Subject:-Pay Revision of Board level and below Board level Executives and Non-Unionised Supervisors of Central Public Sector Enterprises (CPSEs) w.e.f. 01.01.2017. - Constitution of Anomalies Committee.

The undersigned is directed to refer to this Department’s O.M. No. W-02/0028/2017 dated 3rd August, 2017 regarding Government decision on the revision of pay scales for Board level and below Board level Executives and Non-unionised Supervisors of CPSEs w.e.f. 01.01.2017. The para 19 of the said OM provides for constitution of an Anomalies Committee to look into any specific issue / problem that may arise in implementation of the Government’s decision on the revision of pay scales w.e.f. 01.01.2017. Accordingly, an Anomalies Committee is constituted with the following composition:

Doing away with allowances under 7th CPC

(a) whether the Central Government employees will not get Family Planning Allowances;

(b) whether it is a fact that the diet, haircutting and soap toilet allowances given to select categories of employee have been discontinued; and

c) whether it is also a fact that a raft of grants and allocations made to various sections of Government employees have been done away with or revised as per the recommendations of the Committee on Allowances, if so, the details thereof?

(a): The 7th Central Pay Commission recommended that Family Planning Allowance should be abolished. The Government has accepted the recommendation with effect from 1st July, 2017. 

(b): The 7th Central Pay Commission recommended that Diet Allowance granted to deputationists in Bureau of Immigration should be abolished. The 7th Central Pay Commission in paras 8.17.22 to 8.17.24 of its report recommended, inter-alia, that Haircutting Allowance and Soap Toilet Allowance admissible to Personnel Below Officer’s Rank of Defence Forces, as components of Composite Personal Maintenance Allowance(CPMA), should be increased by 50%. The Government has accepted these recommendations with effect from 1st July, 2017.

(c): The Committee on Allowances was set up in July, 2016, to examine the recommendations of the 7th Central Pay Commission pertaining to allowances.

नए केन्द्रीय कर्मचारियों की मृत्‍यु पर पुराने पेंशन योजना का लाभ
कार्मिक एवं पेंशन मंत्रालय ने जारी किए आदेश
केन्द्रीय कार्मिक एवं पेंशन मंत्रालय से जारी ए​क आदेश ​के अनुसार 1 जनवरी 2004 के बाद भर्ती केन्द्रीय कर्मियों के आश्रितों को उनके मौत या स्थायी विकलांगता कि स्थिति में पुराने पेन्शन योजना का पूरा लाभ मिलेगा। मूल वेतन का 50 प्रतिशत पेन्शन एवं बाकी बचे प्रत्येक साल के 15 दिन की फुल सैलरी भी मिलेगी।

नए केन्द्रीय कर्मचारियों की मौत पर पुरानी पेंशन का फायदा

कार्मिक एवं पेंशन मंत्रालय ने जारी किए आदेश 

नई पेंशन योजना (एनपीएस) के तहत वर्ष 2004 से भर्ती लाखों केन्द्रीय कर्मचारियों की अरसे से चल रही मांग केंद्र सरकार ने पूरी कर दी है। अब उनकी मौत या स्थाई विकलांगता के मामले में पुरानी पेंशन योजना के हिसाब से फायदे मिलेंगे। इस मामले में भारत सरकार के कार्मिक एवं पेंशन मंत्रालय ने आदेश जारी कर दिए है।

केंद्र सरकार व रेलवे व उससे जुड़े दूसरे उपक्रमों के नए कर्मचारियों को भी नौकरी के दौरान मौत या स्थाई विकलांगता पर पुरानी पेंशन योजना के लाभ मिलेंगे। रेलवे व केन्द्रीय कर्मचारी अरसे से एनपीएस के कर्मचारियों की असामयिक मौत पर उनके परिवार के भविष्य को लेकर चिंता जाहिर कर रहे थे। केन्द्रीय कर्मचारियों के संगठनों, ऑल इंडिया रेलवे मेंस फेडरेशन व जेसीएम की लम्बी लड़ाई के बाद केंद्र सरकार ने कर्मचारियों की यह मांग मान ली है। अब 1 जनवरी 2004 के बाद से नौकरी में आए केन्द्रीय कर्मचारियों को नौकरी के दौरान मौत व विकलांगता पर पुरानी पेंशन योजना के सभी लाभ मिलेंगे। इस मामले का आदेश जारी होने के बाद कर्मचारी संगठनों ने राहत की सांस ली है। 

आश्रित को मिलेगी पूरी पेंशन 

एनपीएस के किसी भी कर्मचारी को पेंशन का लाभ नहीं मिलता है, लेकिन अगर सेवाकाल के दौरान कर्मचारी की मौत हो जाती है तो उसके आश्रित को पुरानी पेंशन योजना के हिसाब से पेंशन मिलेगी। उसे बेसिक-पे की 50 प्रतिशत पेंशन के अलावा बाकी बची सर्विस काल की गणना करके हर साल 15 दिन की फुल सैलरी का भी भुगतान किया जाएगा। इतना ही नहीं कर्मचारी की मौत के सात साल तक उसे पुराने कर्मचारियों की भांति पूरी पेंशन मिलेगी।

लाखों कर्मचारियों को होगा फायदा 

ऑल इंडिया रेलवे मेंस फेडरेशन के राष्ट्रीय महासचिव शिव गोपाल मिश्र ने बताया कि नए कर्मचारी अपने भविष्य को लेकर काफी चिंतित थे। इसको लेकर 2004 से लड़ाई चल रही थी। अब जाकर उनकी मौत या विकलांगता पर पुरानी पेंशन स्कीम की तहत उनको सभी लाभ दिलाने में सफलता मिल सकी है। इससे रेलवे के साथ ही लाखों नए केन्द्रीय कर्मचारियों को खासी राहत मिलेगी।

Please refer to Board’s letter No. PC-V/2008A/O/2(FPA) dated 14.10.2008 (RBE No. 151/2008) regarding the existing rates of Family Planning Allowance (FPA) admissible to Railway employees and as provided for in para 9 of the Schedule for RS (RP) Rules, 2016, dt.02.08.2016 (RBE No. 93/2016), the matter regarding allowances (except Dearness Allowance) based on the recommendations of the 7th Central Pay Commission were to be notified subsequently and separately. Until then, all allowances were required to be paid at the existing rates in the exisiting pay structure (the pay structure based on 6th Pay Commission) as if the pay has not been revised w.e.f. 1st January 2016. Accordingly, FPA was also required to be paid at the existing rates specified in the aforesaid Board’s letter dated 14.10.2008. 

2. The decisions of the Government on various allowance based on the recommendations of the 7th Central Pay Commission and in the light of the recommendations of the Committee under the Chairmanship of the Finance Secretary) constituted for this purpose, have since been notified. The recommendation of the 7th Central Pay commission to abolish Family Planning Allowance has been accepted and this decision is effective from 1st July 2017. Accordingly, Family Planning Allowance as admissible higherto, shall ceast to exist in all cases.

3. These orders shall take effect from 1st July, 2017 and hence Family Planning Allowance shall stand discontined w.e.f. 1st July, 2017. 

4. This issues with the occurence of the Finance Directorate of the Ministry of Railways.

Sub: Child Care Leave – recommendations of the 7th CPC

It may please be recalled that, the 6th CPC, accepting the consistent demand of the Staff Side for grant of Child Care Leave to Women Central Government Employees, had recommended maximum two years CCL for women government employees for taking care of maximum two children as a welfare measure. Women government employees were availing this specific leave for taking care of their children with 100% salary for a maximum period of two years. Owing to certain difficulties having been experienced by the employers, certain conditions were subsequently laid down to avail CCL by women government employees.

One of the subsequently introduced conditions was that, they can avail this leave in maximum 3 spell in a calendar year. While 7th CPC has duly acknowledged the requirement of CCL for women government employees as well as single male employees and recommended that the practice should continue as hitherto, additionally entitling single male employee to avail the same, but unfortunately, imposed another new condition that, although for the first 365 CCL 100% salary would be payable, however, for subsequent 365 days only 80% of the salary is to be paid.

It may be appreciated that, provision of CCL to women government employees was made with the sole motto of taking care of their children, particularly at the time when the children are in grave need of the same as a welfare measure and the same was being granted with 100% salary before the report of the 7th CPC came in the effect.

Therefore, imposition of the condition of 80% salary payable in the 2nd spell of 365 days is grossly unjustified and uncalled for and would result in withdrawal of a well acknowledged welfare measure.

It is, therefore, requested that the issue may be looked into in the light of the foregoing, and the earlier practice of payment of 100% salary for the entire 2 years may please be restored as a noble employer.

No. PC-VI/2 & RBE No. 108/2008) circulating schedules of revised pay structure for running staff effective from 01.01.2006 and letter No. PC-VI/2010/I/RSRP/4 dated 02.11.2010 (Sl. No. PC-VI/234& RBE No. 159/2010) regarding clarification on Additional Allowance. Consequent upon the acceptance of recommendation of 7th Central Pay Commission on Allowances by the Government with certain modifications, the President is pleased to revise the rates of Additional Allowance granted to certain
categories of Running Staff viz. Loco Pilot Mail/Express, Loco Pilot Passenger/Motorman, Guard Mail/Express and grant of Additional Allowance to some other categories of Running Staff viz. Loco Pilot Goods and Sr. Passenger Guard at the following rates:-

(i) Rs. 2,250/- per month to Loco Pilot Mail/Express.
(ii) Rs. 1,125/- per month to Loco Pilot Passenger/Motorman.
(iii) Rs. 1,125/- per month to Guard Mail/Express.
(iv) Rs. 750/- per month to Loco Pilot Goods.
(v) Rs. 750/- per month to Sr. Passenger Guard.

2. Dearness Allowance will be payable on this allowance. However, it will not count for pensionary benefits.

3. These orders shall take effect from 1st July, 2017.

Sub: Recommendations of 7th Central Pay Commission- bunching of stages in the revised pay structure under Central Civil Services (Revised Pay) Rules, 2016.
Attention is hereby invited to this Office OM of even number dated 23 rd February, 2017 on the subject cited above vide which the pay details of Shri Babu Balram Jee, AAO, CPWD, lBBZ-l, Malda M/o Urban Development were made available so that benefit of  bunching may be extended to eligible AAOs in adherence to the Department of  Expenditure OM No. 1-6/2016-IC dated 7th September, 2016.

Further, Implementation Cell, 7th CPC, Department of Expenditure, Ministry of Finance has issued clarifications in this regard vide OM No.1-6/2016-IC dated 3rd August,  2017 (copy enclosed)

All respective accounting units of Ministries/ Departments concerned are advised to  review all cases wherein benefit on account of bunching has been extended in terms of this  office OM dated 23rd February, 2017 and in adherence to DoE OM No. 1-6/2016-lC dated  7th September, 2016 and to re-fix the pay in terms of Implementation Cell, 7th CPC,  Department of Expenditure, Ministry of Finance OM No.1-6/2016-lC dated 3 rd August,  2017

Accordingly, clarifications sought in this regard from various accounting units of  Ministries/Departments concerned may be treated as disposed of.

Sub: Modified Assured Career Progression(MACPs) for the Central Government Civilian employees:Implementation of seventh CPC Recommendations

Various reference has been received from different Controllers regarding grant of benefit of MACP for the Central Government Civilian Employees.

In this connection, it is intimated subsequent to implementation of VIth CPC, Modified Assured Career Progression Scheme was introduced with effect from 01/09/2008 vide DOP&T OM No 35034/3/2008-Estt(D) dated 19/05/2009. Subsequently, clarifications/FAQs have been issued in the matter vide DOPT OM dated 16/11/2009, 09/09/2010, 01/04/2011, 13/06/2012, 04/10/2012 and 10/12/2014.

2. In this matter attention is also invited to Para 4 of Annexure 1 to OM Dated 19/05/2009, which clearly stipulates that benefits of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the scheme.

3. With the implementation of 7th CPC, DoPT vide its OM No.F.No. 35034/03/2015-Estt(D) dated 27/28th September 2016 has made amendments to Para 1 & 2 of OM dated 19/05/2009 and Para 17 (annexure to OM dated 19/05/2009 vide Para 3 and 5 respectively, while making the changes effective from 25/07/2016, i.e. date of resolution notification by DOPT.

4. Thus it is imperative from the DOPT OM dated 27/28th September 2016 that the provisions contained in OM Dated 19/05/2009 (with subsequent clarifications/FAQs dated 16/11/2009, 09/09/2010, 01/04/2011, 13/06/2012, 04/10/2012 and 10/12/2014) read with amendments as proposed in DOPT OM Dated 27/28th September 2016 are in effect w.e.f. 25/07/2016. Accordingly all cases of MACP arising on or after 25/07/2016 may be dealt with as per DOPT OM dated 27/28th September 2016.

5. Cases prior to 25/07/2016 may be dealt with existing provisions of MACP as per DOPT OM Dated 19/05/2009 (with subsequent clarifications/FAQs dated 16/11/2009, 09/09/2010, 01/04/2011, 13/06/2012, 04/10/2012 and 10/12/2014).

6. It is further intimated that the orders on comprehensive MACP Scheme as mentioned in DOP&T letter dated 28/09/2016 have not yet been issued by DOP&T. The same shall be circulated on receipt.

Subject: Recommendations of the 7th Central Pay Commission – Grant of Transport Allowance to Railway employees.

Consequent upon the decision taken by the Government on the recommendations of the Seventh Central Pay Commission, the President, is pleased to decide that Transport Allowance shall be admissible to Railway employees at the following rates:-

Employees drawing pay in Pay Level Rates of Transport Allowance per month
Employees posted in the cities as per Annexure Employees posted at all Other Places
9 and above Rs. 7200 + DA thereon Rs. 3600+ DA thereon
3 to 8 Rs. 3600 + DA thereon Rs. 1800 + DA thereon
1 to 2 Rs. 1350 + DA thereon Rs. 900 + DA thereon

2. The grant of Transport Allowance shall be subject to the following conditions:-

(i) The allowance shall not be admissible to those employees who have been provided with the facility of Government transport.

(ii) In respect of those employees who opt to continue in their pre-revised pay-structure/pay Scales, the corresponding level in the pay Matrix of the post occupied on 01.01.2016 as indicated in Railway Services (Revised Pay) Rules, 2016 would determine the allowance under these orders.

(iii) Physically disabled employees as mentioned in Railway Board’s Letter No.F(E)I-78/AL-7/5, dated 23.10.1978 and subsequent orders in respect of the categories viz. visually impaired, orthopedically handicapped, deaf and dumb/hearing impaired, spinal deformity, shall continue to be paid Transport Allowance at double the normal rates, subject to fulfillment of the stipulated conditions, which shall, in no case, be less than Rs.2250/- p.m. plus applicable rates of Dearness Allowance.

(iv) Officers drawing pay in Levels 14 and above in the Pay Matrix, who are entitled to the use of official car in terms of Board’s letter No.E(G)95AL4-9 dated 06.11.1995 shall be given the option to avail the official car facility or to draw Transport Allowance at the rates of Rs.15750/- p.m plus Dearness Allowance thereon,the option exercised by an officer will be examined by the administrative Ministry and his/her entitlement to the use of official car in terms of Board’s letter dated 06.11.1995 ibid will require to be certified by the competent authority. In case, an officer opts to draw Transport Allowance @ Rs.15750/- p.m plus D.A. thereon, he/she will not be allowed to change his/her option during the remaining period of his/her current assignment.

3. In the case of the employees presently availing of the facility of workmen trains, an option is to be given to the employees as a group to either avail themselves of the existing facility or to switch over to the payment of transport allowance as admissible under these orders.

4. Admissibility of Transport Allowance during the following circumstances:-

(a) During Leave: The allowance will not be admissible for the calendar month(s) wholly covered by leave.

(b) During deputation abroad: The allowance will not be admissible during the period of deputation abroad.

(c) During tour: If an employee is absent from the Headquarters/place of posting for full calendar Month(s) due to tour, he/she will not be entitled to Transport Allowance during that/those calendar month/months. However, if the absence does not cover any calendar month(s) in full, Transport Allowance will be admissible for full month.

(d) During training treated as duty: The allowance may be granted during such training, if no Transport Facility/Travelling Allowance/Daily Allowance is provided for attending the training institute, During official tour in the training course, the allowance will not be admissible when the period of the tour covers the whole calendar month. Also, during training abroad, no Transport Allowance will be admissible when the period of such training covers the whole calendar month.

(e) During inspection/survey duty be members of special parties within the city but exceeding 8 kms, from the headquarters OR during continuous field duty either in or outside the Headquarters: Transport Allowance is given to compensate for the expenditure incurred for commuting for both to and fro between the place of duty and residence. In case when one gets Road Mileage/Daily Allowance or free transportation for field/inspection/survey duty or tour for a period covering the whole calendar month, he/she will not be entitled to Transport Allowance during that calendar month.

(f) To vacation staff: Vacation staff is entitled to Transport Allowance provided no free transport facility is given to such staff. However, the allowances shall not be admissible when such vacation spell, including all kinds of leave, cover the whole calendar Month(s).

(g) During suspension: As a Government employee under suspension is not required to attend office, he/she is not entitled to Transport Allowance during suspension where suspension covers full calendar month(s) .This position will hold good even if the suspension period is finally treated as duty. Where suspension period covers a calendar month partially, Transport Allowance payable for that month shall be reduced proportionately.

5. These orders shall be effective from 1st July, 2017.

6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

NFIR gives below an illustration relating to no benefit in certain situations where the employee is granted MACP – rectification requested.

In the existing pay matrix the stages of pay are same in most of the levels such as level 2 & 3, 6 & 7 , 7 & 8 etc. In this situation, if an employee is upgraded under MACP from one level to another level, his pay will be almost (Exactly) same as he may have drawn even without receiving the benefit under MACP.

Sub: Anomaly in Pay Matrix levels of 7th CPC.

NFIR brings to the kind notice of Railway Board the anomaly arisen due to non-grant of 3% of pay towards annual increment, pursuant to implementation of 7th CPC pay matrix levels as explained below:-

(a) Clause (c) of terms of reference of the National Anomaly Committee says that the Official Side and Staff Side are of the opinion that any recommendation is in contravention of the principle or the policy enunciated by the 7th CPC itself without the commission assigning any reason, constitutes an anomaly.

(b) The recommendations of 7th CPC regarding Annual Increment are as follows:

(i) 7th CPC Report —Highlights of recommendations-
Annual Increment- The rate of annual increment is being retained at 3%.

(ii) 7th CPC Report Forward:-
Para 1.19- The prevailing rate of increment is considered satisfactory and has been retained.

(iii) 7th CPC Report —Chapter 4.1-Principles of pay determination –

Para-4.1.17 —The various stages within a pay level moves upwards at the rate of 3% per annum. 


(iv) 7th CPC Report -Chapter -5.1 —Pay structure (Civilian employees)
Para 5.1.38-Annual Increment.

“The rate of annual increment is being retained at 3%”  Para 5.1.21-The vertical range of each level denotes pay progress within that level. That indicates steps of annual financial progression of 3% within each level.
However, contrary to the above principle laid down by 7th CPC, the actual increment rate in the following pay level of the pay matrix are less than 3% as illustrated in the following table.

(d) From the above table it can be concluded that: 


1. The recommendations of 7th CPC regarding increment rate is in contravention of the principle or policy enunciated by 7th CPC, hence it constitutes an anomaly .

2. In many stages even though the increment rate shown is 3%, it is rounded off to next below amount causing financial loss to the employees.

3. In the 6th CPC, while calculating increment, if the last digit as one or above, it used to be rounded off to next 10. So in this pay matrix, if the amount is 10 and above, it should be rounded off to next 100.

NFIR therefore requests the Railway Board to take necessary action for rectification of anomaly so as to ensure that the increment @ 3% of pay is granted to employees in whose cases where the actual amount is less than 3%.

2. These rates shall increase by 25 per cent whenever the Dearness Allowance payable on the revised pay structure goes up by 50 per cent.

3. The terms pay Level in the revised pay structure means the level in the pay Matrix.

4. In respect of those employees who opt to continue in their pre-revised pay structure/pay scales, the corresponding level in the pay Matrix of the post occupied on 01.01.2016 as indicated in Railway Services (Revised Pay) Rules, 2016 would determine the allowance under these orders.

5. Sunderban Allowance, Categorized as tough Location Allowance III, shall be admissible to the Railway Employees working in sunderban areas south of Dampler Hodge’s line, namely, Bhagatush Khall (Rampura), Kumirmari (Bagna), Jhinga Khall, Sajnakhall, Gosaba, Amlamathi (Bidya), Canning, kultali, piyali, Nalgaraha, Raidighi, Bhanchi,Pathar Paratima, Bhagabatpur, Saptamukhi, Namkhana, Sikarpur, Kakdwip, Sagar, Mousini,Kallnagar, Haroa, Hingalganj, Basanti, Kuemari, Kultoal, Ghusighata (Kulti) Area, The allowance shall be admissible only upto the period for which the Government of West Bengal continues to pay this allowance to its employees.

6. Scheduled/Tribal Area Allowance and Bad Climate Allowance, Categorized as Tough Location Allowance-III, shall be admissible only in those states where scheduled/Tribal Area Allowance and Bad climate Allowance are admissible and shall be discontinued in those states where it has been discontinued for the State Government employees with effect from the date(s) of such discontinuance.

7. In the event of a place falling in more than on category, the higher rate of Tough Location Allowance will be applicable.

8. Tough Location Allowance shall not be admissible along with special Duty Allowance, However, employees have the option for continuing special compensatory (Remote Locality) Allowance at old rates of 6th CPC,where it was admissible, along with special Duty Allowance at revised rate of 10% of Basic Pay.

9. Employees may exercise their option to choose either Hard Area Allowance which is admissible along with Island Special Duty Allowance or one of the Special compensatory Allowance, subsumed under tough Location Allowance as mentioned in para 1 above.

10.These orders shall take effect from 1st July 2017.

Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Daily Allowance entitlements on Railways, the rates of Daily Allowance on tour as admissible to Railway employees may be revised as under:

2. The ‘Pay Level’ for determining the Daily Allowance entitlement is as indicated in the Railway Services (Revised Pay) Rules, 2016.

3. The term’ ‘Pay’ in the level for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in Rule 3(8) of Railway Services (Revised Pay) Rules, 2016 and does not include Non-Practising allowance (NPA), or any other type of p6y like special pay etc.

4. However, if the Daily Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc., shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.

5. The claims submitted in respect of journey made on or after 1st’ July, 2017, may be regulated in accordance with these orders. In respect of journeys performed prior to 1st July, 2017, the claims may be regulated in accordance with the previous orders dated 01.12.2008.

6. It may be noted that no additional funds will be provided on account of revision in Daily Allowance entitlements. It may therefore be ensured that permission to official travel Is given judiciously and restricted only to absolutely essential official requirements.

Sub: Special (Duty) Allowance for Railway Employees serving in the North Eastern Region & Ladakh – Recommendations of Seventh Central Pay Commission.

Consequent upon the acceptance of the recommendations of Seventh Central Pay Commission by the Government, the President, in supersession of all existing order issued on the subject from time to time, is pleased to decide that Railway employees, serving in the North Eastern Region and Ladakh, shall be paid Special Duty Allowance (SDA) at the rate of 10% of Basic Pay.

2. The term “Basic Pay” in the revised pay structure means the pay drawn in the prescribed Levels in the Pay Matrix but. does not include any other type of pay like Special Pay etc.

3. Special Duty Allowance will not be admissible along with Tough Location Allowance. Employees will have the additional option to avail of the benefit of Special Compensatory (Remote Locality) Allowance as per 6th Central Pay Commission rates along with Special Duty Allowance at revised rates.

4. Special Duty Allowance shall not be admissible during the periods of leave/training/tour etc, beyond full calendar month(s), in case, the employee is outside the North-Eastern Region and Ladakh during leave/training/tour etc. The allowance shall not be admissible during suspension and joining time.

5. These orders shall take effect from 1st July, 2017.

Sub: Revision of the rates of Cycle (Maintenance) Allowance: Implementation of Seventh Central Pay Commission’s recommendations.
Consequent upon the decision taken by the Government on the recommendation of the 7th Central Pay Commission related to the above mentioned allowance and in supersession of Board’s letter No.F(E)I/2008/AL-7/2 dated 18.09.2008 , the President is pleased to revise the rates of Cycle (Maintenance) Allowance from Rs. 90/- to Rs. 180/- per month under Rule 1606 of IREC (Vol.II)-2005 Edition and the provisions contained in Railway Ministry’s decision below this rule.

2. The admissibility of Cycle (Maintenance) Allowance will be subject to the following conditions:

(A) The official concerned maintains and uses his own cycle for official journeys.

(B) Travelling Allowance (i.e. daily and mileage allowance) to a Government servant in receipt of Cycle. (Maintenance) Allowance under these orders will be regulated as under:

(i)For journeys within a radius of 8 kilometres from the usual place of duty. No T.A
(ii) For journeys beyond a radius of 8 Kms. But not exceeding 16 Kms. From the place of duty.
(a)
If the destination point falls within the local jurisdiction No T.A
(b) If the destination point falls outside the local jurisdiction T.A. admissible under normal rules provided the journey is performed other-wise than on a cycle.
(iii) For journeys beyond a radius of 16 Kms. From the usual place of duty T.A. admissible under the normal rules

(C) The allowance will not be admissible for the calendar month(s) wholly covered by leave, training, or temporary transfer.

(D) For any period of more than one month at a time during which a Railway servant in receipt of Cycle (Maintenance) Allowance does not maintain a cycle. or the cycle maintained by him remains out of order or is not used for official journeys for any other reason, the Cycle (Maintenance) Allowance will not be admissible.

3. The Cycle (Maintenance) Allowance under these orders shall be granted by the sanctioning authority for a period not exceeding two years at a time and its continuance shall be reviewed sufficiently in advance of the expiry of such period. The sanctioning authority may, for this purpose, specify whenever necessary the local jurisdiction of a Railway Servant at the time of sanctioning the allowance. They should also make a review of the posts under their control and decide the posts for which the Cycle (Maintenance) Allowance should be sanctioned. The Allowance may be sanctioned with reference to the posts and not to the individual incumbents.

Sub: Revision of the rate of Coal Pilot Allowance.

Consequent upon the decision taken by the Government on the recommendations of the Seventh Central Pay Commission, the rates of Coal Pilot Allowance admissible to Shuntman and other staff of Transportation Department who accompany the Coal Pilot in the collieries for shunting duties, may be revised as under:

2. These orders are effective from 1st July, 2017.

3. All other terms and conditions governing grant of Coal Pilot Allowance will remain unchanged.
