Quarterly Revision of Interest Rates for Small Savings Schemes 

On the basis of the decision of the Government, interest rates for small savings schemes are to be notified on quarterly basis. Accordingly, the rates of interest on various small savings schemes for the second quarter of financial year 2016-17, on the basis of the interest compounding/payment built-in in the schemes, shall be as under:

7वें वेतन आयोग ला रहा है अधिक छुट्टियां 


लखनऊ। 7वें वेतन आयोग के लागू होने से जहां एक ओर केंद्रीय कर्मचारियों के वेतन बढ़ेंगे वहीं उनको अधिक छुट्टियां मिल सकेंगी। आइए आपको बताते हैं इससे कर्मचारियों को कितना फरक पड़ेगा।


वर्तमान में केन्द्रीय सरकार के कार्यालयों में 5 डे वर्क का कांसेप्ट है, जिससे हर साल 104 छुट्टियां केंद्र के कर्मचारियों को मिलती हैं। इसके अलावा, वहाँ तीन राष्ट्रीय अवकाश, चौदह राजपत्रित (गजेटेड) अवकाशों और दो प्रतिबंधित छुट्टियां रहती हैं। इसके अलावा, नागरिक सरकार कर्मचारियों को 8 दिन CL (कैजुअल लीव ), 20 दिनों के लिए हाफ PL (आधा वेतन) और 30 दिन की EL (अर्न्डलीव) मिलती है।


CL (कैजुअल लीव)-मौजूदा समय में 8 दिन Cl हर साल केंद्र सरकार के कर्मचारी को दी जाती है। इंडस्ट्रियल कामगारों को 10 दिन, सेना में कार्यरत कर्मचारियों के लिए 20 दिनों और सेना में PBORs के लिए 30 दिनों के लिए दी जाती है। स्टाफ के कुछ अन्य श्रेणियों, विशेष रूप से रेलवे में एक साल में 11 से 13 दिनों के लिए CL दी जाती है। हाल ही में हुई मांगों में CL को बढ़ा कर इंडस्ट्रियल कामगारों को 15 दिन और अन्य कर्मचारियों के लिए 12 दिन करने की अपील की गयी है।


चाइल्ड एडॉप्शन लीव- यह खास तरह की छुट्टी महिला कर्मचारियों को बच्चे गोद लेने पर मिलती है। अगर किसी महिला के दो बच्चों से कम हैं और वह एक वर्ष से कम उम्र के बच्चे की वैध रूप से गोद लेती है तो उसे तुरंत 135 दिनों की छुट्टी दी जाती है।

कम्यूटिड लीव -मौजूदा समय में, इस लीव में हाफ पीएल की आधा वेतन दी जाती है वो भी मेडिकल सर्टिफिकेट के आधार पर। मांग की गयी है कि मेडिकल सर्टिफिकेट की ज़रुरत हटा दी जाए।


सी सी एल (चाइल्ड केयर लीव ) - 6ठें वेतन आयोग में इस लीव को शामिल किया गया था। इसके चलते महिलाएं अपने पूरे कार्यकाल में 2 साल (730 दिन) की छुट्टी नाबालिक बच्चे के पालन के लिए ले सकती हैं। इसे 3 टुकड़ों में लिया जा सकता है। इन छुट्टियों को ज़रुरत मंद ही लें इसके लिए मांग की गयी है कि पहले 365 दिन का 100 प्रतिशत वेतन मिले पर अंतिम 365 दिन में 80 प्रतिशत वेतन दिया जाए। साथ ही जो अकेले पिता हैं उनको भी यह छुट्टी दी जाने की मांग की गयी है।


EL (अर्न्डलीव)-मौजूद्दा समय में सिविलियन कर्मचारियों को 30 दिन और सेना के कर्मचारियों को 60 दिन की EL दी जाती है। मांग की गयी कि EL बचा के रखने की संख्या 300 से 450 और 20 साल की सेवा के बाद 50 प्रतिशत राशि दे दी जाए।



हॉस्पिटल लीव- यह छुट्टी, रेलवे कर्मचारियों को दी जाती है। अगर सरकारी कर्तव्यों के दौरान उन्हें कोई बीमारी या चोट लग जाए। पहले 120 दिनों के लिए पूरा वेतन मिलता है और उसके बाद आधा वेतन। छुट्टी की कुल अवधि 28 महीने से अधिक नहीं है, इसलिए मांग की गयी है कि इसे अनिश्चितकालीन के लिए कर दिया जाए।

पैटरनिटी लीव - बच्चे के होने पर पुरुषों को मिलने वाली 15 दिन की छुट्टी को बढ़ा कर 30 दिन करने की मांग की गयी है।

मैटरनिटी लीव - महिला कर्मचारी के गर्भपति होने पर 180 दिन और 45दिन मिसकैरेज या एबॉर्शन के समय। मांग की गयी है कि 180 दिन से बढ़ा कर इसे पूरी वेतन के साथ 240 दिन कर दिया जाए और 120 दिन के लिए आधे वेतन पर।

स्पेशल डिसेबिलिटी लीव (SL)-मौजूदा समय सरकारी सेवा के दौरान यदि किसी प्रकार की घटना होती है जिससे कर्मचारी अपाहिज की श्रेणी में आता है तो उसे 24 महीने की छुट्टी मिल सकती है। इसमें पहले 120 दिन पूरा वेतन और अन्य दिन आधा वेतन मिलता है। मांग की है की इन्हें पूरा वेतन दिया जाए और 24 महीने की सीमा खत्म की जाए।

Subject: Introduction of single window system for acceptance of proposals for framing/amendment of Recruitment Rules.
The Department of Personnel & Training is considering to introduce a Single Window System to examine the proposals relating to framing/amendment of Recruitment Rules which would help in reducing the time cycle in finalization of proposals relating to RRs and to streamline the processes involved.

2. Further, this Department has also developed an additional feature in the existing on-line system namely Recruitment Rules  Formulation, Amendment & Monitoring System(RRFAMS), which is a web based information system for imparting information regarding_status-of-proposals of_Recruitment Rules received in DoPT. This would enable the Ministries and Departments to get an update on the current status of their proposal relating to framing/amendments of Recruitment Rules referred to DoP&T. A Draft OM to this effect is annexed herewith.

3. Ministries/Departrnents are, therefore, requested to send their comments to dire1-dopt@nic.in on the proposed O.M. positively by 27.6.2016.

Sub: Introduction of single window system for acceptance of proposals for framing/amendment of recruitment rules.
In order to reduce the time cycle in finalisation of proposal relating to framing/amendment of RRs and to streamline the processes involved, it has been decided that henceforth all proposals for framing/amendment of Recruitment Rules (RRs) will be received under single window system.

2. The proposals shall be submitted under the Single Window System on Tuesdays and Thursdays of every week between 10.00 AM to 12.00 Noon. The concerned Under Secretaries of the Administrative Ministry/Department shall attend a meeting with the officers concerned in RR Division of DoP&T on the
scheduled day and time. In case the concerned Nodal Officers are not attending office, then the link officer will receive the proposals. The Ministries/Departments may ensure that all the points indicated in the checklist are fulfilled. A copy of the checklist is enclosed at Annexure-I. The work allocation of RR Division of this Department among the three Units including contact details is enclosed at Annexure-II.
3. Only those proposals which are fulfilling all the requirements of the checklist will be processed for providing comments/approvals.

4. This Department has developed a Web-Based Information System so as to enable the Ministries and Departments to know the current status of consideration /disposal of proposals relating to framing/amendment of Recruitment Rules and Search-cum-Selection Committee. The Departments are requested to visit the
website of DoP&T for ascertaining the status of consideration of proposal. The meeting, if any, fixed by the Department of Personnel & Training to discuss regarding the proposals will also be informed through the system. The Ministries/Departments may continue to follow all the existing instructions on the subject, including consultation with UPSC and Legislative Department.

Frequent asked questions (FAQs) on the issue of residence/domicile and caste/tribe certificates.

Q.1. What is the purpose of issuance of Residence/domicile certificate to the students belonging to SCIST and other than SC/ST while they are studying in Class V/VIII?

Answer: The residence/domicile certificate is to be issued by the concerned authority of State Government/Union Territory to certify that the person bearing the certificate is a domicile/resident of State/Union Territory to whom the certificate being issued. Such certificate is issued as proof of residence to avail domicile/resident quota in educational institutions and in the State/Central Government services and also in the case of jobs where preference to local candidates is available as per Government of India instructions issued from time to time.


Q.2. Who will be eligible to be issued the Residence/Domicile as well as Caste/Tribe certificates

Answer: SC/ST students will be eligible to be issued the Domicile certificate and also Caste/Tribe Certificate, as the case may be.
Other students will be eligible to be issued only the Residence/Domicile certificate.

Q.3. What is the objective behind issuance of residence/domicile certificates and caste/Tribe certificates at School level?

Answer: In order to avoid difficulties faced by the SC/ST students, it has been proposed that “Caste or Tribe Certificate” and also the Domicile certificate may be issued to SC/ST students and only a Residence Certificate may be issued to other than SC/ST students all over the country, while studying in Class V or Class VI”, as an annual exercise. The State Government can choose either Class V or Class VIII to issue this certificate. Once Class V or VIII is chosen, the endeavour should be to issue it to all the students studying in that particular class.

Q.4. Who will assist the students in getting the necessary documents/papers filled as an annual exercise for issue of Residence and also Caste/Tribe certificate?

Answer: The Head Master/Principal of the School in which the students are studying would get the necessary documents/papers filled up from the students studying in Class V/VIII as an annual exercise for issue of Resident and also Caste/Tribe Certificate.

The School Head Master/Principal will get the documents collected  from all the SC and ST students and also other than SC/ST students and arrange to submit them to the relevant State Government authority/revenue authorities for making the requisite certificate.

Q.5. What would be the proposed time frame set up for completing the exercise for issuance of residence/domicile certificates and caste/tribe certificates to the students studying in V/VIII classes?

Answer: A window of two months in September/October or any other time frame decided by the concerned State Government/Union Territory may be allocated /decided for completing this exercise.

Q.6. What is the objective behind the issuance of caste certificates to Scheduled Castes and Scheduled Tribes?

Answer: The main objective of issuance of caste/tribe certificate is to facilitate access of bona-fide candidates belonging to the Scheduled Castes and Scheduled Tribes to the reserved posts and services under the State/Central Government and secure admission in educational institutions and other facilities being provided by the State/Central Government to them.

Q.7. How much time would be taken by the State authorities for issuance of such certificates?

Answer: The concerned Revenue/State Government authorities would scrutinize/verify the documents and issue the relevant certificates preferably within a period of 30 - 60 days.

Q.8. Who would be the custodian of such certificates?

Answer: Once the certificate is made, it may be given to the students in cellophane cover, as far as practicable, though the School authorities and would be kept with the students for safe custody for availing the benefits/concessions and facilities available to the concerned category of students.

It can also be uploaded on E-locker facilities, wherever such facilities are available in the States.

Q.9. How can the authenticity of data be verified

Answer: The State Government may also try to get the information of students fed into the Meta Data to be made online and may link it to Aaadhar enabled data, if feasible. Sincere efforts be made to issue these certificates alongwith Aaadhar Number.

Q.10. What remedy is available to the students if their application for issuance of residence/domicile and caste/tribe certificate is rejected?

Answer: If the application of any student is rejected for issuance of the relevant certificate, the reasons will be provided and provision for one time appeal may be allowed by the State authorities. The procedure for appeal would be decided by the concerned State Government authorities.

Q.11. Who will be responsible where acceptance for SC/ST domicile certificate is mandatorily done through Citizen Services Centres?

Answer: In states where acceptance for SC/ST domicile certificate is mandatorily done only through Citizen Service Centres, it will be the responsibility of the Headmaster of the School for collection of the documents and ensuring that the application is digitally sent to the concerned authorities from the nearest Citizen Service Centres. If there is already a time limit prescribed by the State authorities through executive order or regulation for issuing such certificates, then such time frame may be adhered to.

Q.12.What is the existing procedure for issuing of Scheduled Caste/Scheduled Tribe certificates? Who is the competent authority to issue the same?

Answer: Caste certificates are issued by the concerned State Government authorized authorities. Each State Government/UT administration has laid down its own procedure for issuance of certificates.

Efforts are being made to standardize the format of the certificate as far as possible.

Wherever feasible, efforts be made to issue the certificate in bilingual including the language (s) of the State.

The Central Government accepts the certificates issued by the following authorities on the prescribed format:-

(1) District Magistrate / Additional District Magistrate/Collector/ Deputy Commissioner/Additional Deputy Commissioner/Deputy Collector/1st Class stipendiary Magistrate/Sub Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner.

(2) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate.

(3) Revenue Officer not below the rank of Tehsildar and

(4) Sub-Divisional Officer of the area where the candidate and /or his family normally resides.

Instructions have been issued recently vide O.M.No.36011/1/2012-Estt.(Res.) dated 8th October 2015 providing that where a candidate belonging to a Scheduled Caste, Scheduled Tribe and Other Backward Classes is unable to produce a certificate from any of the prescribed authorities, he/she may be appointed provisionally on the basis of whatever prima-facie proof he/she is able to produce in support of his/her claim subject to his/her furnishing the prescribed certificate within a reasonable time and if there is genuine difficulty in his/her obtaining a certificate, the appointing authority should itself verify his/her claim through the District Magistrate concerned. 

Q.13. What are the points/facts/factors taken into account by the competent authority while issuing residence/ domicile and caste/Tribe certificates?

Answer: The certificate issuing authority should verify and ensure that:

(i) the caste or the tribe to which the candidate claims to belong to is included in the Presidential Orders issued from time to time under Articles 341 and 342 of the Constitution;

(ii) the candidate belongs to the said caste/tribe;

(iii) the candidate ordinarily resides in the concerned State or part of that State etc.
(The term ‘ordinarily resides’ has the same meaning as in section 20 of the Representation of Peoples Act 1950).

Q.14. What is the procedure adopted for verification of antecedents and claims of the applicants before issue of such certificates and how the place of permanent abode of the applicant is ascertained?

Answer: States/UTs have their own procedure for verification of antecedents and claims of the applicants to belong to a Scheduled Caste/Scheduled Tribe including ascertainment of the permanent
residence of the candidates.

Q.15.What are the guidelines that have been issued to the appointing authorities in regard to scrutiny and verification of caste certificates of candidates at the time of their entry into Government service?

Answer: The Government of India has issued instructions regarding scrutiny and verification of the caste certificates of the candidates at the time of initial appointment and promotion against reserved vacancies. This Department re-iterated the instructions vide O.M. No.36011/3/2005-Estt. (Res) dated 9th September 2005.

Subject: Making available publically scores and ranking of candidates in recruitment examinations through portal - reg.



The undersigned is directed to say that the Government has approved the proposal of NITI Aayog for making available publically scores and ranking of candidates in recruitment examinations through portal for increasing access of the unemployed to job opportunities.

2. NITI Aayog is the nodal organisation for pursuing with the Ministries and organisations. The responsibility given to DoPT is to work out the modalities for disclosure of the information as well as development of a portal for uploading the information.

3. ln pursuance of above, DoPT, with the approval of competent authority has worked out the following modalities

(I)

(a) NIC will develop a website “Integrated Information System for Public Recruitment Agencies”;

(b) Web-site will have links to various recruiting agency’s own web pages;

(c) Each recruiting agency will develop its own web page. The Home page will display the details of the recruitment examinations undertaken by them in the past one year and the date of announcement of the final results.

(d) The user can click on the appropriate examination and then a Search Page will be displayed. The Search Page will include display of details of candidate alongwith their rankings and their scores in descending order of rankings. However, search can also specify name of candidates or any specific range of rankings which will then by displayed.

(II) The following details of each candidate will be made available:-

(a) Name of the candidate
(b) Father/Husband’s name
(c) Date of Birth
(d) Category (Gen/SC/STIOBC/PH/Minority)
(e) Male/Female/Transgender
(f) Educational Qualifications
(g) Total Marks obtained in the qualifying examination
(h) Rankings by which the merit is decided
(i) Complete address
(j) E-mail address

(III) The few disclaimers which will have to be clearly put up on the web-portal developed by NIC as well as on the websites of recruiting agencies:-

(i) The authenticity of the data displayed by recruiting agency will be the responsibility of the concerned agency.

(ii) If any other private/public agency undertakes recruitment based on the data/ information so disclosed, the DoPT/concerned Ministry/Department or the recruiting agency will not be responsible for any legal matter emanating out of such process.

(iii) The concerned recruiting agencies are responsible for the sanctity/integrity of the process which will be followed by them.

(iv) Any queries/RTI related to the scores/rankings will be dealt by the PIO of the concerned Recruiting Agency.

(v) Any query/RTI request related to recruitment undertaken by concerned agency using this data/information will be responsibility of the concerned agency undertaking such recruitment.

(IV) As approved by the Government, the candidates will have the option to Opt out of the disclosure scheme. The option of opting out willhave to be taken at the time of filing up the application. This, thus further indicates that the actual implementation can be done only on those examinations for which the application forms will be invited in future. Seeking Option from candidates during the process of conduct of examination may neither be practical nor feasible.

4. Accordingly, D/o Electronics and Information Technology is requested to develop a Central Web Portal through NIC and in consultation with DoPT. All concerned Ministries/Departments/Recruiting Agencies are requested to make necessary arrangements and linking their websites as explained above.

Sub: Simplification in finalizing/amending of Recruitment Rules on cases emerging out of grant of exemption from consultation with UPSC.



The undersigned is directed to say that the process of finalizing/amending of RRs for any post involves consultation with the RR division of DoPT, UPSC and thereafter vetting by the Legislative Department. The matter regarding the need to follow this procedure for carrying out amendments in the RRs for giving effect to the decision of the competent authority exempting certain posts or category of posts from consultation with UPSC, has been reviewed with a view to simplification of the procedure. 

2. All the proposals regarding exemption of posts or category of post from consultation with UPSC are processed after holding prior consultation with UPSC. If there is a disagreement with the views of UPSC, the same is resolved with the approval of the competent authority. After the approval of the competent authority, a notification is also issued exempting posts or category of posts from  consultation with UPSC. Therefore, if  the amendment is limited to incorporation of the provision relating to exemption from consultation with UPSC for which a notification has already been issued by DoP&T, then consultation with RR Division of DOPT and UPSC once again is not considered necessary.

3. The Competent Authority has therefore decided that the process of again consulting DoPT and UPSC for amending the Recruitment Rules (on limited issue of exemption from consultation) is not necessary. The Ministries/Departments may amend column 13 of the Recruitment Rules for effecting the notifications issued by Estt B Division of this Department regarding exemption of certain posts/category of posts from consultation with UPSC after vetting by the Legislative Department. 

4. However, if any other changes are to be made in the RR, then before finalization of the RR, the procedure for consultation with RR Division of DoP&T, UPSC and vetting by Legislative Department may be followed.

Government Doctors Meet Arun Jaitley, Demand Review Of 7th Pay Commission Recommendations

New Delhi:  Government doctors have met Finance Minister Arun Jaitley and demanded revision of the 7th Pay Commission recommendations.

Representatives of the Federation of Resident Doctors Association (FORDA) and JACSDO (Joint Action Council of Service Doctor Organisation) met Mr Jaitley on Monday and put forward their demands saying, the recommendations are "discriminating to doctors".

"The Minister listened to our issues patiently and attentively. He was appraised especially for NPA issue. He showed his concern about our salary being relatively reduced by 7 CPC.



"He assured us that our representation is being directed to Secretary Expenditure for re-evaluation. He also assured, if any concern still remains pending in the matter of NPA (and other issues), it shall be scrutinised and considered by forthcoming 'Anomalies Committee' which shall be appointed hereafter," said FORDA in a statement issued on Tuesday.

FORDA and JACSDO have strongly been opposing the recommendations of the 7th Pay Commission and have written to the Prime Minister and Health Minister.

"When the 7th CPC was constituted we doctors were very hopeful that our demands will be looked after, which is increasing Non-Practising Allowance (NPA) to 40 per cent from existent 25 per cent, instead it has been reduced to 20 per cent.

"The basic pay and NPA were merged together while calculating House Rental Allowance (HRA) earlier, but this has now been omitted and HRA will be calculated only with basic pay resulting in less than the desired salary," said FORDA President Dr Pankaj Solanki.

The doctor's body also demanded uniform pay scales, night shift allowances which currently exists for nursing staff in government hospitals and the formulation of a uniform central residency scheme for the resident doctors of India.

FORDA is an umbrella organisation of 15,000 resident doctors across 41 government hospitals in the capital.

JACSDO represents 11 organised and unorganised Central Health Services (CHS), Indian Railway Medical Services (IRMS), Indian Ordinance Health Services (IOHS), MCD, NDMC, Delhi administration and ESIC. (PTI)

Here's how the 7th Pay Commission can affect your pay, most likely from August 2016!

The 7th pay commission has everything to make a central government employee happy and satisfied! The Commission is most likely to decide on a 30% hike on the basic pay. The minimum basic monthly salary recommended by the Commission was Rs 18000 and a 30% hike will make it to Rs 23500!

The 7th Pay Commission headed by Justice AK Mathur (Vivek Rae, retired IAS Officer; Rathin Roy, economist and Meena Agarwal, Secretary of the Commission are some of the other members of the Commission) had submitted its report to the Finance Minister earlier this year in the month of January. The Commission had suggested several recommendations like 23.55% increase in the pay and allowance, 24% hike for pensioners and OROP (One Rank One Pension) for central government employees and paramilitary personnel.


The exact decision of the Commission is impending. The Empowered Committee of Secretaries (13 member secretary level Committee to review the recommendation of the Pay Commission) is likely to make comparisons between the recommendations of the 7th pay commission and the comments from various stakeholders on the 7th Pay Commission. An Implementation Cell has been created in the Finance Ministry to work as the Secretariat of the Empowered Committee of Secretaries.

A Layman’s Guide to Pay Commission

Pay Commission has been set up by the Government of India, since Independence. The Commission is involved in giving recommendations regarding the salary structure of the Central government employees working in the civil and military divisions. Till date seven pay commissions have been set up for the same purpose.

The announcement for the 7th pay Commission was made on 04 February 2014. While Justice AK Mathur was the head of the Commission, other notable members included Vivek Rae, Dr. Rathin Roy and Meena Agarwal.

What will be the lowest and highest basic salary under 7th Pay Commission?

Under 7th Pay Commission the lowest and highest basic salary are Rs 18000 and Rs 250000, respectively. However the 30% hike will round the figures to Rs 23500 and Rs 325000 respectively. The figures reveal the drastic difference between the salary structure of the 7th Pay Commission with that of the 6th Pay Commission.

When is it likely to be implemented?

As mentioned above, the decision regarding implementation of the 30% hike is impending. However as per the latest reports it is likely to be implemented in August 2016.

What are the other salient features of the 7th Pay Commission?

    Annual increment has been hiked to 3%.
    HRA has been increased to 27%, 18% and 9%, if the DA crosses 50%; and further revision to 30%, 20% and 10%, when DA crosses 100%.
    Introduction of Health Insurance Scheme replacing the Central Government Health Scheme (CGHS).
    Introduction of OROP pension scheme for defence personnel
    Child Care Leave to be granted at 100% of salary for first 365 days and at 80% for next 365 days. CCL to be granted for single male parents.

This has with reference to regulation 6(e) of the PFRDA (Exit and Withdrawals under NPS) Regulation 2015 relating to family pension and transfer of corpus from subscribers NPS account to government nodal office, if the subscriber or the family members of the deceased subscriber avails the benefit of family pension.

The Authority after examining the issue has finalized the policy with respect to transfer of accumulated pension wealth of the subscribers to government and where the subscribers family has availed the additional relief given by the government in the family of family pension Accordingly, the guidelines for processing of such claims are being enclosed herewith for your guidance and implementation of the same.

Therefore, you are advised to intimate to all the accounting formations under the central government, state governments (excluding the states which have clarified that they do not provide the benefit including Punjab & Sikkim) and autonomous bodies falling under theirjurisdiction about the policy guidelines and also the process to be followed

Guidelines for processing of Family Pension cases

Online processing of Withdrawal request in case family pension is provided by the Nodal Office to the claimant(s)/subscriber(s)

1. The family member(s)/subscriber(s) who is/are availing Family Pension from will submit the No objection certificate (Annexure-II) to the concerned Nodal Office.

2. Nodal Office will authenticate the Annexure II.

3. Nodal Office shall fill in the declaration form Annexure I & provide necessary authentications.

4. Nodal Office (first User) will login into CRA system to select the option that the family pension is being/ has been granted to the family members of the deceased subscriber or to the subscriber.

5. Nodal office will enter the details of family member(s)/subscriber(s) into the CRA system to whom the family pension is being given (as mentioned under Annexure II).

6. A new field - Nodal Office bank detail will be enabled. Nodal Office will provide its bank details as per Nodal Office Declaration form (Annexure I).

7. Nodal Office (first User) will submit post entering the complete details.

8. Nodal Office (second User) will authenticate and authorise the said request. Claim ID will get generated on successful submission of Withdrawal request.

9. Nodal Office will print the online form dispatch the same along with duly filled attested both the Annexures - I and II to CRA.

10. On receipt of documents, CRA will initiate the withdrawal request in the CRA system.

11. The accumulated pension wealth, of the particular deceased subscriber or the subscriber (in case of disability) for whom the withdrawal request is raised, will be transferred to the Nodal Office bank account as per the settlement cycle.

To facilitate settlement of pending cases. meetings are being organized regularly by C PAOs with concerned Ministries/Departments/PAOS. In most of the cases details of pensioners are not available with Ministries/Departments/PAOS. Banks are paying pension to these pensioners under KYC norms. Banks CPPCs have been repeatedly requested to provide details of such pensioners to CPAO. The matter has also been taken up with Department of Financial Services.
One of the associations expressed their reservations about the “Nil” pendency shown in the ATR by Department of Ex-servicemen Welfare. However. the association expressed its inability to provide the details of pending PPOs as the association did not maintain data in this regard. Secretary(Pension) directed that representatives of CGDA. Department of Financial Services and Department of Ex-servicemen Welfare be asked to present in the meeting scheduled to be held on 27.10.2015 for
revision of pension.
Ministry of Defence

CGDA Informed that meetings were held with Air Force Pensioners Associations. The list of unrevised PPOs given by them had been looked into and the unrevised PPOs have been revised.
One of the Railway pensioners' association suggested that perception for non-revision of PPO is partly due to the fact that many of the revised PPO are being sent at the addresses where pensioners no longer reside. The association suggested that the revised PPO be sent to pension disbursing bank who can send it to the pensioners.Ministry of Railways
Ministry of Railways has reported ‘Nil‘ pendency.
Department of Telecom informed that the remaining PPOs pertain  to BSNL about which they do not have sufficient Information. Now. they are taking help from Banks to get that information to reach out to remaining pensioners.Department of Telecom
Department of Telecom has intimated that 228 cases are pending.

Department of Posts has reported ‘Nil‘ pendency
Jt. Secretary (Pension) requested all the Ministries/Departments to issue revised authorities for all pending cases before the next SCOVA meeting so that this item could be closed finally.

2.Para 5(ii) of Minutes:- Health Insurance Scheme for  pensioners including those residing in non-CGHS area. Ministry of Health and Family Welfare informed that after consultation with the concerned Departments such as NITI Ayog. Department of Expenditure, Department of Financial Services and the Insurance Companies a scheme for Health Insurance for employees and pensioners been prepared. An EFC Memo in this regard would be circulated to the concerned Department shortly.

One of the Associations suggested that the Medical Insurance Scheme may be extended to CGHS beneficiaries also. so that they could get medical benefits under Insurance Scheme over and above the reimbursement under CGHS.

 Draft EFC Memo was circulated by Ministry of Health and Family Welfare on 08.02.2016. Comments of DoPPW were sent to Ministry of Health and Family Welfare on 26.02.2016. Further comments have been sent by DoPPW vide OM dated 30.05.2016 on the observations made by Ministry of Health and Family employees and pensioners has Welfare on 02.05.2016.

Final EFC Note will be circulated by Ministry of Health and Family Welfare once the comments/approval of all the concerned Ministries/Departments is received.
3. Para 5(iii) of Minutes:- Special ’higher’ Family Pension for the widows of disabled pensioners who have invalided  out of service. It was clarified by the-Association that the matter pertained only to widows of disabled war veterans who have been invalided out of service and not to widows of the others disabled pensioners. It was decided that Department of Ex-Servicemen Welfare will have a relook and take a decision at an appropriate level in consultation with CGDA at the earliest.

The proposal was examined by Ministry of Defence in consultation with Department of Expenditure. The latter did not agree to the same.
4. Para 5(iv) of Minutes:-

Extension of CGHS facilities to P&T Pensioners
 
One of the Pensioners' Association stated that with the dismissal of the SLPs by the Hon'ble Supreme Court on 22-8-2014. the issue has attained finality, and therefore withdrawal of OMS dated 1.8.96 and 05.06.98 must be expedited to pave the way for extension of CGHS facility to P&T Pensioners.

Ministry of Health and Family Welfare informed that a proposal regarding extension of CGHS facility to all P&T pensioners at par with other Government pensioners has been forwarded for approval of Department of Expenditure. Department of Expenditure was advised to expedite their decision in this regard.

7th CPC has recommended that all Postal Pensioners should be covered under CGHS'. Department of Expenditure has advised Ministry of Health and Family Welfare to link the issue with processing of Report of 7th CPC and await the decision on the same.
5. Para 5(v) of Minutes:-

Anomaly in fixation of pension to DoT employees absorbed in BSNL, who retired between 01.10.2000 and 31.07.2001
It was informed that a proposal was sent by DOT to DoPPW on 24.04.2015 and a formulation was suggested by DoPPW on 26.06.2015.The case was thereafter referred by DOT to Department of Expenditure. Department of Expenditure sought some clarification/information on 17.09.2015 which are being obtained by DoT from concerned Departments/ Agencies. DOT was asked to finalise their proposal by 31.10.2015.

Based on some queries of Department of Expenditure. Department of Telecom sought further clarification. This was furnished to Department of Telecom on 11.12.2015. No further response has been received from DoT despite reminders dated 18.02.2016.29.04.2016 and 26.05.2016.

6.Para 5(vi) of Minutes:-

Merger of 78.2% IDA with basic pension benefit to the absorbed BSNL Pensioners.
Department of Telecom informed that a draft Cabinet Note was circulated on 16.06.2015 and comments of DoPPW were conveyed to DOT on 06.07.2015.Comments/Views from other Ministries/Departments have also been received. However, some queries have been raised by Department of Expenditure and the information/inputs on same are being collected for furnishing
the same to Department of Expenditure. DOT were asked to send the reply to Department of Expenditure by 31.10.2015.

It was informed that orders of Hon‘ble Supreme Court’s have been complied with vide DoPPW OM No. 38/37/08-P&PW(A) dated 30.07.2015. It was informed that the proposal for revision of disability pension under EOP Rules has been referred to Ministry of Finance separately. as the formula for disability pension is different from that of normal pension.

In this regard DoPPW has issued ()M No. 45/3/2008-P&PW(F) dated 29.04.2016 which gives the benefit w.e.f  01.01.2016 corresponding to OM dated 30.07.2015 issued in the case of ordinary pensioners. The file for further revision of disability pension corresponding to the OM dated 06.04.2016 (issued in the case of ordinary pensioners) has been referred to Department of Expenditure on 30.05.2016.
9.Para 5(x) of Minutes:-

Issues relating to CGHS:-

(A) Opening of CGHS Dispensary in Srinagar.
Ministry of Health and Family Welfare informed that the request for opening of dispensary in Srinagar has been regretted as the CGHS resources fully committed as of now. Secretary(Pension) stated that he would take up the matter again with Secretary (Health).

In the review meeting held on 26.02.2016. Ministry of Health and Family Welfare informed that P&T dispensary at Jammu has been merged with CGHS dispensary and the erstwhile P&T dispensary is lying inoperative. It was suggested to Ministry of Health and Family Welfare to consider the shifting of
non-operational dispensary of Jammu to Srinagar. Ministry of Health and Welfare on 22.06.2016 informed that the proposal for opening of a Wellness Centre at Srinagar is under submission.
(B) Provision of additional at CGHS Wellness Centre Jammu and computerization of Jammu Centre.Ministry of Health and Family Welfare informed that there are 2 doctors posted at CGHS Wellness Centre. Jammu. one on deputation from J&K Health Department and other is a retiree from J&K Health Department. Regarding computerization of  Wellness Centre at Jammu. the payment has been made to BSNL for installing 4 Mbps lease line and approval has been conveyed to start CGHS application in Jammu using their existing Broad Band connectivity.

2 doctors have already been posted at Jammu Wellness Centre and the computerization of Jammu Wellness Centre has been completed.
10 Para 5(txi) of Minutes :-
Extension of CGHS facilities to retired BSNL employees-Issue of follow up orders by the Ministry of Health and Family Welfare and fixation of rates of contribution and ward entitlement by Department of Telecom.
The Department of Telecom Department of Telecom informed that the matter was being examined anda proposal in this regard is being submitted for approval of competent authority  to take up the case further with Ministry of Health and Family Welfare. Department of Telecom was asked to finalise their proposal quickly and send it to Ministry of Health and Family Welfare by3l.10.2015.

Department of Telecom funished the requisite information regarding criteria to be followed in drawing CDA/IDA pension for deciding contribution and ward entitlement to Ministry of Health and Family Welfare on 18.11.2015.

contributions and ward entitlement for issuance of CGHS cards to the eligible BSNL/MTNL pensioners
11.SI. No(27.2) :-
Extension of the benefits of DoPPW OM No. 38/37/08- P&PW(A) dated 28.01.2013 read with OM date 30.07.2015 to pre-2006 pensioners with less than 33 years of service.
 It was informed that the matter was under examination in the wake of orders dated 26.08.2015 of Hon’ble Supreme Court in a Review Petition filed by the Government in the case of M.O.Inasu.

12.SI.7Ho(2-7.3) :-

Opening/ Extension/ Repair of Dispensaries at following stations: (a) Chandigarh,

Considering-The number of CGHS card holders in Chandigarh, which is much more than the prescribed norms, Ministry of Health & Family Welfare agreed that they would re-examine the case for additional dispensary/staff at Chandigarh.Ministry of Health and Family Welfare

In the review meeting on 26.02.2016. Ministry of Health and Family Welfare informed that they are examining the proposed of opening of CGHS dispensary at Chandigarh/Mohali/Panchkula. The response of Ministry of Health and Family Welfare is awaited.
(b) AmbarnathThe renovation work for CGHS Wellness Centre in Ambarnath, Maharashtra. is in progress since
April, 2015.

13. SLNO (27.4):-
Issues relating to CGHS Dispensary at Dehradun, Uttarakhand.

Regarding issues related to CGHS Dispensary Dehradun. following action has been taken:-
(a) Regular appointment of Grp C& D staff.(a) The process to appoint regular staff has now been initiated.(a) The process of appointment of regular staff has been initiated.
(b) Opening of Ayurvedic/ Homeopathic and Sidda Dispensary.(b) There are only 85 AYUSH dispensaries in CGHS. The feasibility of opening one at Dehra Dun would be examined.(b) The proposal was not agreed to due to resource constraints.
(c) Delegation of power of Additional Director, CGHS at Dehradun to sanction Medical Reimbursement Claims(MRCs)(c) There is no post of Regional Director under CGHS. even at Chandigarh. However. there is post of Additional Director, CGHS at Dehradun and has been filled up by a regular incumbent. The question of delegating powers for sanctioning Medical Reimbursement Claims to Addl. Director Dehradun would be examined.

DoPT informed that there are legal and financial aspects involved and the matter is being examined. DoPT was advised to expedite the decision in this respect

Prior to revision ofthe rates of subscription and entitlement of wards under CGHS with effect from 1st June 2009 vide MoH&FW O.M.No.S-11011/2/2008-CGHS(P) dated 20/5/2009. Pensioners had an option to choose payment of CGHS Contribution / ward entitlement based either on last pay drawn or their pension. Pensioners who had opted for payment of subscription based on their pension got lower entitlement of ward than the entitlement based on their last basic pay. Consequent upon implementation of revised pay bands under 6th CPC, the rate of CGHS subscription was revised to be based on the grade pay and the ward entitlement on the pay in pay band that the pensioner would have drawn but for retirement. The revised rates were introduced w.e.l‘ 1-6-2009. Pensioners entitled for higher wards based on their notional pay in pay band continue to be eligible for lower ward entitlement since they
had opted for determination of their entitlement based on their pension at the time of their retirement/admission to Co1 18. It is therefore. requested that a onetime option may be allowed to pre-1-6-2009 pensioners to opt for redetermination of their ward entitlement based on their notional pay in pay band. which would make them eligible for higher wards in Private Hospitals empanelled under CGHS.

(28.2)Issues relating to CGHS Wellness Centre, Dehradun

(A) Posting of two Doctors at CGHS Millan Vihar, Dehradun:-


Posting of two Doctors at CGHS Milan Vihar. Dehradun against the vacancies on account of retirement of one doctor on 30.01.2016 and posting ol‘CMO l/C against the post of Additional Director. CGHS. Dehradun(Addl. Charge).

(B) Appointment of specialist/super specialist i.e. Cardiologist. E.N.T.. Eye. and Gynecologist for a limited hours two days a week.

(C) Action taken on recommendations of Committee of Official of Ministry of Health & Family Welfare and DoPPW which visited Dehradun on 28.08.2014 is not known.

(D) Merger of Survey of India Dispensary in CGHS on the same line as P&T dispensary.


The Survey of India has two dispensaries with 8 doctors and the average daily beneficiaries are 200. Whereas the CGHS cardholders are 7917 and total beneficiaries are 18796. If the Survey of India Dispensary is merged with CGHS. Dehradun. then the services of available doctors could be better utilised

(28.3)Issues related to CGHS Wellness Centre, Noida

(A) The Computers. printers. water coolers. generator etc. are not in proper workable condition. Also there is no AMC for any item.

(B) The funds for maintenance CGHS Wellness Centre Building are allotted late to CPWD. The maintenance of dispensary starts in October/November whereas the fund are allotted for the whole financial year.

(C) There are vacant posts at every level. It is requested fill these vacant posts soon.

(28.4) Conversion of Postal Dispensary at Cantt. Road, Cuttack to CGHS Wellness Centre.

It is been requested to the Ministry to convert present Postal dispensary located at Cantonment Road. Cuttack to CGHS Wellness Centre. Out of 52 such dispensaries only 19 have been merged with CGHS dispensary. The CGHS Wellness Center located in Kharavela Nagar. Bhubaneswar is overflowing with patients belonging to Cuttack (30 kms away). Therefore, conversion of Postal Dispensary situated at Cantonment Road. Cuttack may be prioritized.

(28.5)Stoppage of Recover of wrongful/excess payments from Railway pensioners.

In the light of the judgment of the Hon‘ble Supreme Court DoPT vide their OM No. 18/26/2011-Estt(Pay-I) dated 6th February, 2014 advised to the Ministries/Departments to deal with the issue of wrongful/excess payments on specific guidelines. The N.F. Railway authorities are denying to carry out the said order with the plea of non-availability of any such order from the Railway Board.

(28.6) Full pension to Pre-2006 pensioners with less than 33 years of service:-

The minimum pension as ordered in OM No. 38/37/08 P&PW(A) dated 28-01-2013 read with the OM of even No. dated 30-07-2015 envisages a proportionate reduction if the service is less than 33 years. This proportionate reduction has been struck down by the Hon’ble Supreme Court and a judicial finality is reached with the decrees in RP(C) No. 2565/2015 in SLP(C) No. 6567/2015. But formal OM based on orders of the Supreme Court have not been issued so far. As per the minutes of last SCOVA meeting held on 13-10-2015 (Item 27.2). it was under process. But. even after a lapse of 5 months the formal orders are to come.

(28.7) Delay in commencement of family pension to spouse on death of pensioner.

"Joint Account with spouse" system was introduced with a View among other things, to avoid delay in commencement of payment of family pension after the death of pensioner even after having joint account. It has been observed that in most of the cases commencement of payment of family pension takes 4/5 months after submission of death certificate of pension to the bank. Moreover. recovery for excess credit of pension and adjustment of family pension for the intervening period are done by the Banks in a cryptic manner and not in a transparent way. CPAO may be requested to suitably advise the Banks to arrange payment of family pension within a month of submission of death certificate and indicating details of transaction for the intervening period.

(28.8)Payment of (i) Restoration of commutation amount and (ii) Additional Pension on attaining the age of 80 years should be streamlined by the Banks:

As a practice the disbursing banks pay these amounts months after submission of claim by the pensioner. It is pointed out that the date of restoration of commuted amount normally indicated in the PPO. In exceptional cases. where it is not mentioned. the same should be restored after 15 years of retirement or date of payment of commutation value.

In respect of payment of additional pension. it depends on the date of birth of the pensioner. which is available in the PPO. In cases of payment of additional pension to family pensioner where the same is not recorded in the PPO. the family pensioner has to submit the documentary evidence in support of date of birth when required.

When required information are available in the PPO. the disbursing Bank should take action suo-moto for payment without waiting for the pensioner to apply except in the case of family pensioners as pointed out earlier. Therefore, those payments should be arranged by the Banks as and when due without requiring the pensioners to submit application as is the present practice of the Banks.

It has been decided that the holidays as specified in the Annexure-I to this O.M.will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2017. In addition, each employees will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure-II.

2. Central Government Administrative Offices located outside Delhi/New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:

3.1 In addition to the above 14 Compulsory holidays mentioned in para 2, three holidays shall be decided from the list indicated below by the Central Government Employees Welfare coordination committee in the State Capitals, if necessary, in consultation with Coordination Committees at other places in the State. The final list applicable uniformly to all Central Government offices within the concerned state shall be notified accordingly and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.

3.2. No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festivals falling on the same day.

4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.

5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu’l Fitr, Idu’l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi (DCP, Special Branch, Delhi Police).

5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Idu’l Fitr, Idu’l Zuha, Muharram and Id-e-Milad.

5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through P.I .B /T.V. /A.I.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.

6. During 2017, Diwali (Deepavali) falls on Thursday , October 19, 2017 (Ashvina 28). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on “Narakachaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on- “Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.

7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2017, subject to para 3.2 above.

8. Union Territory Administrations shall decide the list of holidays in terms of Instructions issued in this regard by the Ministry of Home Affairs.

9. In respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department’s O.M. No.12/5/2002-JCA dated 17th December, 2002. In other words, they will have the option to select 11(Eleven) holidays of their own only after including in the list, three National Holidays and Mahavir Jayanti, Id-ulZuha (Bakrid), Vijay Dashmi, Muharram, Guru Nanak Birthday and Miladun-Nabi(Id-e-Milad (Birthday of Prophet Mohammad) included in the list of compulsory holidays and falling on day of weekly off.

10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.

7th Pay Commission: Rs 70,000 cr allocated for its implementation in Budget 2016

7th pay Commission: “We have provisioned for around 60-70 per cent of the total burden that was talked about,” a finance ministry official said.

Around Rs 70,000 crore has been provisioned in the Union Budget 2016-17 for the implementation of the Seventh Pay Commission for government employees, a finance ministry official said.

While there’s no explicit overall provision number, the government had said the Seventh Pay Commission hike has been built in as interim allocation for different ministries.

“We have provisioned for around 60-70 per cent of the total burden that was talked about,” a finance ministry official said.



The Budget document states that “the implementation of the Seventh Pay Commission due from January 1, 2016 is to be implemented during 2016-17 fiscal as also the revised One Rank One Pension (OROP)scheme for Defence services.”

The finance ministry has provisioned for this in the Demands for Grants for individual departments and ministries. It is built into and subsumed into those allocations.

In January, the government had set up a high-powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the Seventh Pay Commission, which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.

The Empowered Committee of Secretaries will function as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.

Faced with the burden of Pay Commission recommendations, there were concerns on whether the government would be able to stick to the fiscal deficit target of 3.9 per cent for 2016-17.

However, in Budget Union Finance Minister Arun Jaitley removed all doubts and promised to adhere to the fiscal consolidation roadmap and stick to the 3.9 per cent deficit target.

Cabinet May Decide On 7th Pay Commission On Wednesday

The Cabinet is likely to take up Seventh Pay Commission recommendations for government employees on June 29.

Implementation of new pay scales recommended by the 7th Pay Commission is estimated to put an additional burden of Rs 1.02 lakh crore on the exchequer annually.



Finance Minister Arun Jaitley had in his Budget for 2016-17 provisioned Rs 70,000 crore towards Seventh Pay Commission awards, which is around 60 per cent of the incremental expenditure on salaries.

The Pay Commission's recommendations are due from January 1, 2016.

The central government constitutes the pay commission every 10 years to revise the pay scales of its employees. The Commission was set up by the UPA government in February 2014 to revise remuneration of about 48 lakh central government employees and 55 lakh pensioners.

केंद्रीय कर्मचारियों की सैलरी में जल्द इजाफा हो सकता है. कर्मचारियों की सैलरी 15 से 20 फीसदी तक बढ़ने की संभावना है. पीएम ने इस संबंध में वित्त मंत्रालय से सातवें वेतन आयोग की रिपोर्ट मांगी है. कैबिनेट बैठक में इस पर फैसला किया जा सकता है.



सूत्रों ने बताया कि 29 जून को होने वाली कैबिनेट बैठक में इस रिपोर्ट पर चर्चा हो सकती है. इसमें मोदी सरकार 7वें वेतन आयोग की सिफारिशों को मंजूरी दे सकती है. इससे 98.4 लाख से ज्यादा केंद्रीय कर्मचारियों को फायदा मिलेगा. इसमें 52 लाख पेंशनभोगी भी शामिल हैं.


जनवरी में सरकार ने कैबिनेट सचिव पी.के. सिन्हा की अध्यक्षता में सातवें वेतन आयोग की सिफारिशों पर प्रक्रिया के लिए एक उच्चस्तरीय समिति का गठन किया था. सूत्रों के अनुसार, मोदी सरकार जल्दी ही आयोग की सिफारिशों को मंजूरी दे सकती है.

The 7th Pay Commission report will be effective from January 1, and the Cabinet will decide if the arrears for the six months have to be paid in one go or in installments.



The Union Cabinet on Wednesday approved the recommendations made by the 7th pay commission.
The approval, which will be made public soon, is likely to see a higher increase in the basic pay than the nearly 15 per cent recommended by the 7th Pay Commission for over 1 crore government employees and pensioners.

The pay panel had in November last year recommended 14.27 per cent hike in basic pay at junior levels, the lowest in 70 years. The previous 6th Pay Commission had recommended a 20 per cent hike which the government doubled while implementing it in 2008.

After considering the increase proposed in allowances, the hike in remunerations comes to 23.55 per cent.

The 7th Pay Commission report will be effective from January 1, he said, adding that the Cabinet will decide if the arrears for the six months have to be paid in one go or in installments. (Indian Express)

कैबिनेट ने सातवें वेतन आयोग की सिफारिशों से अधिक वेतनमान देने की मंजूरी दी

प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय कैबिनेट की बैठक में सातवें वेतन आयोग की सिफारिशों को मंजूरी दे दी गयी. कैबिनेट ने सिफारिशों से अधिक वेतनमान देने की मंजूरी दी है.

यह बढ़ा वेतनमान 1 जनवरी 2016 से लागू होगा. अब करीब 15-25 दिनों में सभी विभाग अपने अपने कर्मचारियों के वेतनमान तय कर लेंगे. वेतन वृद्धि के ऐलान के बाद 50 लाख सरकारी कर्मचारी और 58 लाख पेंशनधारियों को फायदा मिलेगा.


सरकार ने भत्ता सहित औसतन 23.55 प्रतिशत वेतन वृद्धि की सिफारिश की है. 

गौरतलब है कमीशन ने 23.55 प्रतिशत औसत सेलरी, भत्ता व पेंशन बढ़ाने की सिफारिश की थी. यानी सातवें वेतन आयोग की सिफारिशें में प्रस्तावित भत्तों को जोड़ दिया जाये तो सिफारिश के अनुसार, वेतन में 23.55 प्रतिशत की वृद्धि करने की सिफारिश की गयी थी.
सातवें वेतन आयोग ने जूनियर लेवल के केंद्रीय कर्मचारियों के बेसिक वेतन में 14.27 प्रतिशत वृद्धि की सिफारिश की थी. यह सिफारिश 70 साल के इतिहास में सबसे कम बतायी जा रही थी. इससे पहले छठे वेतन आयोग ने 20 प्रतिशत बढ़ोत्तरी की सिफारिश की थी, पर 2008 में सरकार ने इसे लागू करते समय दोगुणी वृद्धि की गयी थी.

सातवें वेतन आयोग के अध्यक्ष सेवानिवृत्त न्यायाधीश एके माथुर थे. 900 पन्नों की सातवें वेतन आयोग की रिपोर्ट सेवानिवृत्त न्यायाधीश एके माथुर ने नवंबर 2015 में वित्तमंत्री अरुण जेटली को सैंपी थी. इसके बाद जनवरी में सरकार ने कैबिनेट सचिव पीएके सिन्हा की अध्यक्षता में एक अधिकार प्राप्त समिति का गठन इस रिपोर्ट की जांच करने के लिए किया था.

इससे पहले सातवें वेतन आयोग ने अपनी रिपोर्ट में सरकारी कर्मचारियों की बेसिक सैलरी में 14.27 फीसदी बढ़ोत्तरी की सिफारिश की थी.

आरबीआई ने एक आकलन में अप्रैल में कहा था कि अगर आयोग की रिपोर्ट को ऐसे ही लागू किया गया तो 1.5 फीसदी महंगाई बढ़ जाएगी. वैसे कैबिनेट बैठक में शॉप एंड एस्टैब्लिसमैंट बिल पर चर्चा हुई है.

साथ ही आयोग ने एंट्री लेवल सैलरी 7,000 रुपये प्रति महीने से बढ़ाकर 18,000 रुपये प्रति महीने करने का प्रस्ताव सरकार के सामने रखा.

New Delhi, June 29: Union Cabinet has cleared the revised recommendations of 7th Pay Commission. The final CPC report has reportedly disappointed the armed forces, as the Empowered Committee of Secretaries has failed to incorporate their demands. Defence Minister Manohar Parrikar has attempted to reconcile the voices of dissent propping up.



“We had pushed forward their demands with full force. Some of them have been accepted. Some haven’t been taken. The Finance Ministry will look into it,” he said.


Former Chief of Army Staff, General Roy Chowdhury lashed out at the Secretaries Panel for failing to do justice with the defence personnels. The Uniform Pay Matrix has not been taken into account. The ‘Allowances’ have not been brought at par with civilian employees. The much-awaited demand of parity in disability allowance have also been ignored.

The various anomalies in fixation of pay and pensions has created a discontent within the armed forces and ex-servicemen. By not implementing the Uniform Pay Matrix, government has allowed the Defence Pay Matric to be restricted to 24 pay levels, whereas, the bureaucratic pay level is 40. This not only stagnates the salary hike after 31 years of service, but decreases the pension amount by at least Rs 20,000 as compared to civilian employees.

Similarly, the parity in allowances between uniformed forces and civilian employees was a long pending demand. A CAPF DIG posted Leh gets Rs 57,000 in form of allowances. But a brigadier gets only Rs 17,000. The disability pension for Additional Secreatry is Rs 60,000, but for a Lt General, it is only Rs 27,000.

सातवें पे कमिशन को लेकर 5 मिथ, जिन्हें जानना आपके लिए बेहद जरूरी है..

नई दिल्ली: सातवें वेतन आयोग को सरकार की ओर से मंजूरी मिल गई है। सैलरी में बढ़ोतरी 20 से 25 फीसदी के बीच होगी। सूत्रों के अनुसार, कैबिनेट ने सातवें वेतन आयोग की सिफारिशों से ज्यादा वेतनमान देने की मंजूरी दी है। हममें से कुछ इस बात को लेकर खुश हैं कि उनकी या उनके पारिवारिक सदस्यों की महीनेवार आय में बेतहाशा वृद्धि होने जा रही है, जबकि कुछ इस बाबत रश्क में हैं कि सरकार अपने अंडर में काम करने वाले बाबुओं, अधिकारियों, निदेशकों आदि की सैलरी बेतहाशा बढ़ा देती है। लेकिन, क्या वाकई ये बढ़ोतरी बेतहाशा और बेलगाम होती है? क्या वाकई सरकार के अंडर में काम करने वाला हरेक कर्मी अब रुपयों के ढेर पर बैठा होगा? जबकि, गैर सरकारी कर्मी सालाना मुद्रास्फीति और नौकरी की असुरक्षा के तहत मरता-पिसता रहेगा?


यदि आप भी ऐसा ही सोचते रहे हैं.. तो आइए कुछ चीजें समझें जिन पर अक्सर लोग संशय में देखे जाते हैं :

1. किस व्यक्ति की सैलरी कितनी बढ़ेगी, यह इस बात पर भी निर्भर करता है कि वह कितने समय से उस नौकरी में है और किस ग्रेड पर है। साथ ही, जिस ग्रेड में वह है, उसमें वह कब से है कितने सालों से है। जरूरी नहीं है कि किसी एक पद वाले प्रत्येक व्यक्ति की सैलरी एकदम बराबर ही बढ़े। यह उसके नौकरी के टेन्यौर जैसी अन्य कई अहम बातों पर भी निर्भर करता है। यह बढ़ोतरी हरेक के लिए अलग अलग कैलकुलेशन पर होगी।

2. वह व्यक्ति जो सरकारी मकान में रह रहा है, उसकी महीनेवार ड्रॉ होने वाली सैलरी में होने वाला इजाफा उस व्यक्ति की तुलना में कम होगा जोकि सरकारी मकान में नहीं रह रहा है। सरकारी मकान सैलरी पर असर एचआरए यानी हाउस रेंट अलाउंस के चलते पड़ेगा। जिस व्यक्ति ने रहने के लिए सरकार से हाउस लिया हुआ है जाहिर तौर पर उसकी सैलरी जो उसे महीनेवार मिलेगी, उसमें एचआरए का कंपोनेंट शामिल नहीं होगा।

3. इसी प्रकार से ट्रांसपोर्ट अलाउंस के चलते भी सैलरी पर असर पड़ेगा और इस मामले में भी कमोबेश एचआरए जैसा तर्क ही लागू होगा। डायरेक्टर या उससे ऊपर के ग्रेड के कर्मियों को यदि सरकार द्वारा घर से दफ्तर और दफ्तर से घर जाने के लिए गाड़ी दी जाती है तो उसके द्वारा हर महीने ड्रॉ की जाने वाली सैलरी के कंपोनेंट में ट्रांसपोर्ट कंपोनेंट में होने वाली वृद्धि शामिल नहीं होगी। जबकि जो व्यक्ति सरकारी गाड़ी का (यह सुविधा) नहीं कर रहा है तो उसे यह पैसा जरूर मिलेगा। तब निश्चित तौर पर उसकी महीनेवाल उठाई जाने वाली सैलरी अधिक बनेगी।

4. इसके अलावा एक बात यह भी है कि सैलरी का एक खास कंपोनेंट एचआरए इस बात से भी तय होता है कि आप किस शहर में रह रहे हैं। दिल्ली मुंबई जैसे शहरों में एचआरए का प्रतिशत निश्चित तौर पर लखनऊ कानपुर से कम है। ऐसे में टायर टू और टायर 3 सिटीज़ के सरकारी कर्मियों की सैलरी में अन्य बातें समान होने के बावजूद इस एक कारण से ऊंच-नीच हो सकती है।

5. यदि 1 लाख रुपए महीने की सैलरी में वह 75 हजार रुपए महीने ड्रॉ करता था तो यह जरूरी नहीं है कि सैलरी 2 लाख रुपए महीने की सैलरी में वह 1 लाख 75 हजार रुपए ड्रॉ करेगा क्योंकि जिस हिसाब से उसकी सैलरी बढ़ेगी, उस हिसाब से वह बढ़े हुए टैक्स स्लैब में भी आएगा जिसके चलते उसकी इनकम टैक्स पहले की तुलना में अधिक कटेगा।

एक मोटा मोटी बात यह बता दें कि सरकारी कर्मचारियों की सैलरी और भत्तों पर रिपोर्ट बनाने के लिए वेतन आयोग बनाया गया है। इसका काम हर दसवें साल में सरकारी कर्मियों की सैलरी और भत्तों की समीक्षा करके सिफारिशें सरकार को देना होता है जिसके आधार पर यह फैसला लिया जाता है कि उन्हें कितना इंक्रीमेंट दिया जाएगा।
