A reference is invited to this office O.M. No. 1(1)/ 201 1 / TA /366 dated 1st August 2016 regarding payment to Suppliers etc. above Rs. 10,000 / - by Government Departments through e-Payment.

2. In order to attain the goal of complete digitization of Government payments, the existing limit of Rs. 10,000 / - prescribed in paragraph 2 of this office O.M. dated 1st August 2016 has been further reviewed. It has now been decided to lower the threshold limit to Rs. 5,000 / -(Rupees five thousand only).

3. All Ministries / Departments of the Government of India shall ensure with immediate effect that all payments above Rs. 5,000 / - (Rupees five thousand only) to suppliers, contractors, grantee / loanee institutions etc. are made by issue of payment advices only.

This issues with the approval of the Fignce Minister.

Federation is in receipt of reply dated 30th November, 2016 from the Railway Board. In this connection, the hardships being faced by the Railway employees are reiterated once again as below.

The Railway employees are facing lot of hardships due to restrictions on drawal of their legitimate wages from their Bank Account. For November 2016 salary, only Rs. 10,000/- cash were paid to each Railway staff. However, due to continued restrictions, the Railway employees are not able to draw their wages adequately from the Banks for meeting their requirements.

It is therefore requested that Cash Payment of Rupees not less than 25,000 may be ensured to each Railway employee from out of December, 2016 salary.

Sub: Inclusion of Aadhaar number (Unique Identification issued by UIDAI) in Service Book of Government servants.

As Railway administrations are aware, in terms of extant rules/instructions every event in a Government servants' official life must be recorded in his Service Book and each entry is to be attested by the Head of office.

2. An extract of Paras 1234 and 1235 of the 'Indian Railway Administration and Finance Code' which provides that the Heads of offices are to obtain signatures of the Railway servants in token of them having inspected their Service Books annually is reproduced below:-

“1234. Scrutiny by Employees: It shall be the duty of every Head of Office to initiate action to show the Service Books to railway servants governed by pension rules under his administrative control every year and to obtain their signature therein in token of their having inspected the Service Books. A certificate to the effect that he has done so in respect of the preceding financial year should be submitted by him to his next superior officer by the end of every September. The railway servants shall inter-aha ensure before affixing their signature that their services have been duly verified and certified as such. In the case of a railway servant on foreign service, his signature shall be obtained in his Service Book after the Accounts Officer has made therein necessary entries connected with his foreign service.

1235.. The scrutiny of his Service Book by the railway servant concerned, must be made in the presence 'of a responsible official. As a token of his scrutiny and acceptance of entries in the Service Book, the railway servant should sign in the relevant column of the Service Book and the official who supervised the scrutiny will also endorse his signature as evidence that scrutiny was conducted under proper supervision and the supervising officer is satisfied that it was bona fide and no unauthorized changes were made in the entries in the Service Book in the course of such scrutiny.”

3. Furthermore, Rule 47 of the Railway Services (Pension) Rules 1993 provides for issuing a communication on completion of 18 years of service and five years before retirement, as part of preparatory work for sanctioning pensionary benefits. 

4. Besides aforesaid directives, pursuant to Government of India's instructions, it has also been decided that Aadhaar numbers of all Railway Servants should be included in their Service Book.

5. Therefore, all Zonal Railways/Production Units etc. are directed to ensure that the Service Book of all the employees have an entry of the employee's Aadhaar number. Immediate necessary action in this regard may please be taken and the number of employees whose Service Books have been seeded with their respective Aadhaar number may be intimated to Board's office within a month's time.

6. In this connection, attention of Zonal Railways is invited to Board's letter No. 2015/ED/ERP/UIDAI/01 dated 21/7/2016 wherein Railways/Production Units were directed to arrange for Aadhaar numbers and field units are expected to have taken action already.

Dr. Urjith R Patel , Governor , Reserve Bank of India has made the following observations in a media conversation which is published in RBI website.

(1) The disbursement of salaries and arrears under 7th Pay Commission award has not been disruptive to inflation outcomes.

(2) The extension of two months given to the Ministry of Finance to receive the notification on higher allowances under the Pay Commission's award , COULD PUSH IT'S FULLER EFFECT INTO THE NEXT FINANCIAL YEAR rather than this financial year .

The above statement by the Governor , RBI clearly indicates that THE ALLOWANCES WILL BE REVISED ONLY AFTER FEBRUARY 2017 AND WILL COME INTO EFFECT IN THE NEXT FINANCIAL YEAR ONLY.

Earlier to a question regarding increase in Minimum Pay and Fitment formula Minister of State for Finance Shri Arjun Ram Meghwal gave the following reply in the Raja Sacha on 23.11.2016.

"The anomalies arising out of implementation of 7th Central Pay Commission will be examined by the Anomaly Committee which has already been constituted. Based on the report of the Committee , the matter will be considered by the Government and appropriate decision will be taken. "

From the reply it is clear that the question of increase in Minimum Pay and Fitment factor is to be decided by the Anomaly Committee. That is why the Government has not formally constituted THE HIGH LEVEL COMMITTEE as assured by the Group of Ministers to the JCM Staff side leaders in the  30th June night  discussion. And this is the reason for Group of Senior Officers behaving as if they .don't know what is the task assigned to them. Now by 30th December SIX months will be over after the 30th June assurance given by Group of Ministers including Shri Rajnath Singh , Hon'ble Home Minister , Shri Arun Jaitley , Hon'ble Finance Minister and Shri Suresh Prabhu , Hon'ble Railway Minister . Employees and Leaders have never expected such blatant breach of assurance given by Senior Cabinet Ministers of NDA Government .

The revision of pay and pension of thousands of  Autonomous body employees and Pensioners  is also pending for the last six months. On 17.11.2016 Finance Ministry has given instructions to all Autonomous bodies NOT TO EXTEND the benefits of 7th CPC to employees and Pensioners of Autonomous bodies UNTIL FURTHER ORDERS.

The One man Committee constitute by Government for revision of wages and service conditions of three lakhs Gramin Dak Sevaks of Postal Department had submitted it's report to Government on 24th November 2016.  Even after 20 days , the Government is not ready to publish the report or give copy to the recognised Federations.

The revision of wages of Casual , Part-time Contingent and Contract workers , consequent on implementation of 7th CPC wage revision is also pending.

The one and the only favourable recommendation of 7th CPC ie; Parity between past and present pensioners (Option - 1) stands referred to a Committee which has taken a stand that Option - 1 is not feasible.

None of the demands raised by Confederation in its 20 point charter of demands is settled.

THERE IS NO SHORT-CUT OTHER THAN STRUGGLE.

Sub: Admissibility of Dearness Relief to pensioners on absorption in PSUs/ employed family pensioners.

Kindly, refer to Board’s letter no. 2012/AC-II/21/Misc Matters dated 11.04.2016 followed by reminder dated 07.11.2016 reiterating instructions issued vide Board’s letter No. F(E)III/99/PN1/21 dated 05.08.1999 and letter no. F(E)III/2005/PN1/2. dated 29.09.2009 on the above subject. It was stated that instances have been brought to notice of Vigilance Directorate by one of the PSU wherein Dearness Relief on pension is being paid to certain re- employed pensioner not eligible to the draw the same as no endorsement towards non- admissibility of DR was made on their PPOs. Accordingly, it was requested to conduct a thorough check to detect such cases where DR relief on re-employment in Railway PSU sand other orgaliization has been paid/ drawn in violation of the laid down guidelines and send the compliance report to Board’s office. However, reply in this regard is not forthcoming from any of the Railways .

It is once again requested to conduct a thorough check to detect such cases followed by necessary recovery from the defaulting retired Railway Pensioner, besides taking further necessary action as per rules.

Defence Expert Committee Report on reduction of litigation including Service and Pension Matters and grievances redressal

As per directions of the Hon'ble Raksha Mantri, a Committee of Experts has been constituted Which has convened with effect from 31st July 2015 to look into the various aspects related to reduction of litigation, including service and pension matters, and to put into place an effective mechanism for redressal of grievances to ensure the satisfactory redressal of grievances of employees at the lowest possible level. The Committee of Experts has been tasked with looking into not only broad institutional changes but also potential areas of disputes that may result in litigation in the future. The committee would be looking into the nature of grievances, the procedure of resolution and institutional mechanism dealing with the same and also the review and monitoring mechanism. 


The Committee would hence delve into the ibid issues and for the said purposes would require inputs from all concerned departments so as to come out with progressive solutions to ensure a work culture of mutual trust and harmony where the interests of employees as well as the establishment can be balanced out. Efforts shall be made to promote an environment of sustainable satisfaction which in turn would also boost the morale of employees.

The Committee would require the concerned departments and wings to come up recommendations of practical and workable solutions at a macro level after due democratic discussion within each department/wing after invoking an independent thought-process, by way of presentations/papers as per the published schedule on which date a responsible officer of the concerned department/wing may be deputed to present the same and interact/discuss the issues with the Members of the Committee.

The presentation/paper (6 X Copies), inter alia, must cover the following subjects in brief:

A. Existing mechanism of redressal of grievances and challenges faced, solutions recommended for making the existing system of redressal of grievances more transparent, robust, efficient, faster and meeting the' aspirations of the employees as well as protecting the genuine interests of the establishment. 

B. A numerical statement of disputes and nature of grievances currently pending before various Courts and Tribunals under subject and sub-subject wise heads.

C. Policies and procedures that can be changed/amended in-house to reduce litigation. 

D. Policies and procedures that can be changed/amended by way of an inter-departmental or statutory process to reduce litigation.

E. Existing system of review/monitoring and recommendations for evolving a better system of review/monitoring of service and pensionary disputes and their possible solutions with an objective and conciliatory approach devoid of prejudices, personal opinions and favours.

It is hoped and expected that while preparing submissions all concerned would undertake this exercise diligently and with an open mind so as to ensure realistic resolution of issues to enable the Government to focus upon core issues of governance.

Brevity of the presentations/papers/submissions would, be appreciated. Additional suggestions are also welcome.

Supplementary inputs, when required, shall be communicated in due course.

Subject: Court orders against Government of India instructions on service matters — consultation with Ministry of Law and Department of Personnel and Training on question of filing appeals.



The undersigned is directed to refer to this Department's O.M. of even number dated 16.03.2016 (copy enclosed) on the above mentioned subject and to say that the Department of Personnel and Training is the nodal Department that formulates policies on service matters and issues instructions in this regard from time to time. Vide para 4 of the O.M. dated 16.03.2016, it was explained how action on different decisions/orders of the Courts/CAT has to be taken after consulting Department of Legal Affairs and DOP&T.

2. In this regard, it is pertinent to point out here that the Parliament committee on the Welfare of SCs and STs in its report has observed that the above instructions are not being followed stringently by the Ministries/ Departments. The Ministries/Departments are independently fighting out service related cases to the detriment of employees particularly those belonging to the reserved categories. The Committee, therefore, desired that this Department reiterate the standing instructions.

3. In view of the above, all the Ministries/ Departments are once again requested to scrupulously follow the instructions contained in this Department's OM dated 16.03.2016 while taking action on the decisions/orders of the Courts/CAT.

Subject: Submission of Immovable Property Return for the year 2016 has on 31.12.2016) by the Officers of the Central Secretariat Services -regarding 



In terms of Rule 18 of the GCS (Conduct) Rules, 1964, the Immovable Property Return (IPR) for the year 2016 (as on 31.12.2016) is required to be furnished by the CSS Officers latest by 31.01.2017. Non-submission of the IPR within the stipulated time period/date leads to the denial of vigilance clearance to the CSS officers for empanelment, deputation, cadre clearance etc.

2. It is observed that some Officers either do not file their on-line IPR in time or file the same after the stipulated time period/date, when they apply for deputation etc., This leads to administrative difficulties while processing their case(s), as filing of IPR within the stipulated time/period is mandatory. 

3. It is, therefore, requested that the CSS officers may be directed to file their Immovable Property Return (IPR) for the year 2016 (as on 31.12.2016) in time by 31.01.2017 through the Web Based Cadre Management System only. IPRs received beyond the stipulated date or vide off-line mode shall not be regarded as conforming to the extant guidelines.

Aadhaar mandatory for pensioners 

There is, at present, no proposal to make Aadhaar seeding mandatory for release of pension to the Central Government pensioners.

Eighty-seven percent of Central Government pensioners of all age categories have seeded their bank accounts with Aadhaar number. The remaining thirteen percent, including those Government pensioners of the age of 80 and 90 years have not yet seeded their bank accounts with Aadhaar number. The Government has made efforts to seed accounts of all Central Government pensioners with Aadhaar numbers so as to enable them to benefit from the additional facility of submission of Digital Life Certificate. Public Sector Banks are authorised to enroll pensioners for issue of Aadhaar number, including old and infirm pensioners.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in written reply to a question by Shri Natubhai Gomanbhai Patel in the Lok Sabha today.

Subject:- Rate of Dearness Allowance applicable w.e.f. 1.7.2016 to Railway employees continuing to draw their pay in the pre-revised pay scale/grade pay as per 6th Central Pay Commission.

Consequent upon acceptance of the recommendations of the Seventh Central Pay Commission by the Government, M/o Railways vide letter [No. PC-VII/2016/1/7/2/I dated 11.11.2016 (RBE. No. 131/2016)##eye##] had issued orders on rate of Dearness Allowance (DA) payable to Railway employees based on the revised pay structure (7th CPC) that came into effect from 01.01.2016.

2. The above rate, however, is not applicable to those Railway employees who had exercised an option to continue in the pre-revised scales of pay based on 6th CPCs recommendations or to those whose pay and allowances had not been revised, for different reasons.

3. The rate of DA w.e.f 01.01.2016 for Railway employees in pre-revised scale of pay, were issued by M/o Railways vide letter [PC-VI/2008/I/7/2/1 dated 08.04.2016 (S.no. PC-VI/364, RBE No. 32/2016)##eye##].

4. Accordingly, the rate of DA admissible to Railway employees who continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations, shall be enhanced from the existing 125% to 132% w.e.f. 01.07.2016.

5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

(a) whether the Government proposes to implement the recommendations of the Seventh Central Pay Commission(CPC) also for the employees of the autonomous bodies including the Council of Advancement of Peoples Action and Rural Technology(CAPART) and the employees working on contract basis under Central Government;

(b) if so, the details thereof and if not, the reasons therefor; and 

(c) the details of the amount paid to the employees after implementing the recommendations of the Commission?

(a) to (c): An appropriate decision in regard to extension of the recommendations of the 7th Central Pay Commission pertaining to pay matters, as already accepted and notified by the Central Government in respect of Central Government employees, in regard to employees of the Quasi-Government Organizations, Autonomous Organizations and Statutory Bodies, etc set up and funded/controlled by the Central Government, would be taken having regard to all relevant factors. However, there is no proposal at present under consideration to extend revised pay based on the 7th Central Pay Commission, as accepted by the Government in case of regular Central Government employees, in regard to contract employees.

A massive Parliament March was conducted on 15th December 2016, as per the decision of the Diamond Jubilee year National Conference of the Confederation held at Chennai in August 2016. Central Government employees from all over the states belonging to all affiliates of Confederation participated in the March and Rally. Autonomous bodies employees and pensioners, Central Government Pensioners etc. are also extended their support and solidarity by joining the rally.

Inspite of cancellation and delayed running of several trains in North India due to fog and also the havoc unleased by the Cyclone in Tamilnadu, participation of about 15000 employees in the Parliament March and Rally made it a resounding success. As decided by the National Secretariat One day Strike on 15th February 2017 was declared in the Rally.

The rally after the Parliament march was presided over by the National President of the Confederation Com. K. K. N. Kutty. Com. M. Krishnan, Secretary General, announced the decision to go on one day nation wide strike on 15th February 2017.

The overwhelming participation of the employees in the Parliament March and rally and also the declaration of the one day nationwide strike will definitely have far-reaching implication among other sections of the Central Government employees. Further the Central Trade Unions had assured full support and solidarity to the proposed strike. All India state Government Employees Federation has also decided to extend full support by conducting countrywide demonstrations on 14th February 2016. Intensive campaign will be planned by the National Executive meeting of the Confederation on 16.12.2016. All the affiliated organisations and C-O-Cs are requested to start intensive campaign and preparations to make the 15th February 2016 strike a grand success.

CHARTER OF DEMANDS
1.      Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10th December 2015. (See [Annexure-I##eye##]). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6th July 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.
2.      Implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015. (See [Annexure-I##eye##]).

3.      Scrap PFRDA Act and New Pension System (NPS) and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4.      Treat Gramin Dak Sewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS. Publish GDS Committee report immediately.
5.      Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits. Revise the wages as per 7th CPC minimum pay.
6.      No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.
7.      Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-matrix hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.

8.      Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.
9.      Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to access the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.
10.  Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11.  Grant five promotions in the service carreer to all Central Govt. employees.
12.  Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.
13.  Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in Loksabha Secretariat to Drivers working in all other Central Government Departments.
14.  Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
15.  Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.
16.  Ensure cashless medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.
17.  Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.

18.  Revision of wages of Central Government employees in every five years.
19.  Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.

Subject: Representation of Defence Civilian Employees' Federations regarding misinterpretation of Revised Pay Rules 2016 leading to incorrect pay fixation of employees — reg.

The Defence Civilian Employees' Federations have reported that the Accounting Authorities in the Defence Estts. are misinterpreting the provisions of CCS(RP) Rules, 2016 leading to anomalous pay fixation of the defence employees. The Federations have demanded that clarification may be issued to the Defence Estts. to enable them to issue correct pay fixation orders of the employees, on the basis of the options exercised by them.

2. Taking into account these reports, MoD has sent a proposal to MoD(Finance) to seek clarification about the manner of fixation of pay through illustrations prepared by this office. The said proposal for seeking clarification been sent to MoD(Finance) on 5.12.2016. A copy of this proposal is enclosed for information. In view of the complaints of incorrect pay fixation in defence establishment, it is requested that the clarification on this subject from Ministry of Finance/ MoD(Finance) may please be awaited so that the pay fixation of the employees could be issued on the basis of right position. This position may please be communicated to various Accounting Authorities under the control of CGDA to avoid any inconsistencies in the matter of pay fixation.

New Delhi: Central government employees have been demanding a better monthly pay package under the 7th Pay Commission, and demanding reinstatement of all the allowances abolished or subsumed by the pay panel.



The government, even set up a committee in July under Finance Secretary Ashok Lavasa to look into the Allowances related grievances of central government employees. Though the committee was to submit its report within 4 months, it is yet to come out with its report.

Now, the committee has received extension up to February 22 to submit its report.

Even, considering the statements made by the RBI governor Urjit Patel in the last bimonthly monetary policy announced on December 7, it seems that higher allowances, if at all, will not come before March 2017 i.e. the next financial year.

As the RBI Governor said that disbursement of salaries and arrears under 7th Pay Commission award has not been disruptive to inflation outcomes, he added that the extension of two months given to the Ministry of Finance to receive the notification on higher allowances under the Pay Commission’s award, could push it's fuller effect into the next financial year, rather than this financial year.

Sub: Sharing of judgement - Judgement dated 09.09.2016 of CAT / Patna Bench in OA. No. 441/2014 (Dharmendra Singh & Ors Vs UoI Ors) on the issue of fixation of pay with reference to higher pre-revised pay scales of the upgraded/ merged scales w.e.f the date of promotion.

A number of court cases have been filed by the employees viz. Section Officer (A)/ Sr. Section Officer (A) etc. (in the pro-revised scales ofRs. 6500-10500/ 7450-11500) of various Railways before various benches of Hon‘ble Central Administrative Tribunal seeking fixation of pay in the revised pay structure of grade pay of Rs. 4800/- based on upgraded pay scale in pre-rcvised terms viz. Rs. 7500-12000 from the date of their promotion. Similarly, some employees of certain other categories in scale Rs. 650040500 have filed cases for fixation in revised pay structure of l’B-Z GP Rs. 4600 based on fixation table of pre-revised scale Rs. 7450-11500. The issue has been gone into the merits by CAT/Patna vide their judgement dated 09.09.2016 in O.A. No. 441/2014 (Dharmendra Singh & Ors Vs Uo1 & Ors).  Hon’ble Tribunal has dismissed above oA vide orders dated 09.09.2016 (copy
enclosed) holding as follows:-

“43. As we have stated earlier, the claim of the applicants is not tenable as per the rules. This Bench in GA No. 442/2014 did not examine the matter independently. Rather, the direction was to extend the benefit of the judgement of Allahabad Bench subject to the outcome of the SLP. The Allahabad Bench judgement has already been examined in detail by the Principal Bench and the Full Bench and found not acceptable. We have also examined the Rules in detail and given our conclusions
above.

44. On detailed examination, we have come to the conclusion that the applicants’ prayer is not acceptable. All these reasonings which we have given in detail in this order and our independent examination were not available before the Hon 'ble Patna High Court. It also appears that the judgements of the Principal Bench and the Full Bench of the Tribunal referred to above were not before the Hon 'ble Patna High Court.

45. Accordingly we find no merit in the OA. The OA is therefore dismissed with no order as to costs."

2. The Railways may bring the above position to the notice of Railway Advocate contesting such other cases and take necessary action to file a copy of above judgement before the respective Tribunals.

Procedure for Generating Jeevan Pramaan / Digital Life Certificate (ver1.0)

1. What is Jeevan Pramaan (JP): 
There are more than one crore pensioners in the country including pensioners from Central Government and Defense personnel. These pensioners get their due pension through Pension Disbursing Authorities (PDAs) such as the banks, the post offices etc. 

Pensioners are required to furnish a “Life Certificate” to these PDAs in November every year either by presenting themselves personally or by delivering a life certificate in the prescribed format. The requirement to produce this certificate causes huge hardships particularly to the aged and or / infirm pensioners. 

Launched by Hon. PM Shri. Narendra Modi ji, on 10th Nov 2014, Digital Life Certificate for Pensioners Scheme of the Government of India, known as the Jeevan Pramaan (JP) seeks to address this very problem by digitizing the whole process of securing the life certificate. It enables the pensioner to generate a digital life certificate using a software application and secure Aadhaar based Biometric Authentication System. The Digital Life Certificate (DLC) so generated is stored online & can be accessed by the pensioner & the Pension Disbursing Agency as and when required by them.

2. Components of the J P/ Digital Life Certificate 
There are three basic components of the Jeevan Pramaan /Digital Life Certificate: 

A. The Pension Sanctioning Authority (PSAs) 

It is the authority which approves and sanctions the pension of an individual. The Pension is to be delivered in the Pension Account specified in the Pension Payment Order (PPO). 

B. The Pension Disbursing Agency (PDAs) 

The Pension Disbursing Agencies process the DLC of the pensioners. The PDAs can register on the Jeevan Pramaan Portal to access the Life Certificates on-line. This account sign up facility has been created for the PDAs (Banks, Post Office etc), to process pension orders. The Agencies can securely login to view/ download a PDF copy of DLC of Pensioner for processing. 

C. The Pensioners: 

The JP uses the Aadhaar platform for biometric authentication of the pensioner. For the DLC generation the pensioners needs to have Internet Connectivity, a biometric device (list of supported devices is given on the JP portal) and JP Windows/Android Client Application Software for PC/Mobile/tablet which can be downloaded from the Jeevan Pramaan portal: https://jeevanpramaan.gov.in/

3. Pre-Requisites for Digital Life Certificate Generation 
i) The pensioner must have a Aadhaar number 
ii) The pensioner must have an existing mobile number 
iii) Registration of the Aadhaar number with Pension Disbursing Agency ( bank Post Office etc) should have been done already 
iv) Biometric device (list of supported devices is given on the JP portal) 
v) PC with Windows 7.0 & above Android Mobile/Tablet 4.0 & above

4. Generation of Digital Life Certificate – Where & How 

The Pensioners can either Generate DLC themselves or Let Others do it for them. The Pensioner can register and get a JP/DLC done at the below places: 

i) Pensioner can download the JP application (Generate DLC themselves) from the JP Portal https://jeevanpramaan.gov.in/app/download & install client application on android based smart Phone/tablet or Windows PC/Laptop for DLC generation. 

ii) Pensioner can visit any nearest Centre (having facilities for digital services) like the Citizen Service Centre (CSC), the Government Office /Banks designated for generating the DLCs and get themselves registered online using their services. Pensioner might have to pay nominally for this). The All India List of such CSCs (name & address) in various States across India is posted on JP portal at: [https://jeevanpramaan.gov.in/locater ##eye##] 

5. The Two Step process with Client Application for the Online DLC: 
The Pensioner can download the Jeevan Pramaan Windows & Android client software from the portal. The client software will take care of registration for the life certificate, for authentication it will use the Aadhaar Biometric Authentication platform. 

To download the application, the pensioner has to provide their e-mail in the online form available at [https://jeevanpramaan.gov.in/app/download ##download##] 

This link will be made available after submitting the e-mail address. The pensioner or the operator needs download the client application as per their requirement. 

Generation of DLC using the Client Application Software (the registration and generation of Jeevan Pramaan) gets done in two basic steps:

5.1 Operator Authentication /Device Registration

It is required to authenticate /register the biometric device (this one time only for a particular biometric device whether it’s the agencies doing the DLC generation or it is being done by the pensioners herself/himself). The operator / pensioner provide Aadhaar Number and a Mobile number and receive an OTP which is provided in the online application form/ software module for registration.

On entering correct OTP, below screen shall be presented. Provide Name & Email ID and click ‘Scan Finger’. Scan finger-print on finger-print scanner or scan Iris (Eye) on Iris Scanner connected to PC/mobile/tab.

once the finger-print/Iris is authenticated, the system displays ‘Device Registration successful’ message on the screen as shown in the screen below. Click on OK.

On clicking OK, Pensioner Authentication Screen appears. Pensioner now has to move to the Next step 2 -For Pensioner Authentication.


5.2 Authentication and Certificate Generation

The pensioner data Aadhaar Number and Mobile number is to be entered in the online application form after which the pensioner receives an OTP.

The pensioner has to  enter the OTP and click OK  (See Screen shot below)

If correct OTP is entered, following screen is presented. On next screen given below, enter mandatory information like Pensioner Name, PPO Number, Type of pension, name of Sanctioning Authority, Disbursing Agency, email and Bank Account number etc. Select Remarried options, Re-Employed Options.

Check small grey box as shown below. Then click ‘Scan Finger’ button & this will start the finger/Iris scanning process.

Once the Finger Print/Iris Authentication is successful, the life certificate of the pensioner is displayed as shown below and an SMS acknowledgement is sent to the pensioner’s mobile number. This sms has Jeevan Pramaan Certificate ID. The generated certificates or DLCs are stored in the Life Certificate Repository and is available anytime & anywhere for use by pensioner & Pension Disbursing Agency.

6.Electronic Delivery of DLC 

Once the certificate is generated, the Pramaan ID is sent in a sms to the pensioner for further use (print). The Digital Life Certificate or the Jeevan Pramaan can also be electronically delivered to the Pension Disbursing Agencies. The PDAs can access and view the Life Certificate on the Jeevan Pramaan website and also download the same The PDAs can get in touch with Jeevan Pramaan team, to enable the e-delivery facility as well as for login access. 

7.Pensioner Access to the JP/DLC 

The Pensioner can have the DLC available not only at the time of DLC generation but the can also download a PDF copy of the generated digital certificate from Jeevan Pramaan  website(https://jeevanpramaan.gov.in/) by using the generated Jeevan Pramaan ID or Aadhaar number.

The Jeevan Pramaan /Digital Life Certificate application is simple and easy to implement and leaves out the difficulties which the pensioners face in production of life certificates every year. It also reduces the chances of wrongful disbursal of pension.
