(a) whether in spite of a directive, the authority of releasing pension rests with the headquarters of the respective nationalised banks on month-to-month basis;
(b) whether the headquarters of banks do not release the pension for one or the other reason inspite of the recommendation of the branch heads;
(c) if so, the number of such cases where pension was not released since last three years on month-to-month basis, bank-wise in Odisha and other States of the country;
(d) whether Government is likely to issue directions to the nationalised banks to release pension by the respective branch heads; and
(e) if not, the reasons therefor?

Release of pension by nationalised banks

(a) whether in spite of a directive, the authority of releasing pension rests with the headquarters of the respective nationalised banks on month-to-month basis;
(b) whether the headquarters of banks do not release the pension for one or the other reason inspite of the recommendation of the branch heads;
(c) if so, the number of such cases where pension was not released since last three years on month-to-month basis, bank-wise in Odisha and other States of the country;
(d) whether Government is likely to issue directions to the nationalised banks to release pension by the respective branch heads; and
(e) if not, the reasons therefor?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF FINANCE
(a) to (e): All Banks including State Bank of India (SBI) and its associate banks are releasing pension of the Central Civil Pensioners through their Central Pension Processing Centres (CPPCs) every month regularly, barring temporary interruption on account of non-submission of Life Certificate by the pensioner in the month of November. Monthly pension processing and disbursement in these cases is based on the mandate of Pension Payment Order of respective Pensioners. Therefore, Branch Head recommendation is not required for pension disbursement

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः
(क) क्या निदेश के बावजूद, माह-दर-माह पेंशन निर्मुक्त करने का प्राधिकार संबंधित राष्ट्रीयकृत बैंकों के मुख्यालयों के पास रहता है;
(ख) क्या बैंकों के मुख्यालय, शाखा प्रमुखों की सिफारिश के बावजूद किसी-न-किसी कारण से पेंशन निर्मुक्त नहीं करते हैं;
(ग) यदि हां, तो ओडिशा तथा देश के अन्य राज्यों में बैंक-वार ऐसे कितने मामले हैं जिनमें गत तीन वर्षों से मासिक आधार पर पेंशन निर्मुक्त नहीं किया गया;
(घ) क्या सरकार द्वारा राष्ट्रीयकृत बैंकों को संबंधित शाखा प्रमुखों द्वारा पेंशन निर्मुक्त करने हेतु निदेश जारी किए जाने की संभावना है; और
(ङ) यदि नहीं, तो इसके क्या कारण हैं?

(क) से (ड.): भारतीय स्टेट बैंक (एसबीआई) और इसके सहयोगी बैंकों सहित सभी बैंक नवम्बर माह में पेंशनभोगी द्वारा जीवन प्रमाण-पत्र प्रस्तुत न करने के कारण अस्थायी व्यवधान को छोड़कर, अपने सेंट्रल पेंशन प्रोसेसिंग सेन्टर (सीपीपीसी) के जरिए केन्द्रीय सिविल पेंशनभोगियों को प्रत्येक महीने नियमित रूप से पेंशन जारी कर रहे हैं। इन मामलों में मासिक पेंशन प्रोसेसिंग तथा संवितरण संबंधित पेंशनभोगयों के पेंशन भुगतान आदेश के अधिदेश पर आधारित होता है। अतः, पेंशन संवितरण के लिए शाखा प्रमुख की सिफारिश अपेक्षित नहीं है।
