Subject: Travel entitlements of Government employees for the purpose of LTC post Seventh Central Pay Commission - clarification reg.
The undersigned is directed to refer to this Department’s O.M.of even no. dated 19.09.2017 on the subject noted above, which inter-alia provides that the travel entitlements of Government servants for the purpose of LTC shall be the same as TA entitlements as notified vide Ministry of Finance’s O.M. No. 19030/1/2017-E.IV dated 13.07.2017, except the air travel entitlement for Level 6 to Level 8 of the Pay Matrix, which is allowed in respect of TA only and not for LTC.

2. It is observed that many Government employeesin Level 6 to Level 8 of the Pay Matrix had inadvertently travelled by air on LTC during the intervening period from 13.07.2017 to 19.09.2017 (i.e. post issue of MoF‘s O.M. dated 13.07.2017 and before the issue of DoPT's O.M. dated 19.09.2017) under the impression that they were entitled for'air travel as per the revised TA rules. This Department is in receipt of references from the Government employees and various Ministries/Departments seeking relaxation in respect of such Government employees in view of the hardships faced by them in settlement of their LTC claims.

3. The matter has been examined in this Department in consultation with Department of Expenditure. In relaxation to this Department's O.M. of even no. dated 19.09.2017, it has been decided to allow the claims of the Government employees in Level 6 to Level 8 of the Pay Matrix, who had travelled by air as per the revised TA rules while availing LTC during 13.07.2017 to 19.09.2017. This shall be subject to the fulfillment of other conditions of- air travel on LTC such as booking of air tickets through the authorised modes, fare limit of LTC-80, etc.

During the interaction of Board (MS) with the pensioners, the issue of simplification of the settlement forms was raised.

2. The said issue has been examined by Board(MS & FC) in the light of the various forms contained in the Railway Services(Pension) Rules, 1993, which were amended with the approval of the Ministry of Law & Justice vide Board’s letter No.2015/F(E)III/1(1)/4 dated 17.06.2016, on the basis of corresponding amendments made by the Department of Pension & Pensioners’ Welfare (DOP&PW) in the CCS(Pension) Rules, 1972 and also the other forms being used in some Railways and Railway Board.

3. It has been felt by the Board that simplified forms should be uniformly used across all the Railways/PUs.

4. Accordingly, simplified settlement forms required to be filled by the retiring railway employees are enclosed herewith for compliance. Other forms required to be filled by the Head of Office and the Accounts Officer will remain the same as contained in the updated Railway Services(Pension) Rules, 1993 available on the website of the Ministry of Railways.

5. PCPO & PFA of the Zonal Railways/PUs would be directly responsible to ensure compliance of the aforesaid instructions.

6. Noncompliance of the said instruction would be viewed seriously by the Board.

In G.O. 1st to 3rd read above, Government of Andhra Pradesh adopted the Government of India's New Pension Scheme based on Defined Contributions for the employees of the State, who are newly recruited on or after 01.09.2004.

2. Several representations and requests have been received from various service associations and people representatives for de-adoption of Contributory Pension Scheme and restoration of Old Pension Scheme for the State Government employees.

3. Keeping in view of the representations from the service associations and people representatives, the Government hereby constitute an Expert committee with the following composition.

4. Terms of reference for the committee:

i. To submit a detailed report analysing the repercussions, both legal and financial of reviewing the Contributory Pension Scheme now in force.

ii. To submit a detailed report analysing the impact of Contributory Pension Scheme on the State Finances.

iii. To suggest propositions regarding the liabilities and risks that may arise out of the agreements entered into with NPS trust and NSDL.

iv. In case it is to withdraw the Contributory Pension Scheme and in lieu of it to implement the Statutory Pension Scheme, suggest propositions for refund of the contributions made by the employees & employer so far?

v. In case it is to withdraw the Contributory Pension Scheme and in lieu of it to implement the Statutory Pension Scheme, what will be the legality of such a decision with respect to those who have already retired from service after serving under the Contributory Pension Scheme? or expired while in service?.

vi. To analyse the status of the scheme in detail and the experiences and current scenarios of other states that have implemented the Contributory Pension Scheme.

vii. In case if the scheme is continued, what are the various steps that can be taken to make it more attractive/beneficial?

viii. To make suggestions in other matters that the committee finds relevant with regard to the review of the Contributory Pension Scheme.

5. The term of the committee shall be 3 months from the date of issue of orders.

The undersigned is directed to convey the approval of Controller General of Accounts vide diary no. 230 dated 23.05.2018 and Secretary (Expenditure), M/o Finance vide diary no. 716366 dated 13.11.2018 for re-imbursement of mobile phone charges to the non-entitled officers (Sr.AOs/AOs/AAOs) posted at various State Project Management Units(SPMUs) of PFMS across the country.

2. Mobile Phone expenses shall be reimbursed up to a maximum of Rs. 500/-plus taxes per person/month which is subject to the actual uses and the production of original receipt.

3. These instructions will be effective from 01.12.2018.

4. All such claims shall be paid from the budget of PFMS under Head “Office Expenses”.

5. The approval of the aforementioned is for one year subject to the condition that the facility must be reviewed after one year based on infrastructure condition of the SPMUs.

    Press Release

    Consumer Price Index for Industrial Workers (CPI-IW) — October, 2018

    The All-India CPI-IW for October, 2018 increased by 1 point and pegged at 302 (three hundred and two). On 1-month percentage change, it increased by (+) 0.33 per cent between September, 2018 and October, 2018 when compared with the increase of (+) 0.70 per cent for the corresponding months of last year.

    The maximum upward pressure to the change in current index came from Food group contributing (+) 0.95 percentage points to the total change. At item level, Wheat, Wheat Atta, Fish Fresh, Goat Meat, Poultry (Chicken), Onion, Cabbage, French Beans, Green Coriander Leaves, Lady Finger, Potato, Lemon, Tea (Readymade), Cooking Gas, Electricity Charges, Flowers/Flower Garlands, etc. are responsible for the increase in index. However, this increase was checked by Coconut Oil, Pure Ghee, Gourd, Palak, Pan Leaf, Quilt, Petrol, etc., putting downward pressure on the index.

    The year-on-year inflation measured by monthly CPI-IW stood at 5.23 per cent for October, 2018 as compared to 5.61 per cent for the previous month and 3.24 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (-) 0.95 per cent against 0.00 per cent of the previous month and 2.26 per cent during the corresponding month of the previous year.

    At centre level, Munger-Jamalpur reported the maximum increase of (11 points) followed by Coimbatore, Surat and Ghaziabad (5 points each). Among others, 4 points increase was observed in 4 centres, 3 points in 8 centres, 2 points in 11 centres and 1 point in 24 centres. On the contrary, Nagpur recorded a maximum decrease of 5 points followed by Jalpaiguri (4 points). Among others, 2 points decrease was observed in 5 centres. Rest of the 20 centres’ indices remained stationary.

    The indices of 37 centres are above All-India Index and 41 centres’ indices are below national average.

    The next issue of CPI-IW for the month of November, 2018 will be released on Monday, 31st December, 2018. The same will also be available on the office website www.labourbureaunew.gov.in.

    As you aware that the Government of India and some of the State/UT Governments have been striving hard to bring about labour reforms with the objective of creation of job opportunities by creating an environment essential for development of business and industry. such reforms will not only reduce the compliance burden on establishments by simplifying way of doing business but also facilitate effective enforcement of labour laws leading to enhanced wage, job and social security for workers. It is also significant to underline that adoption and replication of best practices, taking legislative and administrative steps by all the State Governments is the need of the hour.

    2. As “Labour” is a concurrent subject, labour laws are implemented by both Central and State Governments in their respective spheres. Therefore, reforms can take place only when both Central and State Governments actively take steps in rationalizing and simplifying the procedures as well as registers/ forms to be maintained under the Labour Laws. Further the governance reforms in Labour Administration will be effective only when both Central and State Governments take steps actively in reducing the complexity in compliance system and begin to work in synergy to realize the goal of providing one-stop-shop for labour law compliance to all the establishments of the states. Such active co-operation in ushering governance reforms will not only simplify the existing compliance system but would also ensure employment generation. Such Online and real time Labour Administration will also facilitate effective enforcement of labour laws & bring transparency and accountability in the enforcement mechanism. In this connection, we recommend that suggestions given at Annexure-I be implemented in your State as early as possible.

    3.  In view of the above, I would request you to kindly instruct the concerned Department [Labour Department and its IT Counterpart of the State] to implement the suggestions as listed out in annexure.     1. All the Labour Laws, including any amendment, should be available online on the website of Labour Department of the States

    2. Services such [Registratiom License, Return filing, Challan, Plan approval] should compulsorily be developed online

    3. Labour Department of the State / UT Governments may develop and launch an Online Platform Portal for industries and Workers operating in the State to offer various services such as [Online Inspection System, Online Inspection Report, Registration, License, Renewal, Amendment, Return filing including Common Annual Return, Challan, Approval of Plan and other services as possible].

    4. While developing such services, the following provisions may also be kept in view such as Fee Payment should be through online Payment Gateway, Complete Online Processing of documents and time bound online approval/ clearances cutting delay.

    5. Introduction of Online Common Annual Return, Online Self Certification Scheme, Online Common Application Form.

    6. Introduction of Online Inspection System should be a computerized system based on risk based criteria and along with provision of randomized allocation of inspections. In addition, provision for submission of Online Inspection Report within 48 hours on the State Portal.

    7. After that, the State Labour Portal will be integrated with the Shram Suvidha-Portal of the Government of India. But before that, at least an updated database of business units of the state which gets updated in real-time through an online registration service for users of the state on State Government Labour Portal is a must. Once this process is completed, thereafter, services such registrations, return and inspections would be integrated on the Shram Suvidha Portal so that business get an one-stop shop for meeting their compliance requirements.

    EPS-95 - Senior pensioners call for strike on December 4, threaten mass suicides

    Nearly 40 lakh senior pensioners aged 60 and above, on Saturday called for an indefinite hunger strike from December 4 to protest low payouts from the Employers Provident Fund Organisation (EPFO)-95 scheme.

    The pensioners have also threatened of a mass suicide in the national capital, if their demands are not met. President of Rashtriya Sangarsh Samiti Ashok Raut said, "It is tough to imagine how lakhs of of pensioners are running their households as they are receiving Rs 2,500 post-retirement as a monthly pension. 

    Around two lakhs of such pensioners have already lost their lives in the past one year. We are not in a state to give more time to think for we don't have much time left with us too. We are not resorting to violent protests, the government should answer what should we do.

    "Mr Raut also asserted, "Leaders of several parties will cut the ribbon on December 7 to inaugurate our mass suicide. It is better for us to die than suffer daily. We tried everything in our capacity to make those deaf ears hear but in vain. We have performed a 'Bhiksha Andolan', mailed 12 lakh postcards to the Prime Minister, shaved our heads in protest outside District Magistrate's offices, sent appeals via DM offices, and even organised a lockdown protest of regional EPFO offices to draw the attention of the administration. We have even stripped our shirts off to mark our protests in front of the offices. We have tried every single way to peaceful protest. We ran out of options for senior citizens like us can't demolish public properties, thus we are forced to take such an extreme step." 

    "In 2014, PM Narendra Modi had promised to increase the pension to Rs 1,000 per month, still nearly 17 lakh pensioners are receiving a monthly pension of less than Rs 1,000. Around 40 lakh pensioners are getting the less than Rs 1,500 per month and the EPFO is misleading them", said the President of Rashtriya Sangarsh Samiti.

    सूत्रों के अनुसार पीएमओ के निर्देश पर डिपार्टमेंट ऑफ पर्सनेल ऐंड ट्रेनिंग (DoPT) ने इस प्रस्ताव को मान लिया है और 1 अप्रैल 2019 से नई व्यवस्था लागू की जा सकती है। नई व्यवस्था के तहत सरकारी कामकाज के दौरान आम लोगों का अनुभव किस तरह होता है और वे बाबू और कर्मचारियों को किस तरह की ग्रेडिंग देंगे, इसे पब्लिक डोमेन में रखा जाएगा। आम लोगों की ओर से मिली ग्रेडिंग इन अधिकारियों के प्रमोशन से लेकर वेतन वृद्धि तक तय करेगी। पीएमओ के निर्देश पर इसका फॉरमैट तैयार किया गया।

    नए फॉरमैट में अधिकारी के कामकाज को ग्रेड और अंक देने की व्यवस्था है। इसे उस अधिकारी और कर्मचारी के रेकॉर्ड में दर्ज किया जाएगा। इसका मतलब कि अब केंद्र सरकार के दफ्तरों में फाइव स्टार या वन स्टार अधिकारी या कर्मचारी के बारे में लोग पहले ही जान सकेंगे। दरअसल, सातवें वेतन आयोग में इनके कामकाज की समीक्षा को और बेहतर करने के कई सुझाव दिए गए थे। जिन मंत्रालयों और विभागों का अधिकतर वास्ता सीधे आम लोगों से पड़ता है, वहां अब प्रमोशन और बेहतर अप्रेजल के लिए 80 फीसदी वजन पब्लिक फीडबैक को दिया जाएगा।

    Government officials’ promotions to be attached to public grading and feedback system: DoPT

    The new performance-related grading system is expected to further bring in an effective administration and efficient public service delivery by linking performance of an official to his/her promotions and rewards.

    The Narendra Modi government is mulling to bring in new regulations to link performance of government officials to their promotions by bringing a public feedback and grading system reported Navbharat Times.

    According to the reports, the Department of Personnel and Training (DoPT) has decided to attach the promotions of civil servants to a public grading and feedback system. The new system will account the grading of each government officials received by the public and based on these ratings the promotion of public servants will be considered. The officers and staff with higher grading will be considered for further promotions.

    A proposal was submitted to the union government regarding this in the past. The PMO after deliberations had sent instructions to the Department of Personnel and Training (DOPT), which immediately accepted these proposals. The new grading and feedback system is likely to be implemented from April 1, 2019.

    The DoPT will consider the feedback it receives from the public with respect to a government official and then decides whether the official deserves an increment or promotion. Under the new system, the public will be given a chance to grade the officer on the basis of work done by the concerned public official, which will be then considered by the DoPT for further decision on his/her promotions. The behaviour, work ethics and functioning of each officer will be in the public domain after the new system is implemented.

    Reportedly, the new grading system is being designed on the instructions of the PMO. The new system will record every feedback detail of an official throughout his/her career. In the new system, it is easier for the DoPT to use the new data available regarding an official and use it to better placement and promotions of certain high-graded bureaucrats. The new system will promote meritocracy in the country’s bureaucracy enabling effective and fast decision making on policy related issues.

    The new system will further bring in transparency and efficiency among public servants, as the system will fix accountability issues of each public servant, which has been missing in the country’s powerful bureaucratic structure. Further, it will help in determining the non-performing government officials, who can then be held responsible for his/her inactions.

    (a) Rs 2500/- per day for lectures of 2 hours duration subject to a maximum of Rs 5000/- per week to Officers of Railway/Central/State Governments ordinarily of the rank of Joint Secretary to the Government and reputed academicians/special invitees. 

    (b) Rs 1250/ - per day for lectures of 2 hours duration subject to a maximum of Rs 2500/- per week to JAG/ SG Officers of Railway/Central/State Government.

    (c) Rs 1000/- per day for lectures of 2 hours duration subject to a maximum of Rs 2000/- per week to other gazetted/non gazetted officials of Railway/Central/State Government other than those mentioned in para (a) and (b) above. 

    It may be noted that not more than 15% of the total training sessions organized by the Zonal Training Schools/Centres should be covered by the lectures by the visiting faculty. This restriction should be strictly followed.

    Subject: Recording of Annual Performance Appraisal Report (APAR) for the financial year 2017-18 in respect of CSS/CSSS officers - ‘Alert' regarding. 

    Online system for recording of APARs on SPARROW web portal has been introduced in CSS from the financial year 2015-16. Initially, it was implemented for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS w.e.f. the financial year 2015-16. From the financial year 2016-17, SPARROW has been extended from Under Secretary and above levels in CSS and equivalent levels in CSSS. As per Estt. Division’s OM. dated 23.07.2009 time schedule for completion of various activities relating to PARs are as under:

    3 The progress made towards generation and completion of online APARs on SPARROW system for the financial year 2017-18 is being constantly monitored in this Department. It has been observed that as on 367 APARs are pending with ORUs, 404 APARs are pending with Reporting Officers and 445 APARs are pending with the Reviewing Officers. Apart from the above, a total number of 503 APARs are pending at different stages for disclosure/closure. It is note-worthy that the timelines including extended timelines for writing of APARs for the financial year 2017-18 have been over on 31.8.2018. As per the instructions contained in OM of even number dated 24.07.2018, the entire exercise for writing of APARs in respect of CSS/CSSS officers, for the financial year 2017-18 will be closed on 31.12. 2018.

    4. In the meantime, a new feature for sending ‘alerts’ in the SPARROW web portal has been developed by the NIC (SPARROW Division) to remind the officers to complete their APAR activities on SPARROW. 

    5. Keeping in view the overall progress made in completion of APARs on SPARROW, the Ministries/Departments are advised to take the following actions for timely completion of APARs on SPARROW for the financial year 2017-18, before it is finally closed on 31.12.2018.

    (i) All the Ministries/Departments may send ‘alerts’ to all the officers to complete the APARs lying in their ‘inboxes’. The facility for sending ‘alerts’ are available in the revised version of ‘SPARROW’.

    (ii) The PARs in respect of ORUs who have still not submitted their PARS to their Reporting Officers, may be given a final chance to submit their self-appraisal to their respective Reporting Officers within 15 days from the date of issue of this OM. Thereafter, their APARs may be force-forwarded to their next level i.e. the Reporting Officer.

    (iii) The Nodal officers are advised to devise a mechanism to monitor progress of completion of APARs for the financial year 2017-18 including disclosure and consideration of representation, if any by the stipulated date i.e. 31/12/2018.

    (iv) It may be re-iterated that the end of entire APAR recording process on SPARROW for the financial year 2017-18 will be on 31.12.2018.

    Confederation’s common charter of demands of entire central govt. employees, autonomous body employees, gramin dak sevaks, casual/contract workers and central government pensioners.
    (adopted by the National Convention held at Hyderabad on 10th June, 2018)

    1. Scrap New Contributory Pension Scheme (NPS). Restore old defined benefit pension scheme (OPS) to all employees.

    2. Settle 7th CPC related issues including increase in Minimum Pay and Fitment formula, HRA arrears from 01-01-2016, MACP Bench Mark, promotional heirarchy and date of effect of MACP from 01-01-2006. Implement Option-1 for pensioners and settle all anomalies arising out of implementation of 7th CPC recommendations.

    3. Fill up all vacant posts. Reintroduce Regional Recruitment for Group B & C posts. Withdraw orders for abolishing posts lying vacant for more than five years. Revive all posts abolished during 2001 to 2008 under Annual Direct Recruitment Plan (ADR) as per May 2001 orders of the former NDA Government.

    4. (a) Regularisation of Gramin Dak Sevaks and grant of Civil Servant Status. Implement remaining positive recommendations of Kamalesh Chandra Committee report.

    (b) Regularise all casual and contract workers including those appointed on or after 01-09-1993. 

    5. Ensure equal pay for equal work for all. Remove disparity in pay scales between Central Secretariat staff and similary placed staff working in field units of various departments.

    6. Stop closure of Government establishments and outsourcing of Government functions. Withdraw closure orders of Govt. of India Printing Presses. Stop proposed move to close down salt department. Stop Foreign Direct Investment (FDI) in Railways and Defence departments.

    7. Implement 7th CPC Wage revision and pension revision of Autonomous body employees and pensioners. Grant Bonus to Autonomous body employees pending from 2016-17 onwards.

    8. Remove 5% condition imposed on compassionate appointments and grant appointment in all deserving cases. Rejected cases for want of 5% quota vacancies may be reviewed and appointment to dependents may be granted.

    9. Grant five time bound promotions to all Group C & B employees on completion of 8,7,6,5 and 4 years of service respectively. Complete Cadre Reviews in all departments within a time frame.

    10. (a) Stop attack on trade union rights. Ensure prompt functioning of various negotiating forums under JCM scheme at all levels.

    (b) Withdraw the draconian FR 56(j) and Rule 48 of CCS (Pension) Rules, 1972,

    (If necessary, affiliates can add their own department - speific demands as PART-II of the Charter of demands).

    Dear Comrades,

    Sub: Brief of the meeting held today with the Member Staff, Railway Board, to discuss the important issues raised by AIRF with the Railway Board

    A meeting was held today with the Member Staff, Railway Board, to discuss the vital issues raised by AIRF with the Railway Board, wherein the following deliberations took place:-
    1. Implementation of four grade structure, in the ratio of 10:20:20:50, in the case of Trackmen/ Track Maintainers – Member Staff informed that, four grade structure, in the ratio of 10:20:20:50, is approved by the Full Board, and the file was put-up to Hon’ble MR for his approval. Hon’ble MR wanted certain clarifications from the Engineering Directorate, and the same was submitted by the said Directorate. This will be finalized after arrival of Hon’ble MR who is busy in the state elections.
    2. Revision of the rates of Running Allowance and other Allowances related to Running Staff – After lengthy discussions; the Member Staff informed that, the file is put-up to Hon’ble MR for his approval, and after his approval, the file would be sent to the MoF. The Member Staff further informed that, the matter is vigorously pursued by him with the MoF.
       
    3. Continuance of the LARSGESS– The Official Side informed that, after consultation with the Solicitor General, original scheme would be implemented after submitting it to the court. The court has given time for submitting the final result.
    4. Advancement of prospects of the staff working in erstwhile GP Rs.1800 and GP Rs.4600 – After prolonged discussion, the Member Staff agreed that, there is stagnation of the staff working in erstwhile GP Rs.1800. Federation(AIRF) pointed out that, due to various surrenders in Grade III Technicians as well as other cadres, the present incumbents working in erstwhile GP Rs.1800 are not getting promotions. Due to direct recruitment in GP Rs.4600, people are not having any promotional prospects as there are no grades in GP Rs.4800 and GP Rs.5400. Federation(AIRF) wanted that, as was done on previous occasion, 50% of Direct Recruitment vacancies should be thrown open for promotion for the staff working in erstwhile GP Rs.1800, and also GP Rs.4800 and GP Rs.5400 SSEs and Sr. Supervisors should be made Gazetted.
    5. Non-revision of rates of Incentive Bonus/Bonus Factor and PCO Allowance paid to Technical Staff and Supervisors of the PUs and Maintenance Workshops The Committee appointed by the Railway Board is expected to submit its report within a month’s time, and then only; the item will be finalized.
    6. Upgradation of the Apex level of Group `C’ to Group `B’ – AIRF insisted that, powers are vested with the Railway Board to grant upgradation for the apex grade Supervisors to Group `B’. This was also confirmed by the Finance Secretary(Exp.) on the previous occasion, and the minutes of the said meeting given to the Railway Board. In spite of that, the matter is dragged by the Railway Board by sending proposal to the MoF. The Federation(AIRF) insisted that, decision should be taken at the Railway Board level itself. Member Staff directed the AM(S) to put-up all the particulars, including minutes of the Cabinet Secretary, for taking a decision. The Federation(AIRF) insisted that, as per the Act and Codal Provisions as well as Business Rules, the powers are vested in the Railway Ministry and they should not run to the DoP&T and MoF.
    7. Regularization of the Act Apprentices in Railways– AIRF demanded that, all the Act Apprentices imparted training in the Railways should be absorbed in the Railways. It was explained to the Member Staff that the orders were available previously, but unfortunately, Board have issued orders and implemented the orders with back date, depriving the Act Apprentices from the absorption in the Railways. The Federation demanded that, new Apprentices Act, passed by the Parliament, has given full powers to decide procedure for absorption of these Act Apprentices. Federation demanded that, Screening Type system should be adopted for absorption of the Act Apprentices. Member Staff agreed to study the problem after finalization of the present RRC examination.

    It is worth-mentioning here that, there will also be another round of discussions with the Member Staff, Railway Board, tomorrow, i.e. on 5th December, 2018, and the outcome of the said meeting shall also be communicated to all of you.

    In view of difficulties faced for revision of pension (w.e.f. 01/01/2016 -7th CPC) of retired Running Staff consequent upon non-reckoning of 55% add on pay element to retired Running Staff, 30% add on pay element for retired Loco inspectors (pre-2016) and non-reckoning of ‘Charge Allowance‘ granted to JA Grade Officers (worked on adhoc basis and retired) which is counted as pay for all purposes as per extant instructions, NFIR vide its letter dated 08/09/2018 requested the Railway Board to make adequate provisions in the ARPAN software to enable the zonal Railways tb redress the grievances of retired staff.

    Along with its communication dated 08/09/2018, Federation also enclosed copies of Western Railway and Sourh Central Railway’s letters dated 06/07/2018 & 10/08/2018 wherein specific difficulties/problems faced by the zonal Railways were highlighted’ Federation feels disappointed that though a period of more than two months passed, neither.rectification in the software ARPAN has bleen don. no, Federation apprised of steps taken to mitigate problem.

    While enclosing copy of Federation’s letter dated 08/0912018 (together with enclosures), NFIR once again requested Railway Board to kindly intervene to see that rectification in the software is ensured soon. Federation may please be apprised of the action taken in the matter.
