Subject: Writing of Annual Performance Appraisal Reports (APARs) of top management incumbents of CPSEs from the year 2017-18 onwards

The undersigned is directed to state that in order to correlate the earlier and the new system of award of MoU scores with the system of awarding APAR rating/grade and to ensure that the overall grades are properly calculated in APARs, it has been decided to change the system of award of grade for APAR attributes and benchmarking of grade as contained in para 6 and 7 of Section III and para 10 of instructions of extant guidelines dated 5.4.2010.

2. The revised para 6 and 7 of Section III (Assessment of the achievements made against the targets) and Assessment of Personal Attributes and Functional Competencies) along with revised table for benchmarking of the Grade is enclosed.

Dear Madam

This Ministry has been receiving many complaints about PSUs not recognising degrees/diplomas acquired in Open and Distance Learning (ODL) mode from UGC recognised Universities for the purpose of employment.

2. In this regard, it is mentioned that Government of India has consistently maintained that degree acquired through ODL mode are valid for employment in Govt. and PSUs. A copy of MHRD Gazette Notification is attached. The University Grants Commission has also issued guidelines/ circular/ public notices from time to time in past for awareness of general public and others on the recognition / equivalency of the 001. degrees with the degrees acquired from regular universities. In this regard, UGC has issued a Public Notice dated 23rd February, 2018.

3. However, for the programmes for which AICTE is the regulator, its approval for ODL courses is necessary. In brief, AICTE does not recognize ODL degrees in subject areas other than management and information technology. But for all other non-professional courses/degrees acquired by individuals from the UGC recognised ODL programmes are valid degrees for appointment to post and services in the Central Government & PSUs.

4. In view of above, I would therefore, request you to kindly issue the necessary instructions to all the Central PSUs and Public Enterprises to take cognizance of the various notifications / circulars / public notices of MHRD and UGC regarding the recognition of ODL mode degrees for the purpose of employment.

The ceiling for reimbursement of hotel charges will further rise by 25 percent whenever DA increases by 50 persent

Reservation in Promotions: Supreme Court permits Govt. to proceed with 'As per the Law' till the decision is pending

“It is made clear that the Union of India is not debarred from making promotions in accordance with law, subject to further orders, pending further consideration of the matter”, said the Bench

The Supreme Court on Tuesday allowed the Union of India to proceed with the reservation in favour of SC/ST employees “as per the law” in matters of promotion, until the final disposal of the controversy by the constitution bench.

A vacation bench of Justice Adarsh Kumar Goel and Justice Ashok Bhushan was hearing an SLP preferred by the Centre against the August-2017 judgment of the Delhi High Court quashing the DoPT Office Memorandum (OM) dated August 13, 1997, which provided for the continuation of reservation in promotions indefinitely. The high court had passed the verdict in the light of the apex court constitution bench judgment in M Nagaraj (2006).

The matter was urgently listed after being mentioned on Monday by ASG Maninder Singh citing 14,000 vacancies.

On Tuesday, the ASG submitted, “There are two orders- first, of the reference to the Constitution Bench [State of Maharashtra v. Vijay Ghogre; November 15, 2017], and second, of the two-judge bench on May 17 [in Jarnail Singh v. Lachhmi Narain Gupta], passed on the submissions of the Attorney General, as earlier the status quo was continuing…I am praying for the same order so that the handicap that has been created on account of there being no promotions can be cured…”

On May 17, a bench of Justice Kurian Joseph and Justice Mohan M Shantanagoudar, hearing an SLP against the 2011 judgment of the Punjab & Haryana High Court quashing a similar OM in pursuance of M Nagaraj, had directed “that the pendency of this Special Leave Petition shall not stand in the way of Union of India taking steps for the purpose of promotion from ‘reserved to reserved’ and ‘unreserved to unreserved’ and also in the matter of promotion on merits”.

“The interim order does not stay the judgment…,” noted Justice Bhushan.

At this point, senior counsel Shanti Bhushan quoted the following observation made on November 14, 2017, by another division bench in State of Tripura v Jayanta Chakraborty, seeking to refer to a constitution bench the interpretation of clauses (4), (4A) and (4B) of Article 16 in context of the judgments in Indira Sawney (1992), EV Chinnaiah (2005) and M Nagaraj: “…Though the learned counsel have pressed for interim relief, we are of the view that even that stage needs to be considered by the Constitution Bench. The parties are free to mention the urgency before the Hon’ble Chief Justice of India”.

The observation was reproduced in the November 15, 2017 order of Chief Justice Dipak Misra, Justice AK Sikri and Justice Ashok Bhushan.

“This exact same point was also argued on May 17…,” contended Singh.

“I do not want fall foul of any observations of Your Lordships but want to make promotions in accordance with the law,” continued the ASG.

“If you say this is the law, then follow it…you need not have mentioned,” remarked Justice Goel on Tuesday.

“In the meantime, Your Lordships’ comment is that we are free to make promotions,” stated Singh.

A Director’s committee was constituted by the Board on the above subject. Keeping in view the recommendations of the committee, Board (MS, FC & CRB) have approved the following the implementation on IR: 

1.0 CRIS will develop an online booking system with automated allotment facility for a specified percentage of rooms for the following categories 
  • (i) Staff/Supervisors rest roomsa 
  • (ii) Holiday Homes (Officers/Staff) 
  • (iii) Community Centers/Halls 
  • (iv) Officers Rest House 
2.0 The automated online allotment system may inter alia consider the following.

2.1 Master Data at the backend 

2.1.1 Personal information of the staff/officers : Name, Designation, Grade Pay, Grade, Mobile number/CUG, E-mail Id etc. be linked to IPAS by CRIS. This will generate a password and username. Ideally AADHAR Number may be used. For retired Employees ARPAN may be used and for employees on deputation, the lien Railway may be asked to verify and generate username and password. 

The software to be developed by CRIS may have the provision for feeding and storage of above details, to be fed by the users. 

2.1.2 Rest house detail and its inventory – Location of rest house (Zone, Division, state, District or place, Address) type of facility (ORH, Staff/Supervisor rest house, Holiday Home, Community Hall) type of rooms (Double Bed, Multiple Beds, Dormitory, Suite with AC or Non AC Classification), location on Google map with photographs may be provided. 

The Software to be developed by CRIS should have the provision for feeding and storage of above details, to be fed by the Railways. 

2.1.3 Structure of ‘Admin’ for the allotment and monitoring : There will be a Super Admin at Board level and ‘Admin’ at Divisional level for allotment, operation and monitoring DRM office will have control on allotment for rest houses in open line, CAO/C office for rest house in construction Organization and GM office for production units 

3.0 Policy/Procedural issues 

3.1 Advance Bookind Period: At present there is no uniform policy in practice across IR. Advance Booking period of one month for Rest House facilities and two months for Holiday Home and Community Halls may be provided for in the software by CRIS. 

3.2 There shall be an Automatic allotment (Software generated) of rooms/beds upto 70% of the total numbers, truncated to lower integer. For example in case rooms are 7, then 70% would be 4.9, this would be truncated to 4 for automatic and 3 for manual allotment called emergency allotment. Rooms against emergency allotment are to be allotted only after rooms against automatic allotment are booked. 

3.3 Online payment facility and uniform room rent policy : Following room rents have been approved for uniform implementation across IR, depending upon the city and type of the room. The payment for the rest house shall be made online for all rooms with automatic allotment. The manual facility may also be contined for some time. For 70% auto allotment, advance online payment may be made compulsory. Payment Gateway may be provided by CRIS for this purpose.

3.4 Online check-in and Check-out facility : This will improve the rest house availability as room will be instantaneously available after checkout. check in and checkout may be done by the official himself or the supervisor/Caretaker of the facility. 

3.5 Multiple ORH at big place : Many facilities are available at big cities and booked by different agencies like GM office, DRM office, and construction organization etc. also one rest house is booked by multiple agencies like Rail Nivas, New Delhi. In partial modification of the existing instructions, it has been decided that the DRM office of the station will be single point office, for allotment of all facilities except construction ORH, which will have the ‘Admin’ in construction organization. 

In case of more than one DRM office at one place like Mumbai, Hyderabad, Kolkata Nagpur each one will control it in specific divisional area, this will be clearly indicated on the website. 

3.6 Maximum rooms to be allotted : Not more than five days in lean season and three days in peak season will be the duration of the allotment.

3.8 Prevention of Multiple Bookings: In case of multiple rest houses in a city, the system shall be able to allot the rooms as per the maximum allotment permissible at the station among all the facilities of the city. 

3.9 Cancellation and Modification: Officials will be allowed to modify the request and also to cancel the request. The online amount paid for booking will not be refunded for the facilities except Community centers/halls. The system will also have waiting list and in case of cancellation, the allotment will be as per the facilities except community centers/halls. An official may be allowed to cancel the booking of holiday homes only three times in a year After this a no consideration period of six months for auto allotment of that facility may be imposed on the official. But the official may be permitted to get booking done on manual allotment basis. 

In case of administrative requirement, ‘Admin’ may cancel the booking. In Case of special occasion like marriage, special booking through ‘Admin’ may be made. 

3.10 Feedback and Rating: 

Feedback as a one click system (star rating0 at the time of checking out, may be made. It will also have provision for remarks, visible to all users. 

4.0 CRIS may consider the above and develop the application software and put it on trial for two months for obtaining feed back and making corrective action if any in consultation with Transformation cell. 

This issues with the concurrence of Associate Finance of Transformation Cell Railway Board.

Army Persons Rs.10000 to buy Personal Clothing as per the recommendations of 7th CPC. This provision is applicable to Central Armed Police Forces as well.

Army Persons to buy Personal Clothing

The Seventh Pay Commission has awarded monetary compensation to jawans for allowing purchase of personal clothing items of uniform to be purchased under arrangement to be made by the Army. An annual remuneration of Rs 10,000/- has been paid to all jawans in lieu of selected items of personal clothing.

Accordingly, Army has made arrangements for purchase of quality cloth to be made available through CSD outlets and stitching to be carried out under unit arrangements or any other means that the individual jawans may wish to get their clothing stitched as per authorized specifications. This provision is applicable to Central Armed Police Forces as well.

Military Service Pay (MSP): Defence Ministry appear to be at cross-purpose

New Delhi, It appeared to be at cross purposes in ensuring implementation of the Military Service Pay (MSP) by two departments of Defence ministry.

A procedural squabble between the Defence ministry and the Finance ministry is keeping at bay the implementation of leave encashment.

As Pune-based Principal Controller of Defence Accounts (Officers) (PCDA) has not included Military Service Pay (MSP) as part of pay for calculation of leave encashment for 300 days and 10 days leave encashment allowed each year.

As per sources in the Defence ministry told, The move would lead to a monetary loss of around 1.40 lakh defence personnel. 

In the 6th Central Pay Commission (CPC), the Military Service Pay (MSP) was granted to Defence personnel in place of Rank, Pay and Compensation for edge in pay. It was treated as pay for all purpose, except for calculation of annual increment. 

While in 7th CPC, the MSP was to be counted as pay for purpose of computation of dearness allowances and pension. 

The Department of Ex-Servicemen Welfare (DESW) has included MSP as part of its reckonable emoluments in the pension order. For the same case, the PCDA has sought clarification from the Department of Defence (DoD). 

The DESW and DoD come under the purview of the Defence ministry. For more clarity, the DoD has requested the Finance ministry for assistance. The guidelines are still awaited. As per the sources, a large number of pay and allowances are still pending with the DoD, impacting over 13.5 lakh personnel.

It would accrue a loss of Rs 1.55 lakh to each military officer and Rs 60,000 to each Junior Commissioned Officer (JCO) and Other Ranks (OR).

GDS: Calculate New Pay, Allowance & Arrears Table Check now
GDS Committee 2016 has recommended 11 GDS arrear Table to calculate the arrears of Gramin Dak Sevak Committee (Kamalesh Chandra Committee) merge the 11 TRCA slab into 3 New Wages Scale which shows below mention minimum pay.
  • Wages Scale 1 – 10,000/-
  • Wages Scale 2 – 12,000/-
  • Wages Scale 3 – 14,500/-

We all know that GDS Committee 2016 will implemented on 01.01.2016 but still now GDS pay has counted on Nataraja Murti Committee 2007 (GDS Pay Committee 2007. So, we need to that how much Arrears GDS will get? Here GDSePost has made it clear the expected GDS Arrears. By following the Recommended GDS Arrears By GDS Pay Committee 2016 you can calculate yourself.

Steps to follow –
  1. First check your basic pay on your respective Pay slab (for example you can follow this 2295-45-3695) as on 01.01.2016. and add 125% DA with Basic. If your basic 2295 adding 125% your pay will be 5164/-
  2. If Government take just 2.57 multiple factor then pay will be 5898/- but committee recommended beyond the 7th Pay Commission multiple factor which is minimum 10,000/-
  3. Now you need to calculate the difference between your pay (which u got on or before 01.01.2016) and corresponding TRCA for calculation of Arrears (Below Table).
  4. In this case the monthly arrears will be 7500-5164=2366/-
  5. Now you need to calculate your total arrears. January 2016 to June 2018 total month 30. i.e 2366 x 30=70980/-
[Note : If you got minimum payment then you can get maximum arrears as per committee recommendation.]

ग्रामीण डाक सेवकों के वेतन संशोधन की कमिटी ने 11 एरियर टेबल की संस्तुति की है।   ग्रामीण डाक सेवक कमिटी (कमलेश चन्द्र कमिटी) ने 11 टीआरसीए स्लैब को 3 नये वेतन स्केल में समायोजित करते हुए निम्नानुसार न्यूनतम वेतन निर्धारित किया है:—

वेजेज स्केल 1 — 10,000
वेजेज स्केल 2 — 12,000
वेजेज स्केल 3 — 14,500

जीडीएस कमिटी 2016 दिनांक 01.01.2016 से लागू होगा, अभी तक जीडीएस का वेतन नटराज मुर्ति कमिटी 2007 (जीडीएस वेतन कमिटी 2007) से गणना किया जा रहा है।  अब जरूरत यह जानने की है कि कितना बकाया वेतन जीडीएस को मिलेगा? प्रतिमाह की दर से अनुमानित एरियर की गणना जीडीएस वेतन कमिटी 2016 द्वारा की जा चुकी है।  इस आधार पर पूरे वेनत एरियर की गणना की जा सकती है।

जीडीएस के वेतन बकाया की गणना के लिए स्टेप:

1. सर्वप्र​थम संगत वेतन स्लैब में दिनांक 01.01.2016 को मूल वेतन को देखें (उदाहरण के लिए 2295—45—3695 को देखें) और 125 प्रतिशत महंगाई भत्ता जोड़ें।  अगर मूल वेतन रु.2295 है तो महंगाई भत्ता जोड़ने के उपरांत यह रु.5164/— होगा

2.  अगर सरकार 2.57 का फिटमेंट फैक्टर लेती है तब वेतन 5895/— होता पर कमिटी ने सातवें वेतन आयोग से अलग फैक्टर लिया जिससे न्यूनतम वेतन 10,000 हो।

3.  अब मूल वेतन जो दिनांक 01.01.2016 या उससे पहले का है और संगत टीआरसीए का अंतर जैसा नीचे टेबल में दिया गया है की गणना करें

4.  उपर के मामले में प्रतिमाह वेतन बकाया होगा 7500—5164 = 2366

5.  अब पूरे वेतन बकाया की गणना की जा सकती है।  जनवरी, 2016 से  जून, 2018 कुल 30 महीने होते हैं तो कुल बकाया राशि होगी 2366 x 30= 70980

नोट:  कमिटी की संस्तुति के अनुसार अगर न्यूनतम वेतन लिया जा रहा है तो सबसे अधिक वेतन बकाया मिलेगा

  • 01.01.2016 से संशोधित वेतनमान के लागू होने की तिथि तक की अवधि के लिए एरियर की गणना 2.57 गुणक के साथ बढ़े हुए बेसिक टीआरसीए के अनुसार की जाएगी। एरियर का भुगतान एकमुश्‍त किया जाएगा। 
  • वार्षिक बढ़ोतरी 3 फीसदी की दर से होगी और वह हर साल पहली जनवरी अथवा पहली जुलाई को दी जा सकती है जो जीडीएस के लिखित आग्रह पर आधारित होगी। 
  • एक नया जोखिम एवं कठिनाई भत्‍ता को भी लागू किया गया है। अन्‍य भत्‍ते जैसे कार्यालय रख-रखाव भत्‍ता एकीकृत ड्यूटी भत्‍ता, नकदी लाने-ले जाने का शुल्‍क, साइकिल रख-रखाव भत्‍ता, नाव भत्‍ता और निर्धारित स्‍टेशनरी शुल्‍क में संशोधन किया गया है।

Of late complaints are being received from the pensioners that PDAs are not revising the pension of Pre-01.01.2006 retiree Armed Forces Pensioners in terms of Got, MoD letter No. 17(01)/2017(01)/D(Pen/Policy) dated 23.01.2018 (circulated vide this office Circular No. 596 dated 09.02.2018) under which method of re-computation of Disability/War Injury Element before applying the multiplication factor of 2.57 has been provided. 

In view of the above, PDAs are requested to revise the Disability/War Injury Pension of Pre-01.01.2006 retired Armed Forces Personnel strictly in terms of GoI, MoD letter dated 23.01.2018 till receipt of Corr. PPO based on Notional Pay Fixation method. Cases in which PDAs are facing any difficulty to identify the pensioner, if any, as mentioned at Para 5 of Circular No. 596 dated 09.02.2018, the case may be forwarded to Audit Section of this office. The revision of such cases may be done on priority basis. 

It is reiterated that where the disability of the pensioner was assessed as 50% in discharge cases, then it will be rounded to 75% as mentioned in Para -3 of the Circular No. 596. However, if the individual has already been given rounding off benefit through PPO (in invalid out cases) then rounding off benefit in such cases should not be given.

In the absence of Life Certificate this office will not be in a position to disburse the family/disability pension for November 2017 onwards till the receipt of the same.

CPAO has not received Life Certificates of the pensioners in many cases. With reference to the above subject the undersigned is to draw attention to the revised timelines and constitution of High Powered Committee in compliance of the directions of Hon’ble Supreme Court of India in their Judgement in the WP(Civil) No 694 of 2015 between Shiva Kant Jha Vs UOI delivered on 13th April 2018 and to state that it has been decided to issue guidelines to the Additional Directors of CGHS for implementing these decisions. The new guidelines are enclosed for perusal and compliance.

GUIDELINES TO PROCESS THE REQUESTS FOR SETTLEMENT OF THE MEDICAL CLAIMS

1. New Timelines for settlement of the Medical Claims

The new timelines prescribed for settlement of normal medical claims are 30 days from the date of submission to the payment by Pay & Accounts Office. Every effort must be made to avoid delay at any stage. Proper calculation sheet must be prepared in the file, so that the same could be shared with the beneficiaries, if there are requests for reasons for the deductions.


2. Full reimbursement case /Cases for relaxation of Rules

As per the new guidelines they fall into two categories
(a) Full reimbursement – Non-HPC (Non- High Power Committee) cases
(b) Full reimbursement – HPC (High Power Committee) cases

 a) Full reimbursement – Non-HPC cases

The following cases fall under this category;

i) Treatment was obtained in a private unrecognized hospital under emergency and the patient was admitted by others when the beneficiary was unconscious or severely incapacitated and was hospitalized for a prolonged period.

ii) Treatment was obtained in a private unrecognized hospital under emergency and was admitted for prolonged period for treatment of Head Injury, Coma , Septicemia, Multi-organ failure , etc.

iii) Treatment was obtained in a private unrecognized hospital under emergency for treatment of advanced malignancy

iv) Treatment was taken under emergency in higher type of accommodation as rooms as per his/her entitlement are not available during that period.

v) Treatment was taken in higher type of accommodation under specific conditions for isolation of patients to avoid contacting infections

vi) Treatment was obtained in a private unrecognized hospital under emergency when there is a strike in Govt. hospitals.

vii) Treatment was obtained in a private unrecognized hospital under emergency while on official tour to non-CGHS covered area.

Although the new OM has not mentioned about STC recommendation, it is advisable to have expert Committee meetings under the Chairperson of Addl. DGHS (as in the case of earlier STC meetings) in respect of item Nos. i), ii),iii) and v) before arriving at a decision. The conditions mentioned at Nos. iv),vi) and vii) are administrative in nature and do not require meetings of expert committees and may be recommended by Addl. Director, if conditions are satisfied.

In Delhi the expert committee meetings shall be organized by respective CMO(R&H) and by AD(R&H) in case of claims of serving employees of Delhi. Such meetings in respect of other cities shall be organized by Sr. CMO in the office of Addl.DDG(HQ).

The requests for full reimbursement as examined by Additional Director (HQ)/ Addl. DDG(HQ), in consultation with expert committee meetings, wherever deemed necessary and recommended for full reimbursement shall be submitted to Director, CGHS and concurrence of IFD may be obtained after approval of AS&DG, CGHS before the seeking the approval of Secretary for reimbursement in excess of CGHS rates.

If the above criteria are not satisfied (including the regrets by expert committees) the requests may be regretted by Addl. Director of concerned City, with a covering letter explaining the reasons and referring to the concerned OM.

In case there is a representation to consider as a special case then only it may be placed before the High Power Committee.

Addl. Directors shall prepare a self-contained note giving details of case and submit the files with relevant documents to Director, CGHS though AD(HQ)/Addl. DDG(HQ)

If the proposal is approved by AS&DG,CGHS , concurrence of IFD and approval of Secretary , Health & Family Welfare are solicited for reimbursement in excess of approved rates.

b) Full reimbursement – HPC cases

The Composition of High Power Committee, shall be as under:

1. Special Director General…. Chairperson
2. Directorate General, CGHS or his Nominee…Member
3. Additional Director, CGHS(HQ) / Addl. DDG(HQ),CGHS …Member
4. Addl. Director, CGHS(R&H)…Member Secretary
5. One Government Specialist (of concerned Speciality)…Member

The High Powered Committee shall consider the representations of only those CGHS beneficiaries having a valid CGHS Card.

The High Powered Committee shall consider representations received from CGHS beneficiaries holding valid CGHS cards only at the time treatment, in respect of the following conditions:

1. Approval for air-fare with or without attendant on the advice of treating doctor for treatment in another city even though he is not eligible for air travel / treatment facilities are available in city of residence

2. Representations from CGHS beneficiaries seeking full reimbursements under special Circumstances.

3. Relaxation of Rules

High Powered Committee shall meet once in a month and action on the decisions taken shall be completed within seven days of meeting, with the concurrence of the IFD , wherever , it is deemed necessary.

Addl Directors shall submit the files with relevant documents to the AD(HQ) / Addl. DDG(HQ) for placing the representations before High Power Committee.

AD(R&H) shall be Member Secretary , who shall with the help of Sr. CMO of the Office of Adl.DDG(HQ) shall issue meeting notices including notices to concerned Govt. Specialists and organize meting for the Meetings of High Power Committee.

The requests received upto the 15th of the month shall be placed before the Committee.

If the High Power Committee does not recommend the regret letters shall be issued explaining the reasons.
If the High Power Committee recommends full reimbursement / relaxation of rules, Concurrence of IFD and approval of Secretary (H&FW) shall be obtained within 7 days.

3. In addition there are expert committees to consider several cases

Expert Committee meetings for other purposes shall continue to be held as in the past in the following cases:
  • Expert Committee meetings for Consideration of Liver Transplant cases, Bariatric Surgery, 
  • Bone-marrow / Stem Cell Transplant, Justification of treatment / Implants in selected cases shall continue as before.
  • Standing Committee meetings for Cochlear Implant shall continue as before. Expert Committee meetings for approval of Drugs , etc., shall continue

Attention is invited to this Ministry’s letter No.E(NG)II/84/RC-1/174 dated 25.06.1985, No. E(NG)II/88/RC-1/1/Policy dated 02.11.1989 read with para 2(i) of letter No. E(NG)II/88/RC-1/1/Policy dated 16.05.1991, stipulating inter-alia, that suitability of a person to be considered for appointment on compassionate grounds should be assessed by an appropriate suitability test, keeping the compassion in view. Board’s letter dated 25.06.1985 has laid down that such appointment be considered as per the educational qualification possessed by the candidate.

2. As regards number of chances, this Ministry’s letter dated 28.04.1999 (RBE No. 84/1999), 21.09.2001(RBE No. 192/2001) and dated 02.03.2012 (RBE No. 28/2012), specify the number of chances to be given to a candidate (wards as well as widow/wife), for appearing in the suitability test for appointment on compassionate grounds to Non-Gazetted posts on the Railways. Accordingly, at present, there are three (03) and four (04) chances available for wards and widow/wife respectively.

3. It has come to the notice that not only the procedure adopted for conducting suitability test and additional chances to be given to candidates for appointment on compassionate grounds by the Zonal Railways vary from the instructions issued at paras 1 and 2 above, but the directives/intent of stipulation made in the instruction ibid are also not being followed in true spirit.

4. Accordingly, the matter has been looked into. It has now been decided by the Board that in compliance of letters mentioned at para 2 above, maximum of three such chances to the wards and four chances may be given to widow/wife commensurate with their educational qualification to the post and suitability may be adjudged accordingly. Second chance should be given as a rule and uniformally followed.

5. It is also reiterated that 2nd chance to wards and widow should be given with the approval of competent authority (DRMs/HODs/CWMs as the case may be). However, 3rd chance to ward/widow/wife and 4th chance to widow/wife will require personal approval of the General Manager.

6. In case a request has been received from the candidate for appointment on other Railway, his/her case may be transferred alongwith all relevant papers to that Railway. Assessment of suitability may be done by the Railway where the candidate is to be appointed.

Railway Board has decided that Accident Free Service Award for the retired staff should be given to them in a retirement function. Board desires that Zonal Railways shall strictly adhere to these instructions.

On June 06, the Union Cabinet chaired by Prime Minister Narendra Modi approved the revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts.

Looks like the government is on move to hike salaries for a list of categories and state employees, however, is still not ready to give any clarity to what happens minimum pay scale and fitment factor issue of somewhat 48 lakh employees under 7th Pay Commission (7CPC). Since the time 7CPC recommendations have been approved 48 lakh central government employees have shown dissatisfaction, as they believe the revision in their pay scale and fitment factor is still low and does not really add any valuation in their living conditions. Many promises have been made by government that they are seriously considering these employees issues but so far every news circulating in this regards have shattered their hopes. But with the elections right around the corner, the NDA government rather choose to make some revisions for Gramin Dak Sevaks (GDS) of the Department of posts and even Mizoram state employees, instead of looking in hiking pay scale of the central government employees.

On June 06, the Union Cabinet chaired by Prime Minister Narendra Modi approved the revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts.

Revision in the wage structure would entail an estimated expenditure of Rs 1257.75 crore (Non-recurring expenditure - Rs 860.95 crore and Recurring expenditure of Rs.396.80 crore) during 2018-19.

3.07 lakh Gramin Dak Sevaks will be benefitted by this wage revision.

Details:

Time Related Continuity allowance (TRCA) structure and slabs have been rationalised.  The total GDSs have been brought under two categories viz. Branch Postmasters (BPMs) and other than Branch Postmasters namely Assistant Branch Postmaster (ABPMs).

The present 11 TRCA slabs will be merged into only three TRCA Slabs with two levels each for BPMs and other than BPMs.

Introduction of new Time Related Continuity Allowance (TRCA) will be as below:

It is decided to continue the calculation of the ex-gratia bonus by applying the calculation ceiling of Rs.7000 as basic TRCA + DA till such time a new scheme is devised.

Arrears for the period 1.1.2016 to the date of implementation will be paid by increasing the basic TRCA drawn during the period by a factor of 2.57. The arrears will be paid in one instalment.

Annual increase at the rate of 3% and the same may be given on 1st January or 1st July of every year as the case may be based on the one time written request of GDSs.

A new Risk and hardship Allowance has been introduced. Other allowances Viz. Office maintenance allowance, Combined duty allowance, Cash conveyance charges, Cycle maintenance allowance, Boat allowance and Fixed Stationery Charges have been revised.

Further, the Mizoram government has also decided to  pay enhanced pay scales to the state government employees in relation with recommendations under 7CPC.

The state government employees would get enhanced pay effective from January 1, 2016 but would enjoy financial benefits with effect from September 1, 2018, the officials said in The Financial Express.

Reportedly, the decision of the state cabinet would benefit around 42,000 regular employees and other employees numbering around 34,000.

While these employees will see ‘ache din’ in their pay scale, 48 central government employees still struggle.

Meanwhile, central government employees want fitment factor of 3.68 times with minimum pay scale of Rs 26,000. This is after the Union Cabinet revised their minimum pay to Rs 18,000 from previous Rs 7,000 per month, along with fitment factor of 2.57 in June 2016 leading to a major hike in all central government employees salaries.

It was known that, the government may hike minimum pay to Rs 21,000 and fitment factor to 3.00 times. However, the NDA government at centre claimed that they are not really looking to hike minimum pay beyond the recommendations provided in the 7th CPC report.

RATION MONEY ALLOWANCE

As per the provisions of Govt. of India, Ministry of Defence letter No. 03(01)/2016/D(QS) dt. 31st July 2017, provision of free ration for officers of Defence Forces was discontinued in peace areas. Ration Money Allowance will be admitted by PCDA(O) by Direct Benefit Transfer (DBT) through individual bank accounts. Amount of Ration Money will be remitted alongwith the salary and reflected in Pay Slip as ‘Ration Money Allowance”

SOP FOR CLAIMING RATION MONEY/ RATION ALLOWANCE :

(1) Ration Money will be admitted based on the Part-II order published by the units.

(2) Ration money will be admitted as per the monthly rate of Ration Money Allowance by Govt. from time to time.

(3) The casualty will be published in the Part- II notifying casualty POSIN (Posting in) and admissible from the date of TOS (Taken on strength of new unit)

(4) Ration money will continue to be admitted till receipt of Part-II order for  ‘POSOUT’/’STPRMONY’
(5) Officer on Ty. Duty is not entitled to Ration Money, however, ration money  paid during ty. duty period will be adjusted by ‘T’ wing while processing the claim for temporary duty.

(6) Copy of initial Part-II order for grant of Ration Money w.e.f. 01.07.2017 should be supported with a certificate for ‘Non-drawal of Ration Money in cash or kind beyond 01.07.2017 till the date of publication of Part-II order for GTDRMONY” for grant of Ration Money by this office.

Amendment to revised Documentation Procedure for publication of Part-II Orders (Officers) for claiming Ration Money/Ration Allowance is as follows :
