नई दिल्ली: सातवां वेतन आयोग की रिपोर्ट के लागू होने के बाद सरकार द्वारा कर्मचारी संघों की मांगों को न मानने से नाराज़ कर्मचारी संघ के नेताओं ने 15 फरवरी को एक दिन की हड़ताल का ऐलान किया है.

नेताओं का कहना है कि वे एनडीए सरकार के 3 मंत्रियों द्वारा दिए गए आश्वासन के संबंध में धोखा मिलने के बाद इस राह पर चलने को मजबूर हुए हैं. कर्मचारी नेताओं का कहना है कि यह हड़ताल 33 लाख केंद्रीय कर्मचारी और 34 लाख पेंशनरों के आत्मसम्मान के लिए रखी गई है.

इतना ही नहीं इन नेताओं का दावा है कि इस हड़ताल में 15 लाख केंद्रीय कर्मचारियों के अलावा केंद्र के अधीन काम करने वाली ऑटोनोमस बॉडी के कर्मचारी भी हिस्सा लेंगे. कर्मचारी नेताओं का कहना है कि एनडीए सरकार ने हमें धोखा दिया है. केंद्रीय मंत्री राजनाथ सिंह, अरुण जेटली और सुरेश प्रभु द्वारा न्यूनतम वेतनमान और फिटमेंट फॉर्मूला में बढ़ोतरी के आश्वासन के बाद कर्मचारियों ने पहले अपनी हड़ताल टाली थी.

कर्मचारी नेताओं में एक का आरोप है कि आजादी के बाद से यह दूसरा सबसे खराब पे कमीशन है. उन्होंने कहा कि 1960 में मिले दूसरे वेतन आयोग के बाद सातवां वेतन आयोग सबसे खराब वृद्धि लाया है. कर्मचारी नेताओं का कहना है कि सरकार ने इस आयोग की रिपोर्ट बिना कर्मचारियों के सुझाव को स्वीकारे लागू कर दिया है. इन्होंने कहा कि 1960 में पूरे देश के केंद्रीय कर्मचारी पांच दिन की हड़ताल पर चले गए थे. उन्होंने कहा कि सरकार ने सातवें वेतन आयोग द्वारा प्रस्तावित ऑप्शन-1 (पैरिटी) को लागू नहीं किया है. इसे कैबिनेट ने भी पास कर दिया था.

इतना ही सातवें वेतन आयोग की सिफारिशें अभी तक ऑटोनोमस बॉडीज के कर्मचारियों को नहीं दी गई हैं. सरकार ने आगे के निर्देश मिलने तक इन संस्थानों में वेतनमान को अभी तक लागू नहीं किया है.

वहीं, पोस्टल विभाग के तीन लाख से ज्यादा ग्रामीण डाक सेवकों को भी एनडीए सरकार ने सातवें वेतन आयोग का लाभ नहीं दिया है. इसके अलावा कर्मचारी नेताओं का आरोप है कि सरकार ने समान काम पर समान वेतन का नियम उन तमाम मजदूरों, डेली वेज कर्मचारियों, अंशकालिक कर्मचारियों, ठेके के कर्मचारियों आदि पर अभी भी लागू नहीं किया है.

इसके अलावा कर्मचारी नेताओं का कहना है कि सातवें वेतन आयोग ने 19 नवंबर 2015 को अपनी रिपोर्ट सरकार को सौंप दी थी. 21 महीने बीत जाने के बाद भी सरकार ने संशोधित एचआरए, ट्रांसपोर्ट अलाउंस और अन्य अलाउंस को लागू नहीं किया है. इन नेताओं का कहना है कि सरकार जानबूझकर देरी कर रही है ताकि इसे 01-01-2016 के बजाय मार्च 2017 से आरंभ होने वाले वित्तवर्ष में लागू किया जाए. इससे सरकार एरियर देने से बचना चाहती है.
इन नेताओं का कहना है कि सरकार ने 01-07-2016 से तीन प्रतिशत का डीए भी कर्मचारियों को नहीं दिया है. कर्मचारी इस महंगाई भत्ते के हकदार हैं. कर्मचारी नेताओें के हिसाब से सरकार ने डीए में भी कटौती कर कर्मचारियों को नुकसान पहुंचाया है. उनका कहना है कि वेतन आयोग से पहले न्यूनतम वेतन 7000 हजार पर 7 प्रतिशत के हिसाब से 490 रुपये प्रतिमाह का डीए मिलता था. वहीं, अब 18000 न्यूनतम वेतनमान पर 2 प्रतिशत के हिसाब से 360 रुपये प्रतिमाह का डीए दिया जा रहा है. इस हिसाब से कर्मचारियों को 130 रुपये प्रतिमाह का डीए में नुकसान हो रहा है. जैसे से जैसे तनख्वाह बढ़ती जाएगी, कर्मचारियों को उतना ज्यादा नुकसान उठाना पड़ रहा है.

कर्मचारी नेताओं का आरोप है कि सरकार ने अलग-अलग मुद्दों पर कई समितियां बना दी है, लेकिन इस समितियों के साथ बैठक का कोई नतीजा नहीं निकला है. छह महीने बीत गए हैं और अभी तक कोई सकारात्मक बात निकलकर सामने नहीं आई है.

कर्मचारी नेताओं का कहना है कि सरकार ने उनके द्वारा दी गई 21 सूत्रीय मांगों पर कोई कार्रवाई नहीं की है. इन मांगों में न्यूनतम वेतनमान, फिटमेंट फॉर्मूला, एचआरए का मुद्दा, अलाउंस में सुधार, समाप्त किए गए अलाउंस फिर लागू करना, पेंशनर्स के लिए ऑप्शन-1, नए पेंशन सिस्टम को समाप्त करना, ऑटोनोमस बॉडीज में वेतन सुधार, जीडीएस मुद्दे, कैजुअल लेबर मुद्दे, एमएसीपी का मुद्दा और वेरी गुड बेंचमार्क का मुद्दा, खाली पड़ी जगहों पर भर्ती, अनुकंपा के आधार पर नौकरी में 5 प्रतिशत की सीमा को समाप्त करना, पांच प्रमोशन, एलडीसू-यूडीसी पे अपग्रेडेशन, केंद्रीय सचिवा के स्टाफ के हिसाब से वेतन समानता, सीसीएल एडवर्स कंडीशन को हटाना, समान काम के लिए समान वेतन आदि शामिल हैं.

कर्मचारी नेताओं का कहना है कि 30 जून 2016 को केंद्रीय मंत्री सुरेश प्रभु ने जीसीएम (एनसी) नेता शिवगोपाल मिश्र को बतया कि प्रधानमंत्री नरेंद्र मोदी ने तीन केंद्रीय मंत्रियों को साधिकार यह कहा है कि वह कर्मचारी नेताओं से बात कर वेतनआयोग पर उठे विवाद को सुलझाएं. इन मंत्रियों में केंद्रीय मंत्री सुरेश प्रभु, अरुण जेटली और राजनाथ सिंह शामिल थे. उसी रात में तीन मंत्रियों ने कर्मचारी नेताओं से रात 9.30 बजे बातचीत की. इस बातचीत में मंत्रिसमूह ने आश्वासन दिया कि न्यूनतम वेतनमान और फिटमेंट फॉर्मूले को उच्च स्तरीय समिति देखेगी. यह समिति चार महीनों में सरकार को अपनी रिपोर्ट सौंपेगी. कर्मचारी नेताओं का आरोप है कि अब लगभग छह महीने बीत चुके हैं और अभी तक कोई समिति की रिपोर्ट तैयार नहीं है.

वहीं जब एनडीटीवी ने संघ के महासचिव एम कृष्णन से संपर्क किया तब उन्होंने बताया कि रेलवे और सैन्य बलों के संघों के अलावा बाकी सभी संघ उनकी इस हड़ताल के आह्वान के साथ हैं. उन्होंने कहा कि 118 कर्मचारी संघ उनके साथ हैं. कृष्णन का आरोप है कि जब हमने 11 जुलाई को अनिश्चितकालीन हड़ताल पर जाने की घोषमा की थी तब वित्तमंत्री अरुण जेटली और राजनाथ सिंह ने कर्मचारी नेताओं से बात की. जेटली ने हाईलेवल कमेटी बनाने की बात कही थी. लेकिन, जब इस प्रस्ताव पर लिखित आश्वासन की बात कही गई तब उन्होंने कहा कि वह पीएम से बात करके कुछ ठोस कह पाएंगे. लेकिन, तब गृहमंत्री राजनाथ सिंह ने तुरंत बाहर जाकर पीएम मोदी से फोन पर बात की थी और फिर अंदर आकर कहा कि पीएम इस बात के लिए राजी हैं. उसके बाद भी सरकार से कर्मचारी लिखित आश्वासन की राह देखते रहे और जब 6 जुलाई तक कोई लिखित आश्वासन नहीं मिला तो हड़ताल पर जाने का मन बनाया गया. लेकिन फिर राजनाथ सिंह ने अपने घर पर कर्मचारी नेताओं से मुलाकात की और वित्तमंत्री अरुण जेटली से बात की. इस बैठक के बाद सरकार ने लिखित में आश्वासन दिया था कि कर्मचारियों के मुद्दों पर चर्चा के बाद हल निकाला जाएगा. इस समिति को चार महीने में अपनी रिपोर्ट देनी थी, लेकिन अब करीब 6 महीने का समय बीत चुका है और अभी तक कुछ नहीं हुआ है. और समितियों का कार्यकाल दो महीने के लिए बढ़ा दिया गया है.

वहीं, एनसीजेसीएम के संयोजक और रेलवे कर्मचारी संघ के नेता शिवगोपाल मिश्रा ने एनडीटीवी को बताया कि कुछ कर्मचारी संघ हड़ताल पर जा रहे हैं, लेकिन उनका संघ जनवरी में इस बारे में बैठक करेगा और निर्णय लेगा.

2. Venue of the meeting will be intimated soon. Because of the constraint of space only one representative may attend the above said meeting. It is requested that the name of the member nominated to attend the said meeting may kindly be sent to the undersigned.

3. Only one outstation member will be paid TA/DA and local members will be paid conveyance charges in accordance with the rules/instructions. Outstation members will be paid TA/DA as per their last entitlement on retirement. Representatives of Pensioners Associations who are entitled for journey by air and also entitled to journey by air as per this Department’s letter no. 42/11/2014-P&PW(G) dated 19.05.2014 may purchase their Air Tickets from Air India only (at Booking Counters / website of Air India) or by utilising the services of Authorised Travel Agency i.e Balmer Lawrie & Company/IRCTC/ M/s Ashok Travels & Tours.

Sub: Pay Fixation in 7th CPC Pay Matrix Level in the case of employees who are in 6th CPC – 1S Pay Band (Rs.4440-7440) + GP 1300- reg.

Ref: NFIR’s Letter No.IV/NFIR/7 CPC (IMP)/2016/R.B.dated 24/26-08-2016 addressed to Railway Board.

Federation vide its letter of even number dated 24/26-08-2016 brought to the notice of Railway Board a case non-Fixation of pay of staff working in pay Band – 1S/Rs.4440-7440 in whose favour no orders have been passed for fixation of these staff pursuant to the implementation of the recommendations of 7th CPC. For the purpose the Federation cited Railway Board’s notification issued under RBE No.90/2016 where there are no instructions for these staff.

In addition to above, Federation proposed to the Board to consider the skills and service experience gained by the staff, presently in – 1S, for considering placement in Level-I (Rd.18000/-) of the 7th CPC Pay Matrix. Federation feels sad to point out that thereafter a period of over three Months has passed there is no feed back with the result the employees have been made to suffer unnecessarily. A copy of Federation’s letter dated 24/26-08-2016 is enclosed for reference.

NFIR, therefore, requests the Railway Board once again to take further necessary action and advise to the Federation early.

Subject : Grant of Dearness Relief to Pensioners who are in receipt of provisional pension—Revised rate effective from 1.7.2016 on implementation of decision taken on recommendation of 7th Central Pay Commission.

The undersigned is directed to refer to this Department’s OM of even no. dated 16.11.20 6 wherein it was decided that the Dearness Relief from 01.07.2016 cif 2% of basic pension/family pension would be admissible to Central Govt. Pensioners/Family Pensioners. Vide Para 3(iii) of the said OM, it was also mentioned that those orders would not be applicable to the pensioners who are in receipt of provisional pension in the pre-2016 pay scales/pay.

2. Subsequently, this Department has issued orders vide OM No 38/49/2016-P&PW(A) dated 30.11.2016 for revision of provisional pension sanctioned based on the pre-revised pay in accordance with the instructions contained in this Department’s OM No. 38/37/08-P&PW(A)(ii) dated 04.08.2016.

3. Accordingly, the pensioners who are drawing provisional pension and whose provisional pension has been revised in accordance with the instructions mentioned in this Department’s OM No. 38/4912016- P&PW(A) dated 30.11.2016 would also be entitled to dearness relief on their revised provisional pension, in terms of this Department’s OM No. 42/15/20 16-P&PW(G) dated 16.11.2016.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. It will be the responsibility of the pension disbursing authorities to calculate the quantum of DR payable in each individual case.

6. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

Sub: 7th CPC Report — Revision of Minimum Wage and Multiplying Factor etc., Assurance given by Senior Ministers-reg.

NFIR brings to your kind notice that the National Joint Council of Action (NJCA) —consisting JCM constituent organizations of Central Government employees have deferred the Indefinite Strike action on the assurance of Senior Cabinet Ministers on 30th June 2016 that a High Level Committee will be constituted to consider the demands of JCM (Staff Side) within four months for improving the minimum wage and applying revised multiplier factor for pay fixation in 7th CPC Pay Matrices to the Central Government employees which include over 1.3 million Railway employees.

Pursuant to the assurance of Group of Ministers as mentioned above, the decision to go on indefinite strike by Railway employees has been deferred, hoping that there shall be a negotiated settlement on the Charter of demands already submitted to the Cabinet Secretary by the JCM (Staff Side).

NFIR however expresses its deep sense of disappointment over breach of commitment as more than five months passed from the date of assurance given to the Leaders of JCM (Staff Side) by the Group of Ministers (Hon’ble Finance Minister, Home Minister, Railway Minister and Minister of State for Railways). The Railways specific issues on which agreement was reached between the Railway Board and the Federations have also not been implemented till date.

The Railway employees of all categories are greatly disappointed over non-fulfillment of assurances, consequently, there has been a feeling among Rail workforce that the Government is not sensitive towards resolving their genuine grievances and equally not sincere to honour its commitments.

NFIR also beings to your kind notice that even though the successive Railway Ministers have sent proposals to Finance Minister that Railways should be exempted from National Pension System (NPS) in view of complexities, unique nature of working of Railway employees and their arduous working conditions, the Government has not given its approval till now, resultantly, the Railway employees who had joined from 01/01/2004 are extremely agitated as there is no social security to them and their families in the form of guaranteed pension at par with those appointed prior to 01/01/2004. The unique nature of duties are comparable with Defence Forces Personnel. The death rate of Railway employees in the course of performing duties is 700 per annum and the average number of staff injured on duty is about 3000 per annum as reported by the High Level Safety Review Committee headed by Dr. Anil Kakodkar. NFIR further brings to your kind notice that the Indian Railways has the track record of dedicated working on account of unquestionable loyalty, dedication and devotion of Railway employees to Indian Railways. Most of them perform duties at remote places, jungle areas where minimum living facilities are not available. It needs to be appreciated that not a single man day was lost on employees’ account during the past four decades.

NFIR, therefore, requests your kind intervention in ensuring that the Government implements its commitments on revision of minimum wage and multiplier factor for the Central Government employees which include rail workforce. Federation also requests that other issues which are pending before various Committees constituted by the Government may be got finalized on the basis of submissions made by JCM (Staff Side) before those Committees and also before the Cabinet Secretary. NFIR at the same time requests to kindly arrange to issue appropriate directive for solving Railways’ specific issues through negotiated settlement very soon. Also kind attention of Hon’ble Prime Minister is invited to NFIR’s communication vide letter of even number dated 01/11/2016 and subsequent reference by the PMO to the Secretary, Department of Expenditure (Ministry of Finance) vide PMO ID No. PMOPG//D/2016/0326695 dated 04/11/2016, endorsing copy to the Federation, in this regard.

We had our latest meeting on 24th October,2016 wherein while concluding, it was assured that, you would consult the Secretary(Expenditure) and would hold next meeting shortly. It is quite unfortunate that, so fsr much time have passed and nothing has been heard from your end.

Inordinate delay in Revision of Minimum Wage and Fitment Formula is creating lots of problems, and the Central Government Employees are agitated because this issue had been agitating their minds cince implementation of 7th CPC Report.

You are ttherfore, requested to call ameeting with the Staff(JCM) to discuss and resolve these issues at the earliest.

Sub: Meeting with the Committee on Allowances

The Staff Side, National Council(JCM) had a meeting with the Committee on Allowances on 1st September, 2016, wherein it was advised us to send the committee a detailed note. Subsequently, on 16th September, 2016 we sent a detailed note on the allowances to your goodself with the hope that the Committee on Allowances would consider the same, and in case of reservation, they would at least hold a meeting on the detailed memorandum submitted by the Staff Side(JCM).

Almost four months have passed without any outcome. All the Central Government Employees are quite agitated as well as are having mental agony because allowances of the VII CPC, have not been implemented.

You are therefore, requested to fix-up a meeting of the Committee on Allowances, at an earliest to resolve the issues placed in the memorandum of the Staff Side(JCM) on various allowances.

Here it is worth-mentioning that, the issues related to DoP&T were discussed by the Secretary(DoP&T) with the Staff Side on 25th October, 2016. The Staff Side is of firm option that, there should be resolution to the demands, and these Allowances should be implemented with effect from 01.01.2016. i.e, the date from which VII CPC has been implemented.

नई दिल्ली: भारतीय स्टेट बैंक (एसबीआई) ने कहा है कि उसने सातवें वेतन आयोग की सिफारिशों के तहत 9.94 लाख रक्षा पेंशनभोगियों के लिये उनके बकाये वेतन की 3,323.24 करोड़ रुपये की राशि 29 दिसंबर को जारी कर दी है.

बैंक ने एक बयान में यह जानकारी देते हुये कहा है कहा कि सरकार के दिशानिर्देशों के मुताबिक सभी पात्र रक्षा पेंशनभोगियों को बकाया एरियर राशि का भुगतान किया गया है.

हालांकि नोटबंदी के बाद एसबीआई के एटीएम और बैंक शाखाओं के बाहर भीड़ में कमी देखी जा रही है और अधिकतर हिस्सों में स्थिति सामान्य हो गई है. एसबीआई के अधिकारियों के मुताबिक भी करेंसी की सप्लाई सुधरी है और कैश की उपलब्धता बढ़ी है. एसबीआई के 42,000 एटीएम में 500 रुपए के नोट उपलब्ध कराने की कोशिश की जा रही है. कैश पेमेंट के लिए एसबीआई की आरबीआई पर निर्भरता 60 प्रतिशत रह गई है, जबकि 40 प्रतिशत निर्भरता डिपॉजिट से पूरी हो रही है. नवंबर से अब तक 3 लाख करोड़ रुपए के पुराने नोट जमा हुए हैं. नवंबर से अब तक 2.10 लाख करोड़ रुपए दिए हैं. डिपॉजिट में 1.40 लाख करोड़ रुपए की बढ़ोतरी हुई है. एसबीआई फिलहाल कर्ज की दरों में कमी के लिए एल्को बैठक के बाद कुछ नए ऐलान कर सकता है.

Public sector bank State Bank of India (SBI) said that it has released Rs 3,323.24 crore in arrears to defence pensioners as part of the 7th Pay Commission on Friday. The bank released the amount to about 9.94 lakh pensioners, Rajnish Kumar, managing director (national banking group), said in a statement.
Last month, the bank released about Rs 4,003 crore worth in arrears to 4.60 lakh retired services pensioners. The bank serves to the largest share of central government pensioners across the country and to about 50 percent of total defence pensioners.

In New Year, services await revised pay: The Hindu

Defence sources said that the government had in principle agreed to most of the core concerns expressed by the services.

As the New Year sets in, there is disgruntlement in the military as they are yet to receive their revised pay under the Seventh Pay Commission (SPC). This is because the issue is held up pending resolution of the core concerns raised by the services with respect to their civilian counterparts in the SPC recommendations.

Defence sources said that the government had in principle agreed to most of the core concerns expressed by the services but stated that the issue being complicated it would take some more time.

“The issue is currently being discussed between the Defence and Finance ministries and the Prime Minister’s Office. A decision will be taken at the earliest,” a source observed.

The Defence Ministry has already issued the implementation order, which is pending further process as the services have not issued special instructions so far despite the government’s request, and thus military personnel continue to receive the Sixth Pay Commission prescribed salaries unlike their civilian counterparts.

Letter to PM, Parrikar


The three Chiefs had written to Defence Minister Manohar Parrikar and Prime Minister Narendra Modi over the discrepancies which were not cleared by the empowered committee appointed to look into the issue. “The finance wing of the Ministry sought the financial implication of these concerns from the services two weeks ago.” another source stated.

Around the same time, the Lavasa committee, appointed to look into the issue of allowances under the SPC, held its 7th meeting. “The Defence Ministry has largely supported the concerns of the services,” the source added.

The services had on several occasions raised four core concernswhich they perceive reduce the status of the armed forces with respect to their civilian counterparts. These include Non Functional Upgrade (NFU), NFU pay fixation, Military Service Pay (MSP) and common pay matrix for civil and military.

Ahead of Diwali in November the Government approved a one-time 10 per cent interim relief for military personnel for a period of 10 months from January to October 2016 pending resolution of the issue.

2. Further, it is also clarified that the cases, which were processed and decided earlier on the basis of OM dated 20.02.2009, should not be reopened.

The cadre controlling authorities of respective Ministries/Departments are requested to inform this Department about the current status of amendment. A copy of the notification issued for amendment in RRs may be sent to this Department latest by 10.01.2017.

Hourly Rates of Incentive Bonus and Bonus Factor of Workshops and Production Units Staff were last revised vide Railway Board’s letter No.2008/M(W)/814/38 dated 27.07.2010 after implementation of recommendations of the VII CPC and revision of pay scales etc. based on that.

Since recommendations of the VII CPC have already been accepted by the government, and most of them have been implemented by the Ministry of Railways as well, resulting in revision of various pay scales etc., it would be quite appropriate that, Hourly Rates of Incentive Bonus and Bonus Factor be revised for Workshops and Production Units Staff w.e.f. 01.01.2016, i.e. date of implementation of recommendations of the VII CPC at an early date.

An early action in the matter shall be highly appreciated.

7th Pay Commission: Wait for higher allowances gets longer, Central govt to pay bonanza after Budget 2017-18

New Delhi, Jan 2: The suspense over the payment of higher allowances under the 7th Pay Commission ended on Tuesday with Central government saying the higher allowances will be paid after the Budget 2017-18. The ‘Committee on Allowances’ had got extension till February 22, 2017 to give its report on higher allowances, which suggested that the government will pay higher allowances as per the recommendations of the 7th Pay Commission after February. The government has decided to advance the date of Budget presentation by a month and present it on February 1. The government plans to complete the entire exercise related to Budget before March 31, after which it will pay the higher allowances under the 7th Pay Commission.


“Government is very pleased to pay the higher allowances to its employees after Budget,” a Finance Ministry official was quoted as saying by the Sen Times. “The acute cash crunch in banks and ATMs that prevailed for a month following the demonetization move of the government has eased from January 1, as the daily withdrawal limit from ATMs has been increased from Rs 2,500 to Rs 4,500. Hence, the Finance Ministry felt it would be wiser to announce of higher allowances after Budget,” the top official added.

The cash crunch post demonetisation drive affected the preparations of the government about payment of higher allowances as per the 7th Pay Commission recommendations. The government wanted to start payment of higher allowances under 7th Pay Commission for its 48 lakh employees and 52 lakh pensioners, but the cash shortage compelled the government to delay it.

The central government employees have been waiting for fatter allowance since July when the government issued the notification for the implementation of the 7th Pay Commission recommendations. The 7th Pay Commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances, however central government employees were unhappy with the move.

Until acceptance of higher allowances, under 7th Pay Commission, the allowances are now paid according to the 6th Pay Commission recommendations.

New Delhi: Defence Minster Manohar Parrikar on Tuesday said that around 20 lakh pensioners have been paid the benefits of One Rank One Pension (Orop) so far, and more than 99 percent of cases will be settled by January-end.

"So far, we have already paid the benefits to more than 19,70,000 pensioners. Around 68,000 pension cases were in scrutiny in December. The targeted time schedule was end of December and 13,000 cases are sent to pension dispersing authority," Parrikar said at a press conference.


"With that I think almost 99 percent of the eligible cases will be settled probably by January. One percent is not being able to trace them, probably dead," the minister said.

Parrikar said he has "instructed all the agencies to go and find out such cases".

"Rs 6,300 crore has already been dispersed as arrears and the current payments are ongoing for the current period. Total back arrears will be around Rs 10,800 crore of which Rs 6,300 crore has been disbursed," he said.

Orop for retired armed forces personnel was announced on 5 September, 2015.

The scheme took 2013 as the base year to calculate pensions and date of implementation was 1 July, 2014. The period for review was kept at five years.

Newly appointed Chief of Army Staff General Bipin Rawat on Tuesday appealed the army veterans to call off their protest over One Rank One Pension (OROP) scheme while stating that government is trying its best to provide full assistance to them.

"I would like to appeal our veterans who are sitting on a protest at Delhi's Jantar Mantar to go back to their home. The government is mulling over the OROP issue and trying to give our veterans full assistance," General Rawat told ANI.


"As far as the OROP is concerned, our army chief veterans and ex-servicemen would have felt that the kind of assistance that they were expecting was not given. But I would like to say that our demand has been fulfilled to a certain extent," he added.

Highlighting the initiatives taken by the Defence Ministry, Union Defence Minister Manohar Parrikar earlier in the day said that around 99 per cent of the eligible cases under the OROP


will be settled by January 2017, adding that around 13,000 cases are sent to pension disbursement authorities.

Speaking at the Ministry of Defence's 'Swachhta Pakhwada' event, Parrikar further said that during last two and a half years, the ministry through ex-servicemen cell has been able to settle many of the issues.

"OROP is one of the important issues. So far we have already paid the pension on the first or second week of January. These cases should be in total finality, 13000 cases are sent to pension disbursement authorities. Almost 99 percent of the eligible cases will be settled probably by January, one percent is settled yet as we are trying to trace them," Parrikar said.

The OROP scheme, announced in September 2015, is meant to ensure equal pension to servicemen who retired on the same rank and after the same duration of service, regardless of the year of retirement.

With the dust at least partly settled over demonetisation and the subsequent disruption at the finance ministry, there seems to be renewed cheer among Central government employees of a decision on allowances as recommended by the 7th Central Pay Commission (CPC). Two developments in this regard are worth taking note of, even as Budget 2017 is about a month away.

As has been reportedly earlier, the second amnesty scheme for tax defaulters – Pradhan Mantri Garib Kalyan Yojana, 2016 – estimated to net the Modi government a substantial amount, the financial outgo of Rs 1,02,100 crore no longer seems to be a hurdle.

However, the note ban decision and the spate of activities that followed the decision about raising allowances to the back burner made employees restive.

Now they hope the government will quickly move on the issue that involves about 47 lakh Central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

While a website claiming to represent bureaucrats said that the finance ministry is likely to pay the enhanced allowances (possibly along with arrears) after Budget 2017 in February, another said that employees have sought a meeting with the ministry to resolve the issue at the earliest.

All the Central Government Employees are quite agitated as well as are having mental agony because allowances of the VII CPC, have not been implemented. You are therefore, requested to fix-up a meeting of the Committee on Allowances, at an earliest to resolve the issues placed in the memorandum of the Staff Side(JCM) on various allowances,” the letter read.

The CPC examined 196 allowances and gave its recommendations on abolishing or raising some of them while recommending others to be subsumed with other perks. It had proposed 138.71 percent hike in HRA and 49.79 percent for other allowances, while submitting its voluminous report in November 2015.

Dear Comrades,

As Assembly elections to five States are scheduled to be held from February 4th to March 11th (including declaration of results) and as February 15th is also poll date in two states , the National Secretariat of Confederation of Central Government Employees & Workers has decided to postpone the proposed ONE DAY STRIKE on February 15th to MARCH 16th 2017 THURSDAY.

As 13th March is holiday for Holi in North India and the celebrations are to continue on 14th also, the strike date is fixed as 16th March. There is no change in the 10th January Mass Dharna Programme.

All those Organisations who had served the strike notice as February 15th shall give a letter to their Head of the Departments intimating the postponement of the strike to 2017 March 16th , showing reasons as mentioned above , WITHOUT FAIL.

Those organisations who have not yet served the Strike Notice should serve the notice before 15th January 2017 WITHOUT FAIL.

Regarding already announced campaign programme of National Secretariat members , if necessary , dates may be rescheduled by the National Secretariat members in consultation with the concerned C-O-Cs.

General Secretaries of C-O-Cs are also requested to contact IMMEDIATELY, the concerned National Secretariat members and finalise the date of campaign programme. Intensive campaign should be conducted by all C-O-Cs and Affiliated Organisations in all States, especially in those states where elections are declared, so that employees and general public will become aware of the totally negative attitude of the Central Government towards the legitimate demands of the Central Government Employees and Pensioners.

The betrayal of the Group of Cabinet Ministers of NDA Govt by not fulfilling their assurance given to NJCA leaders on 30th June 2016, should be exposed.
