Sub: Encashment of Leave on Average Pay along with All India Leave Travel Concession (AILTC) in block of four years (i.e. 2018-2021 onwards) on surrender of Privilege Passes (PP).

In terms of the instructions issued vide Board’s letter No.E(W)2017/PS 5-1/3 dated 10.09.2018, railway employees have been allowed the facility of All India LTC facility in accordance with the Central Civil Services (Leave Travel Concession) Rules, 1988. As Leave encashment of 10 days EL is allowed alongwith LTC on civil side, the matter of allowing encashment of upto 10 days LAP to Railway employees availing AILTC as per the aforesaid orders dated 10.09.2018 has been under consideration of the Board.

2. The Board, after due consideration, has decided that since the Railway employees have been allowed optional AILTC in accordance with the Central Civil Services (Leave Travel Concession) Rules, 1988, Railway servants availing the facility of AILTC in terms of Board;s instructions dated 10.09.2018 mentioned in para 1 above may also be allowed to encash LAP upto 10 days.

3. In terms of para (ix) of the Department of Personnel & Training’s O.M. No.31011/15/2017 dated 27.03.2018, in case of the Government employees whose spouse is working in Railways, want to avail All India LTC, either independently or with family members, then he/she/they may be allowed subject to the condition of surrendering privilege passes admissible in that calendar year for him/her/them and an undertaking in this regard shall be given by the Government servant to his office.

4. In the cases mentioned in para 3, too, the spouse of the Government employees working in Railways may be allowed to avail encashment of leave upto 10 days on the All India LTC availed by the Government employee in terms of para 2(ix) of DOP&T’s O.M. dated 27.03.2018 mentioned above.

5. All the other existing laid down conditions on encashment of LAP shall remain the same.

Consumer Price Index for Industrial Workers (CPI-IW) - September, 2018

The All-India CPI-IW for September, 2018 remained stationary at 301 (three hundred and one). On l-month percentage change, it remained static between August, 2018 and September, 2018 and it was also static between the corresponding months of previous year.

The maximum downward pressure to the change in current index came from Food group contributing (-) 0.75 percentage points to the total change. At item level, Groundnut Oil, Eggs (Hen), Fish Fresh, Poultry (Chicken), Onion, French Beans, Gourd, Lady Finger, Potato, Tomato, Apple, Coconut, Sugar, etc. are responsible for the decrease in index. However, this decrease was checked by Rice, Wheat, Wheat Atta, Cauliflower, Peas, Banana, Tea (Readymade), Electricity Charges, Doctor’s Fee, Bus Fare, Petrol, Flowers/Flower Garlands, etc., putting upward pressure on the index.

The year-on-year inflation based on CPI-IW remained stationary at 5.61 per cent between August and September, 2018 as compared to 2.89 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 0.00 per cent against (-) 0.32 per cent of the previous month and 1.30 per cent during the corresponding month of the previous year.

At centre level Puducherry reported the maximum decrease of 9 points followed by Goa (7 points). Among others, 5 points decrease was observed in 3 centres, 3 points in 4 centres, 2 points in 3 centres and 1 point in 11 centres. On the contrary, Jharia recorded a maximum increase of 6 points followed by Nagpur (5 points). Among others, 4 points increase was observed in 2 centres, 3 points in 2 centres, 2 points in 11 centres and 1 point in 14 centres. Rest of the 24 centres’ indices remained stationary. The indices of 37 centres are above All-India Index and 41 centres’ indices are below national average.

The next issue of CPI-IW for the month of October, 2018 will be released on Friday, 30th November, 2018. The same will also be available on the office website www.labourbureaunew.gov.in.

Consequent to implementation of recommendations of 7th CPC, various references have been received from Zonal Railways regarding admissibility of Charge Allowance in the CPC pay structure and grant of benefits like DA, HRA etc. on the same.

2. In this context, it is informed that the issue of admissibility of Charge Allowance in 7th CPC pay structure is presently under examination in Department of Personnel and Training. 

3. In view of the same, it is informed that any clarifications regarding Charge Allowance can only be issued by Board’s office once guidelines in this matter are issued by DoPT.

Keeping in view the difficulties being experienced by Zonal Railways due to vacant posts of Gazette Officers and with reference to letter at (1) above, Board (MS, FC & CRB) have approved re-engagement of retired officers in Junior Scale (only) as consultant in exigencies of the services against the vacant posts, with following conditions: 
  1. General Managers are empowered to re-engage the retired officers. 
  2. The Terms of Reference (TOR) of the work to be assigned shall be prepared and approved by GM and same shall be advertised as part of the application. 
  3. Railway shall give publicity to such re-engagement, by publishing such requirements on Railway website with the eligibility criteria & application form. 
  4. Suitability/Competency of the retired officer shall be adjudged before such re-engagement by a committee of three PHODs/CHODs/SAG as appointed by GM. 
  5. While re-engaging such officers, medical fitness of the appropriate category shall be obtained from the designated authorities as per existing practices. 
  6. The period of engagement shall be initially for one year and further extendable as per requirement. 
  7. Maximum age limit of the re-engagement shall be 65 years. 
  8. The engagement of consultant shall not be considered as a case of re-employment. 
  9. 12 days leave in a calendar year on pro-rata basis is admissible. 
  10. Re-engaged officer shall not be entitled for requisites such as HRA, CCA, Transport Allowance, Residential accommodation, etc. However, when required to travel in connection with official work, TA/DA admissible to regular employee working in the same Grade will be admissible. 
  11. The designation shall be consultant followed by (trade name) i.e Officer appointed against the post of ADEN may be designated as Consultant (Engg.) 
  12. Re-engaged officer shall be given the responsibilities like inspections, supervision, drawings, etc. 
  13. Re-engaged officer shall not be made in charge of the unit like Branch Officer in the Division or independent in charge in the Construction unit. 
  14. Re-engaged officer shall not be given the financial and D&AR powers and shall not be authorized to issue any safety certificate. 
  15. The consultant shall not divulge any information gathered by him/her during the period of assignment related to the organization to anyone who is not authorized to know/have the same. 
  16. Re-engaged officer shall be discharged immediately on joining of selected candidate(s) from UPSC or departmental selection or as per the recommendation of PHOD/CHOD concerned. 
  17. Monthly remuneration of a retired officers being re-engaged be determined by reducing Pension-from his/her last pay drawn (i.e. Basic Pay +DA). 
  18. This scheme is experimental in nature and is valid for two years from the date of issue of the letter.

The Grade Pay of Inspector Posts was upgraded to Rs. 4600 (pre-revised) in PB - 2 vide this Directorate OM No. 2-12/2013-PCC dated 24.1/012017, whereas the higher post of ASPOs continued to fall in the GP Rs. 4600 w.e.f. 01.01.2006. After issue of OM dated 24.10.2017, various authorities have sought for clarification that since both the cadres were placed in identical GP between 01.01.2006 to 31.12.2015 and as such whether 3% fixation benefit as per CCS (RP) Rules, 2008 would be available on promotion from IP to ASP cadre or not.

2. The issue has been examined in this Directorate in light of DoP ID Note No. 2-5/2010-PCC dated 26.04.2012 and MoF OM No. 10/02/2011-E.III/A dated 07.01.2013 and it is clarified that the Asstt. Superintendent Posts cadre carries higher duties and responsibilities than that of Inspector Posts, as such fixation benefit will be available on promotion from Inspector Posts to Assistant Superintendent Posts cadre.

It has been observed that after trap/arrest of an official by Central Bureau of Investigation or Anti-Corruption Branch of State Police, complete and up to date information and relevant documents are not forwarded by field offices to Head Office. This results in delay in taking further necessary action regarding suspension/review, prosecution sanction, Regular Departmental Action, etc.

2. Therefore, a list of action alongwith timeline has been drawn and is circulated herewith as Annexure for strict adherence. All possible efforts have to be made by the field offices to obtain the relevant details/documents from the concerned authority i.e. CBI, ACB, Court, etc. at the earliest so that the same are sent to Head Office within the timeline  prescribed in the Annexure by official email ID as well as by speed Post.

In continuation to this HQrs office circular No. AT/I/3510/7th CPC/II dated 15/03/2018, please find enclosed a copy of Government of India MoD letter No. 21704/Q/ST-6(Condiments)/1711/D(QS)/2018 dated 09/10/2018 for information and necessary action. 

2. In this connection, it is stated that the units/formations/Ests/HQs would claim Condiment Expenditure in lieu of 'Condiment Allowance' hither-to-fore under Stores Budget, MH 110 A for Regular Army, DSC and TA MH 112 for RR and Major Head 2055 for JAK LI. 

3. Payment will be released to Public Fund of the concerned Unit in advance on half yearly basis by concerned PCDAs/CDAs based on feeding strength. For this purpose unit will submit a Contingent Bill to the concerned PCDA/CDA. Paying authority will credit the amount into Public Fund account of the unit through Cheque or CMP under intimation to the concerned unit. Unit will render statement of expenditure on quarterly basis to the concerned PCDAs/CDAs. Balance amount at the end of the financial year, if any will be deposited through MRO.

4. In order to incur the Condiment Expenditure at field level, sanction is also conveyed for the following delegation:- 
Inclusion of Note below 16.1 of DFPDS-2016 in respect of Army. 

"The above powers would be utilized by all CFAs including equivalent CFAs of RR, JAK LI, MF, DSC and TA for 'Condiment Expenditure' as per existing powers mentioned in Schedule 16, for procurement of condiments".

      Consequent to the decision taken by the Govt on recommendation of 7th CPC on abolition of Condiment Allowance, Condiment Expenditure is entitled to Defence Service personnel and would be as per the latest rates promulgated yearly by MoD w.e.f. 01 Jul 2017. The last such rates were notified vide Corrigendum No. 21704/Q/ST-6(Condiments)/3240/D(QS)/2018 dated 28.06.2018 to GoI MoD order No.21704/Q/ST-6(Condiments)/538/D(QS)/2018 dated 01.02.2018.

      Sir, 

      The undersigned is directed to refer to this Department's O.M. of even no. dtd 25.06.2018 vide which new TRCA matrix was introduced. As illustrated in the aforementioned O.M. slabs of working hours depicted as Level 1 (a minimum of 4 hours) and Level 2 (a minimum of 5 hours) has been placed against each 'BPMs' and 'other than BPMs' categories of GDS. Therefore, payment of TRCA is to be made as per the working hours of the GDS official. 

      2. Further, in this context, direction contained in para 4 of annexure V of the OM is very clear and re-iterated that the work relating to merging of different TRCA slabs with work load less than 4 hours and those having workload of 4 hours 30 minutes was supposed to have been completed and establishment orders to the effect should have been be issued before 30th of June 2018. The revised TRCA slabs as per Table 1 of this OM shall take effect from 01.07.2018. In case of more than one ABPM is working in a Branch Office/Dak Sevaks in departmental office, those ABPMs/Dak Sevaks should be assigned designation as ABPM I/ABPM II / ABPM III/ Dak Sevak I/ Dak Sevak II etc.

      3. Hence, Circles are requested to revise the working hours of BOs immediately as per above mentioned OM and kindly arrange for the compliance reports by 31.10.2018.

      Consequent to issue of orders regarding grant of Risk and Hardship Allowance to Track Maintainers vide orders dated 10.08.2017 (RBE No. 87/2017), clarification was sought by the Railway as to whether the Track Maintainers who are posted in Construction Organisations on deputation basis are eligible for the grant of risk and hardship Allowance in terms of RBE No. 87/2017. 

      2. The matter has since been examined in consultation with Civil Engineering and Finance Directorates. Board (MS) has agreed with the view that considering the relative work profile of Track Maintainers posted in open line working and Construction Organizations respectively, the latter are Not Eligible for the grant of Risk and Hardship Allowance.

      Risk & Hardship allowance to Track Maintainer - I, II, III & IV of Indian Railway has been granted vide RBE No.87/2017 on basis of his nature of duty associated with risk & safety directly. 

      It is not clear from the referred letter that the Risk & Hardship allowance is admissible to those Track Maintainers also who are posted in Construction Organisation on deputation basis as per Administrative requirement of Construction Organisation where their nature of duty is not associated with Risk & Safety directly. 

      In view of the above. it is requested to please clarify that the Risk Hardship allowance can be granted to the Track Maintainers posted in Construction Organisation or otherwise.

      Subject : Grant of ad-hoc bonus for 30 days to the Group ‘C’ & ‘D’ RPF/RPSF personnel for the financial year 2017-2018. 

      The President is pleased to decide that all Group ‘C’ & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2017-2018, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)’s OM No. 7/4/2014/E.III9A), dt. 29th August, 2016.

      2. The benefit will be admissible subject to the following terms and conditions:- 

      a) Only those Group ‘C’ & ‘D’ RPF/RPSF personnel who were in service on 31.3.2018 and have rendered at least six months of continuous service during the year 2017-18 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months). 
        b) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs. 7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-) 
          c) All payments under these orders will be rounded off to the nearest rupee. 
            d) Various points regarding regulation of Ad-hoc/Non-PLB Bonus are given in the Annexure. 
              e) All the Group ‘C’ & ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders. 
                3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

                Attention is invited to Board’s letter No. E(NG)I/2008/PM1/15 dated 03.09.2009 which inter alia lays down that 20% of the vacancies in Group ‘C’ posts of Senior Section Engineer(SSE) in Civil Engineering, Electrical, Mechanical, Signal & Telecom and Track Machine Organization (TMO) Departments will be filled by direct recruitment.

                This provision of direct recruitment in the post of SSEs has since been reviewed by Board. It has been decided to provisionally discontinue direct recruitment in the post of SSEs. This decision will be reviewed after one year. Therefore, all direct recruitment in all technical supervisory categories for the present be only in the post of Junior Engineers (JEs). Vacancies of SSEs may accordingly be added to those of Junior Engineers (JEs) for the purpose of direct recruitment.

                1. Please refer to this office circular No. 570 dated 31.10.2016, No. 585 dated 21.09.2017 and No. 608 Dated 26.10.2018 issued for revision of pension of Pre-2016 retired/discharged Armed Forces Personnel. Consequent upon issuance of the concordance table vide GoI, MoD letter No. 17(1)/2017(02)/D(Pension/Policy) dated 17.10.2018, revision of pension under notional pay fixation method is to be carried out by the PSAs concerned by issuing Corr. PPO.

                2. These concordance tables have been prepared to facilitate fixation of notional pay of Pre-2016 pensioners/ family pensioners by the concerned Record Offices and attached Pay Account Offices in case of JCO/ORs of the three services and PCDA(O) Pune/ Naval Pay Office, Mumbai / AFCAO New Delhi in case of commissioned officers of Army / Navy /Air Force respectively. Due care has been taken to prepare these concordance tables based on the fitment tables for fixation of pay from 3rd to 4th (only for Sailors), 4th to 5th, 5th to 6th and 6th to 7th Pay Commission. In case of any inconsistency in the concordance tables vis-à-vis the relevant rules / instructions, the notional pay and pension / family pension of pre-2016 pensioners / family pensioners may be fixed in accordance with the rules / instructions applicable for fixation of pay in the intervening Pay Commission periods.

                3. The pension / family pension of pre-2016 Armed Forces pensioners / family pensioners may be revised using the appropriate concordance table in accordance with the instructions contained in this Ministry’s above quoted letter dated 5.9.2017.

                4. To enable PSAs to implement the MOD letter dated 5.09.2017 para-18 of the ibid letter clearly specifies that it shall be the responsibility of the concerned Record offices and attached Pay Account Offices in case of JCOs/ORs of the three Services and PCDA(O) Pune/AFCAO New Delhi/ Naval Pay Office, Mumbai in case of Commissioned Officers of Army / Air Force / Navy to initiate cases for revision of pension/ family pension of Pre-01-01- 2016 pensioners/ family pensioners with effect from 01.01.2016 in accordance with these orders for issue of revised Pension Payment Order (PPO) for every pensioner / family pensioner. The Pension Sanctioning Authority would impress upon the concerned Record Offices/ PCDA(O) Pune / AFCAO New Delhi/ Naval Pay Office, Mumbai for fixation of pay on notional basis based on extant orders and will issue revised Pension Payment Authority at the earliest.

                5. Suo-moto Revision:
                This office has carried out an analysis to assess no of cases of Pre-16 pensioners where revision is involved. As per sanction database, an estimated 22 lakh cases requires revision of pension/family pension. To carry out revision through normal conventional method of calling for LPC-CUM-Data Sheet from RO with vetting of Pay details by PAO concerned may be a herculean task and would be time consuming. Therefore It has been proposed to carry out suo-moto revision subject to the approval of Ministry of Defence, wherever feasible based on PDA details and Pay details (and other info like Rank Group , QS) wherever available in master data base and based on notional Pay fixation as per Concordance table for 7th CPC issued vide GOI. MOD letter dated 17/10/2018.

                6. Initiation for remaining cases where suo moto is not feasible. (Action by RO/PAO )
                In remaining cases where Pay Details (and other related fields like Rank Group, QS) and current PDA details are not available with this office, in such cases this office will not be able to revise the pension and issue the revised PPO on suo-moto basis. In these cases claims / inputs will be required from concerned RO/PAO to authenticate the pensioner details. Therefore to carryout effective, paperless and speedy revision, an Utility software has been developed by PCDA(P) office to be hosted on CGDA WAN to make available all the data of Pre-2016 JCOs/ORs pensioners/family pensioners for access, modification, initiation (if not found available in database of PCDA(P) on search) and for fixation of 7 th CPC pay details by respective ROs/PAOs in line with MOD letter dated 05/09/2017 (Para 18). Due care has been taken to account for all the cases of live pensioners however still if any case is missing, the same may be floated through this utility by RO/PAO and forwarded online through utility.

                7. Paperless Revision and issue of e-PPO
                Therefore the Data can be accessed, initiated, approved and completed through the utility software provided by this office on WAN and controlled through allotted login / password, which is menu based and user friendly. Collection of data will be realized through an interface accessible through WAN and completed data will be processed by PCDA(P) Allahabad and e-PPOs will be generated in cases received. The working methodology of utility software and the User Manual defining the role of Record Office and Pay Account Office is attached for guidance.

                8. Issue and Transmission of e-PPO
                The revised corrigendum PPO will be issued by PSAs in e-PPO mode with new 12 digit PPO No. and 4 digit suffix code alongwith old PPO number. The e-PPO consisting of .pdf and .xml files will be digitally signed and will be transmitted directly to the PDAs through SFTP connectivity as is already being done for new pensioners (no confirmation from RO is required by PDA). E-PPOs will also be uploaded on CGDA WAN for ROs to download a copy for record purpose as well as for providing a copy to the pensioner/family pensioner concerned. Any irregularity if noticed may be returned back to this office.

                9. Allotment of login ID and password to Administrator of RO and PAO:
                To access the utility programme, each RO and PAO will be issued login ID and password. Accordingly every RO/PAO has to nominate one Officer of their office as ADMIN (Administrator) to whom login credentials i.e. password will be provided by PCDA(P). The ADMIN of RO/PAO may further allot login user id and password to the required number of users to act as Initiator and Approver in their office at their end through ‘User Management’ of utility software on WAN. For this purpose a Proforma for allotment of login ID and password to the Admin of RO/PAO concerned is enclosed as per Annexure-A which may be filled and submitted to this office under the signature of CRO/PAO In charge concerned on the e-mail address < pcdapedp.dad@nic.in> of this office as well as invariably through the hard copy duly signed by O I/C of the Record Office/PAO concerned to Shri Himanshu Tripathy,IDAS Group Officer, EDP Centre, PCDA(P) Allahabad-211014 for further necessary action within a month of issue of this letter / Circular.

                10. Allotment of login ID and password to other users of RO and PAO (other than administrator)
                The Administrator of RO and PAO will further allot login user ID and password to the required number of users as Initiator and Approver of their office at their end through ‘User Management’ of utility software on WAN. Facility has been provided in the utility software that all user can change their password after allotment or as and when they requires.

                11. Training schedule for Record Offices and concerned Pay Account Offices
                It has also been decided that to familiarise the officers/staff of Record Offices and Pay Account Offices with the running/navigation of utility software a two days training programme (theoretical as well as practical) will be organised for the officials of the ROs/PAOs dealing with the pension matters as per training schedule in DPTI, Allahabad. It is advisable that at least one Officer, one JCO and one ORs from each Record Office and one Sr.AO/AO, one AAO along with one Auditor/Sr. Auditor from each PAO may be required to attend the said training programme. It is also impressed that the officers/staff dealing with this revision task should only be nominated by officer in charge of the RO/PAO concerned to participate in the above training programme. Detailed training schedule in this regard is attached with the circular as Annexure-B. Due to limited facility of accommodation in DPTI, Allahabad, it is informed that the accommodation to the participants in the said training programme will be provided on the availability basis.

                NOTE: A tutorial video for pre training and guidance on utility software is planned to be uploaded on website of PCDA(P) shortly for all the users.

                12. Availability of infrastructure
                Necessary infrastructure i.e. PC, scanner and WAN connectivity to all the users may be arranged/augmented at your end.

                User Manual for Pre’16 JCOs/ORs pensioners


                For accessing utility software, completion and uploading of documents for revision of Pension / Family Pension in respect of Pre’2016 JCOs/ORs pensioners as per 7th CPC Recommendations.

                1. Introduction

                To facilitate the speedy revision of effected cases it has been decided to host and made available to Record Office and Pay Account Office concerned the available data of Pre’2016 JCOs /ORs pensioners/family pensioners for access, modification, initiation (if not available in database) and for fixation and filling of 7th CPC pay details by them. Accordingly all the available data in this office pertaining to Pre’2016 JCOs / ORs pensioners/family pensioners will be uploaded on WAN server of PCDA(P) Allahabad which will be accessible by all the Record Office and Pay Account Office. The Data can be accessed, initiated, approved and completed through a utility software by Record Office and Pay Account Office concerned through a controlled login / password allotted to them, which is menu based and user friendly developed & hosted by EDP Centre of PCDA(P). Collection of data from Record Office and Pay Account Office concerned will be realized through an interface accessible through WAN. A data entry screen has also been provided for capturing of data not found in the database.

                2. Allotment of login/password & role of Admin Record Office and PAO (ORs) concerned.

                A secured login / password will be provided to the Record Office as admin (screen-shot-2) who will in turn allot the login / password to required no. of user as Initiator and Approver at their end through ‘User Management’ on the dashboard (screen-shot-3) and assign Approver for each initiator (screen-shot-4). Provision has been made in the Utility software to change their password by Admin, Initiator and Approver through ‘Settings’ on the dashboard if so desire (screen-shot-6) . Various reports will be generated through ‘Report’ on the dashboard. All the user can start work from their dashboard on WAN by entering their login & password (screen-shot-1). Each user after completion of work closes their work bench through ‘Logout’ icon on dashboard.

                3. Role of Initiator

                Stage-1 Data can be accessed by Initiator by login through (screen-shot-1) using his login / password. Initiator dashboard will appear as shown in screen-shot-8. He can initiate a claim by clicking ‘Initiate Claim’’, First the case may be searched from available data base using search criteria i.e. PPO number or Regimental No (screen-shot-9). If data is available in the database the same will be displayed on the screen in LPC- CUM-Data Sheet format as per screen shot-11 and the same may be checked, modified and filled by the initiator as per instructions contained in Annexure-1 (enclosed) and click the button ‘Update Data’.

                Stage-2 On clicking ‘Update Data’’ the task has not been completed and the data will be pending as ‘Pending Task’ in his work bench / available for further modification if any (screen-shot-8). The data will be submitted online to Approver by clicking buttons ‘Submit LPC’ and uploading of required data as per screen-shot-12 and thereafter clicking the button “Finalize”,. the case will be transferred to connected Approvers work bench. List of scan images (PDF documents) to be uploaded is attached at Annexure-II.

                Stage-3 In cases where initiator is not agreed with any of the fields and wants any corrections in non editable field of the LPC-CUM-Data Sheet, he can record the same by selecting ‘Yes’ on the remark option at the bottom of data sheet a “’Remark’’ column will appear on the bottom of data sheet for recording field no. in bracket and its correct data value separated with comma if more than one in the “Remark” column of LPC- CUM-Data Sheet with supporting scan image of documents.

                Stage-4 However in cases if the required data is not found on search criteria in the database a fresh data entry is to be carried out by the Initiator as per LPC-CUM-Data Sheet format by clicking ‘Initiate Fresh’ on the screen and a blank LPC-Cum-Data Sheet screen will appear for data entry (screen-shot-11). Necessary instructions for filling the LPC- Cum-Data Sheet is contained in Annexure-1 (enclosed). Thereafter action as per Stage-2 & Stag-3 the case will transferred to connected Approver’s work bench.

                Initiator can view / generate the list of ‘Completed Task’ (screen- shot-13) and ‘Rejected Claim List’ through ‘Report’ icon on the dashboard.

                4. Role of Approver

                After completion of work by the Initiator by clicking buttons ‘Submit LPC’ and ‘’Finalize’ button to upload PDF scan images, the cases will appear in connected Approver’s work bench for approval (screen-shot-15). The Approver can open the case through ‘Task Management’ à ‘Approve Datasheet’ (screen-shot-15 & 16 ) and verify entries / carry out the modification if any required in editable fields and click ‘Update’ & ‘Submit’ button for approval. He can also view the uploaded documents by clicking them on top of LPC (screen-shot-16 & 17). After approval a PDF file of LPC-CUM-Data Sheet format will be generated. After generation of PDF of datasheet the case will be transferred to concerned Pay Account Office PAO(ORs) for further checking and filling of 7th CPC notional pay details as per concordance table. He can view the list of approved data sheet passed on online to PAO (screen-shot-18).
                Approver can see the daily report and progress through ‘Report’ icon on dashboard list of approve data sheet under:

                a) Daily Report
                b) Suo-moto
                c) Claim Assignment
                d) Work pendency list
                e) List of Processed claims (screen-shot-18)
                f) List of rejected claims 
                g)

                5. Role of Admin of Pay Account Office (ORs)

                Same as of Admin-RO (screen-shot-19). He can assign the data sheet received from Record Office to Initiator/ Auditor of PAO (screen- shot-21) and see the status of work being carried out by Auditor and AAO/AO (screen-shot-23). If it is necessary he can swap or revoke the work assign to an Auditor to another Auditor(screen-shot-25, 26 & 27). He allots login ID & password to each auditor & their Approver and map each auditor to his Approver/AAO/AO (screen-shot-28 & 29).

                5, Role of Initiator/Auditor of Pay Account Office (ORs)

                Data approved by Approver of Record Office can be accessed by the Auditor of PAO (ORs) concerned by login through his login / password (screen-shot-1 & 30). Auditor’s dashboard will appear as shown in screen- shot-32. The Auditor will check the case / fill up the notional pay details as per 7th CPC orders / concordance table and click ‘Update’ & ‘Submit’ button to pass on the case to his Approver/AAO (screen-shot-33) . He can view the approved and rejected data sheet (screen-shot-34 & 35).

                6. Role of AAO of Pay Account Office (ORs)
                The AAO of PAO (ORs) will access the data through his login / password allotted to him (screen-shot-1 & 36). He will check the data and approve notional 7th CPC Pay details of the case (screen-shot-38 & 39). He can view the approved and rejected data sheet (screen-shot-40). After checking, vetting and final approval of notional 7th CPC pay details by AAO the case will be flagged for PCDA (P) Allahabad for further processing and generation of e-PPO.

                The revised PPO will be issued by PCDA(P) Allahabad in e-PPO mode and e-PPO will be digitally signed and will be transmitted to the PDAs through SFTP connectivity as being done directly for payment. e-PPO will also be uploaded on DAD WAN for ROs to download for record purpose as well as for providing a copy to the pensioner/family pensioner concerned.

                Sub: Issue of First Class ‘A’ Special Duty Cheque Pass to Railway Servants called for special felicitation/reward/award.

                The matter of felicitating Railway Servants. for their rare and exemplary specific works such as preventing an accident, display of extreme honesty, etc (other than routine works) has been under consideration of the Board. In recognition of their contribution and to encourage other railway servants to emulate, it has been decided by the Competent Authority that whenever a railway servant is called for special felicitation/reward/award specifically by Railway Board Members and above for exemplary acts of devotion to work, display of valor, conduct, etc (other than routine work) a First Class ‘A’ “Special Duty Cheque Pass” in. favour of Railway Servant alongwith spouse valid for travel in l-AC Class of all trains may be issued from the place of-posting to the place of special felicitation/reward/award & , back, irrespective of the railway servant’s duty pass entitlement.

                2. Accordingly, the Pass Issuing Authority of the railway servant is directed to issue First Class ‘A’ “Special Duty Cheque Pass” in favour of Railway Servant alongwith spouse with the endorsement for travel in 1-AC Class of all trains including Rajdhani/Shatabdi/Duronto Express trains. Such . Pass shall be valid for 15 days from the date of issue. 

                3. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

                Please connect Board’s letter no. 2016/AC-II(CC)/37/9 dated 18/4/17 & 29/12/17 wherein instructions regarding restructuring of Group C categories of Senior Engineer(IT) and Junior Engineer (IT) in the percentage of 67:33 respectively have been circulated to Railways & Production Units. As stipulated in the letter ibid the restructuring is to be implemented with reference to the cadre strength in operation as on 1/4/2017 and the posts of Senior Engineer (IT) and Junior Engineer (IT) not in Operation as on 1/4/17 are to be treated as deemed to have been surrendered.
