) जब कर्मचारी डब्ल्यूआरआईआईएल पर है उस अवधि के दौरान कोई अर्जित छुट्टी या अर्द्धवेतन छुट्टी जमा नहीं होगी।’

(उ) नियम 45 और 46 का लोप किया जाएगा

Sub: Revision of pension of pre-2016 pensioners – Stagnation increment regarding

The undersigned is directed to say that in pursuance of the decision taken by the Government on the recommendations of the 7th CPC, orders were issued vide this Deptt’s OM of even number dated 12.5.2017 for revision of pension/family pension in respect of pre-2016 pensioners/family pensioners by notionally fixing pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which the Government servant/pensioner retired/died. Concordance tables for fixation of notional pay /pension of pre-2016 pensioners were issued vide this Department’s OM of even number dated 6.7.2017.

2. References/representations have been received in this Department seeking clarification on the applicability of the OM dated 7.9.2016 for the purpose of notional pay fixation and revision of pension of pre-2016 pensioners and family pensioners w.e.f. 1.1.2016. The matter has been examined in consultation with the Ministry of Finance (Department of Expenditure). It is clarified that the benefit of additional increment has been granted to those officers who were serving as on 1.1.2016. Those who retired/died before 1.1.2016 are, therefore, not eligible for increment after retirement for the purpose of pension.

3. This issues with the approval of Department of Expenditure vide their I.D. No.1(3)/V-V/2018 dated 4.9.2018 and I.D. No.1(3)/V-V/2018 dated 28.11.2018

UTILISATION OF ECHS SERVICES BEYOND 31 DEC 2018

1. Refer to Central Organisation, ECHS, letter No 13/49711-NewSmartCard / AG / ECHS dated 31 Aug 2018.

2. At present, approximately 52 Lakh beneficiaries are dependant on ECHS. To utilize the benefits of ECHS, these beneficiaries have been issued with different type of documents with different validity dates and in few cases beneficiaries do not hold any authorized document. Various categories of beneficiaries based on document’s status are as under:-

(a) New 64 Kb ECHS Smart Card obtained.

(b) New 64 Kb ECHS Smart Card applied successfully but cards awaited.

(c) 32 Kb ECHS Smart Card holder and not yet applied for new 64 Kb ECHS Card due to 32 Kb ECHS Card not completed 10 years from date of issue.

(d) NRIs who have yet to apply for new 64 Kb-Cards.

(e) ECHS beneficiaries, who could not apply for new 64 Kb ECHS Card due to Aadhar Card not possible to be made for them.

(f) Applied for New 64 Kb ECHS Smart Card but application under observation.

(g) Temporary Slip holder and not appliedfor new 64 Kb Cards.

(h) 16 Kb Card holders not applied for new 64 Kb Cards.

3. To sensitize the environment with the status and verification process of various Cards / documents / cases listed above, case by case information is provided in the succeeding paragraphs.

4. New 64 Kb ECHS Smart Cards Obtained.

(a) The new 64 Kb Cards issued to the beneficiaries are preactivated Cards. A Kiosk is being installed with necessary software Pan India in a phased manner to automate the Smart Card process at polyclinics. ECHS services will continue to be provided to such category of persons.

(b) Polyclinics where the new equipment is not yet installed, 64 Kb Cards will keep getting their entitled treatment and these Cards to be used as visual identity and handled as Temporary Slip to provide ECHS treatment including referral of beneficiary to empanelled hospitals. In case an individual who has collected new 64 Kb Card and wants to change the data or has already lost it, then a provision has been created online to fill up online application for loss of 64 Kb Card /change in data.

5. New 64 Kb ECHS Smart Card Applied Successfully but Cards Awaited. 
These category of beneficiaries have the facility to down load temporary slip once they login using their login credentials. These temporary slips are now valid for six months in first stage and have to be authenticated by the OIC of their respective parent polyclinic. In case for some reason, the new 64 Kb Cards do not reach the beneficiary in six months then temporary slip can be further extended by another three months by the OIC parent polyclinic. These temporary slips enable the beneficiary all entitled treatment. After receipt of Cards, these category of persons will utilize the facilities as per Para 4 above.

6. 32 Kb ECHS Card Holders 85 Not Yet Applied for 64 Kb Cards. All 32 Kb Cards are valid for 10 years from date of issue. This category will continue getting their entitled treatment till these Cards are valid. They will have to apply for 64 Kb Cards, at least six months prior to the termination of 10 yr validity period. Subsequent treatment will depend on lines of 64 Kb Card holder as at Para 4 above. These persons can apply for new 64 Kb Cards earlier than completion of 10 year validity period.

7. NRIs who have Yet to Apply for New 64 Kb Cards. These category of beneficiaries can apply for new 64 Kb Card online as an exception is being created in the Online Application module for. these category of beneficiaries. This is likely to be available online by 31 Dec 2018. In this connection please refer to Central Org, ECHS letter No B / 49711-DBT/AG/ ECHS dated 09 Nov 2018 (Copy attached for ready reference). These persons must apply at the earliest but not later than 30 Jun 2019. Their current membership Card will be valid till 30 Jun 2019.

8. ECHS Beneficiaries who could Not Apply due to Aadhar Card Not Possible to be Made. These category of beneficiaries who are unable to prepare Aadhar Card due to age related issues or medical condition of the individual will be governed as per Central Organisation letter No B/49711-DBT/AG/ECHS dated 09 Nov 2018 (Copy attached). A provision for the same is being made for, online application by 31 Dec 2018. These persons must apply at the earliest but not later than 30 Jun 2019. Their current membership Card will be valid till 30 Jun 2019. While they can apply till 30 Jun 2019, they must come to polyclinic for treatment alongwith Non feasibility of ‘Aadhar generation certificate’ after 31 Mar 2019.

9. Applied for New 64 Kb Smart Card but Application Under Observation. These category of beneficiaries will fall under the following categories

(a) 32 Kb Card holder will keep getting his entitled medical benefits based on his 32 Kb Card.

(b) Temporary Slip holder to get his temporary slip extended by another three months from the OIC parent polyclinc to get entitled medical benefits. However, the beneficiary should get his observations cleared on priority. They will be ineligible if the observations are not rectified by 31 Mar 2019.

(c) 16 Kb Card holder can down load temporary slip online which will be valid for six months. This temporary slip has to be validated by the OIC parent polyclinic. However, the beneficiary should get all observations cleared on priority and must be settled latest by 31 Mar 2019.

10. Temporary Slip Holder and Not Aapplied for New 64 Kb Cards.All. Temporary Slip holders to apply for new 64 Kb ECHS Card on priority. Any ESM approaching Polyclinics for medical treatment will be required to first fill the Online Application for 64 Kb Card at the Facilitation Centre of the Polyclinics & then avail the facilities. Observation in Online Application, if any should be cleared latest by 31 Mar 2019.

11. 16 Kb ECHS Card Holder and Not Yet Applied for New 64 Kb ECHS Card. 16 Kb ECHS Cards will expire on 31 Dec 2018. All 16 Kb Card holders wef 01 Jan 2019 on approaching ECHS polyclinics to avail any medical facility will have to fill up online application for new 64 Kb Card at the Facilitation Centre located at the polyclinic. On successful filling up of the online application, provision will be made to enable down loading of a temporary slip which will be valid for six months after countersignature from OIC, parent polyclinic. The beneficiaries will be able to get entitled medical cover on production of temp slip and 16 Kb Card. The process of filling up of online application and clearing of observation if any should be completed latest by 31 Mar 2019.

12. In case beneficiary is a case of emergency, he / she will be allowed treatment subject to his /her being authorized ECHS member at the discretion of OIC Polyclinic after due deliberation. All actions pertaining to new 64 Kb Card making can follow subsequent to medical examination 85/ or treatment.

13. This information may be disseminated to the environment for information of all ECHS beneficiaries. All Regional Centres will ensure that all polyclinics under them are informed on priority.

Subject: Implementation of the recommendations of the Seventh Central Pay Commission – Dress Allowance to officials discharging Prosecution functions on provisional basis.

Consequent to the decision taken by the Government of lndia on the recommendations of the 7th CPC, Kit Maintenance Allowance, Shoe Allowance, Uniform Allowance, Washing Allowance, Robe Allowance and Robe Maintenance Allowance have been subsumed into a single Dress Allowance and orders in this regard have been issued vide Board’s order No. PC-VII/2017/J/7/5/7 dated 03.10.20 17 (PC-VII No. 64/ RBE No. 141/2017).

2. A separate Prosecution Cadre is also being fonned in the Indian Railways. While formalisation of the Cadre is awaited, officials presently designated as Public Prosecutors and Assistant Public Prosecutors continue to perform prosecution related duties, including Court appearances. References are being received from Railways on payment of separate Dress Allowance to such officials as they are no longer part of the Railway Protection Force.

3. The matter has been considered in Board’s office. While the Prosecution Cadre sanction and formation is being followed up with the Department of personnel & Training, it is nevertheless a fact that Public Prosecutors/Asst. Public Prosecutors as designated presently continue to perform prosecution related duties that involve appearing in Court. Accordingly, all such Public Prosecutors/Asst. Public Prosecutors who are actually attending Courts in performance of their official duties may be paid Dress Allowance @ Rs. 10,000 per annum provisionally as governed by all instructions/terms and conditions issued under Board’s Order No. PC-VII/2017/I/7/5/7 dt. 03.10.2017 (circulated as RBE No. 141/2017).

4. These orders will be taken up for review as and when the Prosecution Cadre is formally notified.

Sir,

In partial modification of Para 2(b) of Govt. of India, Ministry of Defence letter No.22(1)/01/US(WE)/D(Res) dated 30 December 2002, I am directed to convey the sanction of the Government to the payment of Fixed Medical Allowance to Ex-Servicemen Pensioners and Family pensioners, who are ECHS members and residing in Districts not covered by ECHS Polyclinic / Armed Forces Hospital / MI Rooms upgraded to accommodate ESMs as per terms & conditions covered in succeeding paragraphs.

2. Entitlement of FMA to Ex-servicemen (ESM) Pensioners and Ex-Servicemen (ESM) Family Pensioners will be governed by the instructions on the subject issued by Ministry of Personnel, Public Grievances & Pensions ( Deptt. of Pension Pensioners’ Welfare) vide their OM No.4/25/2008-P&PW(D) dated 19 Nov 2014, as amended from time to time.

3. Ex-Servicemen Health Scheme (ECHS) membership is compulsory for all ESM Pensioners and entitled ESM Family Pensioners, those retired, discharged and on death of the serving armed forces personnel which occurred on or after 01 April 2003. Their contribution to ECHS membership is non refundable . All pre 01 April 2003 retirees have the option of either joining ECHS scheme by remitting appropriate contribution and forfeiture of FMA or continue to draw FMA as hither to fore.

4. Despite, being an ECHS member, above mentioned ESM pensioners and ESM Family Pensioners residing in districts, where no ECHS Polyclinic or Armed Force hospital or Ml room upgraded to accommodate ESMs is available will be eligible for FMA as well as will be entitled for lPD treatment.

5. The residential address of the ECHS member for payment of FMA/ Cessation of FMA shall be the address indicated as the permanent address in his /her PPO.

6. The list of districts for which FMA is to be paid as on date of issue of this order is given in Appendix attached with this order. The list of districts for which FMA is to be paid will be issued on O‘lst January every year by MD, ECHS, to PCs/RCs and also uploaded in the ECHS website.

7. Commencement/ Restoration of FMA

As stated above, the ECHS member residing in a district where ECHS Polyclinic/ Armed Forces Hospital / Ml Room upgraded ‘to accommodate: ESMs is not available can seek commencement of FMA payment through his/her Pension Disbursing Agency (PDA) /Authorised Pension Disbursing Bank, by submitting an application in the prescribed format to the nearest; Stn. HQ in triplicate. The Stn HQ will scrutinize the residential address of the ECHS member and verify the applicability of District in the address for FMA and confirm the authorization of FMA on the application in the prescribed format. Distribution of ibid application, will be as under:

(a) Original CopyThe Original Copy of the‘ application will be forwarded to O/o PCDA (Pension), Allahabad, O/o PCDA (O) Pune, O/o PCDA ( Navy & Coast Guard) Mumbai, O/o JCDA (AF) New Delhi-10 (“as applicable” and “similar office pertaining to the ECHS member of other services/establishment”) by Stn. HQ for endorsement in PPO/issue of corrigendum PPO/updating Pension Records of Pensioners/family Pensioners.

(b) Duplicate Copy The duplicate copy will be forwarded to the concerned Regional Centre ECHS by Stn HQ for uploading the same in PDF format in the data base and to thereafter forward the hardcopy to concerned Record Office as mentioned in the application form for retaining in Pensioners’ record.

(c) Triplicate Copy The triplicate copy will be returned to the ESM by the Stn HQ (ECHS Cell) duly endorsed with verification of district as per format.

8. Based on ibid original application, O/o PCDA (Pension ) Allahabad, O/o PCDA (Navy & Coast Guard) Mumbai, O/o JCDA (AF) New Delhi-10 (“as applicable and similar office pertaining to the ECHS member of other services/establishment”) will sanction FMA & endorse in PPO/ issue of corrigendum PPO for updating Pension Records of Pensioners/family Pensioners maintained by Centralised Pension Processing Centres of Banks/DPDO etc. The date of commencement of FMA will be the first day of the subsequent second month in which the Pensioner has submitted the application ( e.g. FMA will commence from 1st July for all applications submitted during 1st May to 31st May).

9. Cessation of OPD Facilities An ESM who is drawing FMA will not be entitled to OPD facility at ECHS Polyclinic and Armed Forces Hospital. He is also not eligible for referral to Empanelled facilities for treatment in OPD. The ECHS smart card of the ESM will be endorsed with such details regarding facility available to him / her. The date of Cessation of OPD will be the First day of the following second month in which the pensioner has submitted the application eg. OPD will cease from 1“ July for all applications submitted during 1st May to 31st May.

10. Cessation of FMA The cessation of FMA, in the event of opening a new Polyclinic in the District, by PDA/bank would be based on a certificate issued by CO, ECHS through existing chain of Command & Control regarding the operationalisation of ECHS Poiyclinic. With effect from following month in which ECHS Polyclinic is operationalised, the entitlement of FMA for the above pensioners residing permanently in that district will cease. Any FMA paid in excess will be recovered from his subsequent pensionary entitlements. The ECHS card of the ESM will be updated on the status of FMA and medical facility available to him.

11. These orders will be come into effect from 1st of subsequent month from the date of issue.

12. This issues with the concurrence of Ministry of Defence (Finance/Pension) vide their UO No.33(145)/12.FP dated 5-10-2018.

Reference:- This office Circular No. 588 dated 20.10.2017, Circular No. 590 dated 06.11.2017, Circular No. 595 dated 25.01.2018 & Circular No. 606 dated 24.09.2018.

Reference is invited to this office Circulars mentioned above under which implementation instructions regarding new PPO series and e-PPO have been issued.

2. The procedure of forwarding of e-PPO in respect of Armed Forces Personnel has been provided in ibid mentioned circulars. As in the new scenario of e-PPO, the same are being directly forwarded to the respective PDAs through SFTP mode as well as to the RO and Army HQrs (in case of Commissioned Officers). 

Further, it is clarified that the identity of the pensioner/family pensioner has already been established at the time of first payment of pension. Therefore, respective ROs are requested not to forward the hard copy of Corrigendum e-PPO to the Banks & DPDOs where e-PPOs has already been transmitted by concerned PSAs through SFTP mode directly. Banks & DPDOs are requested to act upon the Corrigendum e-PPO received through SFTP mode without confirmation from respective RO/Army HQrs whereas rest of the PDAs will act upon, on the basis of the copy of Corrigendum e-PPO as per the practice in vogue. 

3. It is also observed that ROs are forwarding the descriptive roll to the concerned paying branch of the pensioner whereas descriptive roll is to be forwarded to the Concerned CPPC of the pensioner instead of concerned paying branch which causes delay during the first payment of pension. Therefore ROs are requested to forward the descriptive roll alongwith e-PPO and undertaking for 1st payment as mentioned in Circular No. 606 dated 24.09.2018 to the Concerned CPPC of the pensioner.

Keeping in view the difficulties being experienced by Zonal Railways due to vacant posts of Gazetted Officers and with reference to letter at (l) and (2) above, Board (MS, FC & CRB) have approved re-engagement of retired Senior Scale Officers against the Junior Scale vacant posts, as consultant in exigencies of the services, subject to the following conditions:

Officers retired from Senior Scale (not above Senior Scale) may be considered for re-engagement against the Junior Scale post, if willing to be re-engaged, on the same terms and conditions as issued for Re-engagement of retired Gazetted Officers in exigencies of services vide Railway Board’s letter No. 2018/Trans Cell/S&T/Contractual Staff Dated: 25.10.2018, except the remuneration.

Monthly remuneration of a retired Senior Scale Officers being re-engaged against the Junior Scale post be determined by reducing Pension from his/her last pay drawn (i.e. Basic Pay + DA) by the officer in Junior Scale/Group ‘B’ just before the promotion to Senior Scale minus the pension of the retired officer. In case the last working of the retired Senior Scale Officer, re-engaged, in Junior Scale/Group ‘B’ post, was during VI CPC, then the corresponding amount can be worked out by applying 2.57 fitment factor and notional placement in the corresponding pay scale to ascertain corresponding VII CPC pay.

Sub: Railway Services (Revised Pay) Rules, 2016 - opportunity for revision of option to come over to revised pay structure.

Please refer to Rule 5 & 6 of RS(RP) Rules, 2016 regarding exercise of option to come over to revised pay structure effective from 01.01.2016 as notified by the RS(RP) Rules, 2016. The said Option was to be exercised within 3 months of the date of notification i.e. 28.07.2016 of the said Rules. The Rule 6(4) thereof provides that the option once exercised shall be final.

2. In this context, it is stated that Ministry of Finance, Department of Expenditure vide their OM No. 4-13/17-IC/E-IIIA dated 12.12.2018 permitted opportunity to Government Servants to revise their initial option in terms of Rule 5 & 6 of CCS(RP) Rules, 2016. These orders issued by Ministry of Finance. Department of Expenditure shall be applicable mutatis mutandis in Railways with respect to RS (RP) Rules, 2016.

3. The ‘three months’ period mentioned in para 3 of aforesaid OM of Ministry of Finance, Department of Expenditure dated 12.12.2018 shall be three months from the date of issue of these instructions.

4. The matter has also been raised by both recognised Staff Federations AIRF and NFIR.
